Rampant exploitation and unreasonable use have been causing the groundwater resources in the area seriously affected and in danger of exhaustion. Facing the above situation, the province has many policies to strengthen measures to limit and protect underground water.

The province encourages organizations and individuals to use surface water, especially for water serving industrial production. Many constructions and projects have been invested and put into operation, bringing about positive effects, creating favorable conditions to protect underground water. The province also directs the natural resources and environment sector, and local authorities to review all wells in the area, requiring connection with concentrated water supply; At the same time, it is obligatory to fill and close the wells according to the specific route when the centralized water supply system passes through, restricting the use of underground water except for those in difficult conditions, the concentrated water pipelines cannot come.

Duc Hoa district is the pioneer in doing this, especially in industrial zones and clusters operating in the area. Functional departments coordinate with districts, units that inspect and review wells in industrial parks and complexes, if the expiry of the permitted exploitation duration as prescribed, will fill and close the wells. If the well is still valid, the propaganda industry will mobilize the investors to fill and close the wells, put it into a reserve and conduct connection to the concentrated surface water supply for use and restrict the use of underground water.

In 2016, Phu My Vinh Investment and Construction Joint Stock Company completed and put into operation Hoa Khanh Tay Water Supply Plant (in Duc Hoa district). The plant uses surface water from the Phuoc Hoa irrigation project. The plant's centralized water supply system basically covers and ensures sufficient water for domestic use as well as industrial production in the locality. Since then, the province has encouraged people, investors of industrial parks and clusters to use the water resources of this project, restricting the use of drilling wells to protect underground water resources in the area.

According to the representative of Hai Son Industrial Zone Authority (in Duc Hoa district), this area will fill, close wells and use water from Hoa Khanh Tay Water Supply Plant. Water supply from the factory ensures quality, flow, and prices are also suitable. In addition, the zone strengthens the coordination of branches and localities in propagating and mobilizing enterprises with licensed wells to close, fill and close them in order to put them into reserve status and use surface water for general objectives.

“In the countryside, many families drill water wells for use. However, since 3 years, we no longer use water from the wells because there is a centralized water supply. Water is strong, clear and has reasonable price, so we use it safely. In addition, recently, through the mass media, we learned that the situation of climate change is complicated, protecting underground water resources plays an important role, so the family has close the drilling wells, put them in reserve ”- Mr. Tran Van Hung, living in Duc Hoa Ha commune, Duc Hoa district, shared.

Using surface water reasonably

Water resources are facing many risks and challenges due to the impact of climate change. Underground water sources are increasingly exhausted and limited. Surface water sources have also dropped sharply, in some places "saline" due to drought and saltwater intrusion. In the province, the shortage of water for domestic use and production occurs in some localities, greatly affecting the lives of people. Provinces, branches, localities and units join hands to share and support to provide water for domestic and production activities for people in the area. At the same time, the province has implemented many solutions for water supply works and projects to exploit and use them more efficiently and effectively than the existing surface water source in the area.

In particular, the Nhi Thanh Water Plant in Nhi Thanh commune, Thu Thua district (invested by DNP - Long An Water Infrastructure Investment Joint Stock Company) is an example. The plant uses surface water from the Rach Chanh canal system, people are supplied clean water meeting the standards of the Ministry of Health after being treated. Besides, the unit also coordinated with the locality to pump raw water into the system, works for irrigation, agricultural production, especially in a drought, salinity happened as complicated as it is at present.

Nhi Thanh Water Supply Plant has a design capacity of 80,000 square meters per day and night (phase 1 of 30,000square meters per day and night), putting into operation in 2019, supplying clean water to a part of areas of Tan An, Thu Thua, Ben Luc and Tan Tru. Currently, the plant continues to deploy water pipes for districts of Can Duoc and Can Giuoc.

Director of DNP - Long An Water Infrastructure Investment Joint Stock Company- Vu Anh Tuan said that the plant currently operates at a capacity of about 28,000 square meters per day and night. We continue to increase the capacity according to the roadmap, implementing the water supply project for the people of Can Duoc and Can Giuoc. It is expected that the pipeline will be completed and the water connection and water supply will be completed as planned on April 25, 2020. Also, the unit continues to maintain the same local pumping water into the system to support irrigation, agricultural production, with an average of 10,000-30,000 square meters per day and night. With the goal of rational and effective use of surface water in the area, we also propose rules and regulations to protect surface water sources associated with environmental safety in addition to the plans and solutions of the unit. The parties need to coordinate with each other, especially the coordination of Rach Chanh ship-lock to prevent, limit salinity and protect surface water.

Deputy Director of Department of Natural Resources and Environment - Nguyen Tan Thuan informed that The province has implemented many guidelines and solutions to protect water resources against the effects of climate change, in which, limiting the use of underground water, enhance the rational and effective exploitation and use of surface water. Currently, the branch coordinating localities conducts the review and filing of wells at locations where the concentrated water supply system passes. The operation of granting permits to exploit and use underground water in the province is strictly controlled, only considering granting exploitation permits in case the area is unable to use surface water sources or a centralized water supply system. But this license is only temporary, when there is a centralized water supply system to ensure the flow, requiring these organizations and individuals to fill wells and connect concentrated water sources for use to protect groundwater. For surface water sources of the units being used, the Department regularly monitors and checks the situation, limiting the discharge within a radius of 2 kilometers to ensure a safe water source, taking water for domestic use as well as production of water supply projects./.
