Immediately after the welcoming ceremony for the Minister of National Defense of Vietnam at the Bavet International Border Gate (Svay Rieng Province, Kingdom of Cambodia), General Phan Van Giang and General Tea Seiha participated in the ceremony to launch the Sovereignty Marker 171, planted friendship trees and witnessed the joint patrol of the border protection forces of the two countries.
Over the years, defense cooperation has been an important pillar, a bright spot in the overall Vietnam-Cambodia relationship. Defense cooperation activities, including cooperation between border protection forces, have become increasingly practical and effective, contributing to deepening the special friendship between the two countries for peace and development in the region.
The Vietnamese Border Guard has established a close, united relationship with the Cambodian border protection forces, and coordinated well in implementing agreements and regulations on border and border gate management; regularly coordinate joint patrols, promptly exchange information, effectively prevent illegal entry and exit activities, fight against all types of cross-border crimes and create favorable conditions for people on both sides of the border to visit relatives, develop production, trade, etc.

Also in the series of activities in Svay Rieng province (Cambodia), the delegations of the two countries attended the groundbreaking ceremony for the Sang Sovan Primary School friendship project in Svay Teap district, Svay Rieng province.
Sang Sovan Primary School is built on a 30,000 m² land area, with a scale of 7 buildings and a system of playgrounds and sports fields, capable of receiving and training more than 400 students. The school construction area is a place with a revolutionary tradition, bearing a historical mark in the relationship between Vietnam and Cambodia. This is a friendship project newly built with the support of the Vietnamese Ministry of National Defense, a vivid symbol of the solidarity and traditional friendship between the two armies and two peoples, demonstrating the practical support of the Vietnamese Ministry of National Defense for children in the Cambodian border area.
Speaking at the groundbreaking ceremony, General Phan Van Giang recalled that throughout history, the armies and peoples of Vietnam and Cambodia have always stood side by side, together overcoming countless challenges in the fight against colonialism and imperialism, overthrowing the genocidal regime, bringing independence, freedom and happiness to the people of each country.
“Today, we continue to preserve and nurture that relationship with practical and concrete actions. The construction of the Sang Sovan Primary School friendship project is a clear demonstration of friendship not only in defense and security cooperation but also in nurturing future generations,” General Phan Van Giang emphasized. The General believes that after completion, this school will be a place to sow the seeds of knowledge, nurture the dreams of students, and at the same time be a sustainable bridge connecting the affection between the armies and people of Vietnam and Cambodia.

The delegations of the two countries also visited the headquarters of the Gendarmerie Command of Svay Rieng province. On the afternoon of November 14, at Moc Bai International Border Gate, Tay Ninh province, the Vietnamese delegation led by General Phan Van Giang—Member of the Politburo, Deputy Secretary of the Central Military Commission, Minister of National Defense of Vietnam—returned home, successfully concluding the activities within the framework of the 2nd Vietnam-Cambodia Border Defense Friendship Exchange.
The 2nd Vietnam-Cambodia Border Defense Friendship Exchange is a key defense foreign affairs activity in 2025, meaningful in many aspects. The success of the Exchange continues to affirm and foster the solidarity, traditional friendship, and good comprehensive cooperation between the two countries; promote substantive and effective cooperation between border management and protection forces, local authorities and people in the border areas of the two countries; and contribute to building a peaceful, friendly, stable, cooperative and developing Vietnam-Cambodia border./.
