Long An: Total basic construction investment capital in 2019 is over VND 4,200 billion

Long An Department of Planning and Investment informed that basic construction investment in the province has been implemented as planned from the beginning of the year until now. Accordingly, "The program for mobilizing all resources to build transport infrastructure to serve the industrial development in the key economic region" and 3 key projects under the Resolution of the 10th provincial Party Congress (term 2015-2020) continue to be focused, urgently implemented and disbursed its capital as planned from the beginning of the year.

Accordingly, the total basic construction capital as planned in 2019 in the province is 4,246 billion VND. In which, the basic construction capital managed by the province is over VND 2,951 billion and the basic construction capital allocated and managed by the districts is nearly VND 1,295 billion.

For the basic construction capital managed by the province is over VND 2,951 billion, the value of the volume implemented about VND 1,325 billion in the first 5 months of 2019, reaching 44.9 percent of the plan, equaling 118 percent in value and equal to 91.2 percent of the rate over the same period. The disbursement value for 5 months is about VND 1,275 billion, reaching 43.2 percent of the plan, 116 percent in value and 89.5 percent of the rate in comparison with the same period.

The provincial basic construction capital allocated and managed by districts is VND 1,294 billion, by the end of May 2019, the value of volume for implementation and disbursement is about VND 361 billion, reaching 27.9 percent of the plan.

According to the assessment, although the provincial leaders directed as well as the investors urged and disbursed the capital from the beginning of the year, the volume of implementation and disbursement of some projects is slow compared to the plan. The reason is that the National Target Program is allocated in the middle of March 2019, so investors have not implemented and disbursed yet. In addition, new construction projects in 2019 started to apply online bidding, so investors were embarrassed in the early months of the year. However, most of the works have completed the bidding work until now and prepared to start construction in June 2019.

Simultaneously, the task-assigned departments continue to urge investors to urgently implement and disburse capital plans when the volume is eligible for payment; they regularly monitor the progress of implementation to promptly remove difficulties and problems arising./.
