Human resource training—Breakthrough solution for the economy

Identifying human resources as a key factor for development, the Congress of Tay Ninh Provincial Party Committee for the 2020-2025 term proposed a breakthrough program, emphasizing training, development and improving the quality of human resources to meet the requirements of industrialization, modernization and development of high-tech agriculture. This is not only an urgent task but also a long-term strategy to bring Tay Ninh to rise strongly in the Southern Key Economic Zone.

Large market demand

In recent years, Tay Ninh has become an attractive destination for domestic and foreign investors. Currently, the whole province has 46 industrial parks with a total planned area of ​​more than 14,507 hectares, of which 32 industrial parks have met the conditions to receive investment with a planned area of ​​more than 9,473 hectares, the occupancy rate is nearly 70%; the area of ​​clean land ready for lease is more than 1,014 hectares. The recruitment needs of enterprises are up to hundreds of thousands of workers, of which the demand for technical workers is quite high. However, according to many enterprises, recruiting skilled workers locally is still difficult, forcing them to attract workers from other provinces.

Mr. Nguyen Qui Hoang - Chairman of the grassroots Trade Union, in charge of the human resource recruitment department of Tran Hiep Thanh Textile Joint Stock Company (Trang Bang Industrial Park), said that the unit has a number of vacant positions, mainly for skilled workers. Although the company has introduced many salary and bonus policies according to position and agreement, other welfare policies such as shuttle bus, lunch support of 35,000 VND/meal, organizing monthly happy meals from 50,000-75,000 VND/meal, allowances for workers with young children, scholarships for children of staff, funeral policies, and other incentives. However, recruiting highly skilled workers is not easy at all.

In order for laborers to meet market demand and keep up with new requirements, in the 2020-2025 term, human resource training has received attention, in which the province focuses on training human resources with technical skills and the ability to use modern technology. Accordingly, the province has arranged the network, innovated the contents and methods, and improved the quality of vocational education in line with development practices and labor market needs. The education sector has promoted student streaming in general education, thereby increasing the rate of trained laborers. At the same time, the province has proactively expanded training occupations in line with recruitment needs in industrial parks and rural areas; training programs for practical engineers and technical workers in fields such as mechatronics, food, agricultural processing, automation, etc. In addition, localities and socio-political organizations also focus on vocational training for rural workers, support agricultural start-ups, and transfer advanced techniques.

Ms. Phan Thi Thuy Van - Vice President of the Provincial Vietnam Fatherland Front Committee, President of the Provincial Women's Union, said, "Vocational training and job introduction for female workers are of special interest to the Unions at all levels. Since the beginning of 2025, the Unions at all levels have coordinated to organize vocational training and trained nearly 1,200 female workers in occupations such as bartending, sewing, hairdressing; introduced jobs for nearly 3,000 skilled female workers to work in factories, companies, and industrial clusters in the area, contributing to creating stable income for women. Thereby, during the term, the rate of trained workers has increased to more than 75%. This is a quite positive result and affirms the effectiveness of the policies that have been implemented in the past time.

Innovating training work

In order to improve the quality of human resources, the province also effectively implemented the linkage between the State - schools - enterprises. Vocational schools and colleges in the area proactively coordinated with enterprises to develop training programs according to orders. During the term, vocational training institutions in the province recruited and trained about 150,000 workers.

According to Vice Principal of Tay Ninh Vocational College Le Thi Thu Thao, in recent years, Tay Ninh Vocational College has always exceeded its enrollment target, reaching an average of 110-120% of the target/year. The school currently spends most of its time for students to practice at factories and businesses and coordinates with functional agencies and businesses to organize job counseling sessions. Thanks to that, students can find jobs and start working immediately upon graduation, reducing retraining costs for businesses.

At Long An College, in order to improve the quality of trained labor, in recent years, the school has paid special attention to international cooperation training programs. Specifically, the school cooperated with the German International Cooperation Organization (GIZ) to train 148 students in mechatronics according to German standards; supported by the Australian Government's Aus4skill project to train logistics according to Australian standards. These are "hot" occupations in the market, trained workers are capable of working immediately at enterprises.

In the agricultural sector, cooperatives and high-tech farms also coordinate with functional agencies to open technical training courses for farmers, from clean cultivation processes to agricultural supply chain management. Many training courses, technology transfers, clean production models, and digital agriculture have been implemented.

In recent times, the Provincial Cooperative Alliance has regularly coordinated with departments, branches, Farmers' Association, Women's Union and localities to open many training courses, training, and knowledge improvement on plant varieties, breeds, experience in production, business, and consumption of agricultural products, and guidance on the application of scientific and technical advances in production for cooperatives, cooperative groups and farmers. Thereby, many cooperatives and cooperative groups have proactively coordinated with enterprises and scientists to organize guidance and support for farmers in building geographical indications, trademarks, and brands of agricultural products, participating in trade promotion fairs, introducing products, linking with supermarket systems, wholesale markets, and expanding agricultural consumption markets in and outside the province.

It can be affirmed that training and developing human resources is the key for Tay Ninh to successfully implement the dual goal: both promoting industrialization and building a high-tech, sustainable agriculture.

With the determination of the entire political system, the companionship of enterprises and the efforts of workers, Tay Ninh has gradually realized the breakthrough program set forth by the Resolution of the Provincial Party Congress, creating a solid foundation for the new development stage./.
