On the side of the Becamex–VSIP–VRG consortium, attendees included Mr. Nguyen Van Hung, Chairman of the Board of Directors of Becamex IDC and Co-Chairman of VSIP Group; Mr. Tran Cong Kha, Chairman of the Board of Directors of the Vietnam Rubber Group; Mr. Huynh Quang Hai, Chairman of VSIP in the Northern, Central, and Southwestern regions; along with executives from member corporations.

Speaking at the event, Mr. Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, emphasized that Tay Ninh is gradually affirming its role as an international trade gateway and a regional connectivity hub linking Ho Chi Minh City with Cambodia and the Mekong subregion. The province has been prioritizing improvements to its investment climate, upgrading technical and transport infrastructure, and accelerating administrative reform to attract enterprises in the industrial, services, and logistics sectors.
Chairman of the Provincial People's Committee Nguyen Van Ut stated that the signing of this memorandum opens up a new vision for cooperation, contributing to shaping the strategic development space of the Moc Bai Trans-Asian Complex.

According to the Provincial People’s Committee, the Master Plan for the Establishment and Development of the Moc Bai Trans-Asian Complex along the former Tay Ninh–Binh Duong Economic Corridor has been comprehensively studied by both sides, aiming toward a modern, sustainable, integrated model of industry, urban development, and services. The Tay Ninh–Ho Chi Minh City economic corridor, as outlined in the Southeast Region planning, is expected to become a “connective artery” that boosts cross-border industrial, logistics, and commercial linkages, associated with the Cai Mep–Thi Vai Port and Long Thanh International Airport.

At the ceremony, the Provincial People’s Committee and the investor consortium signed a Memorandum of Cooperation to implement the Master Plan, focusing on developing Tay Ninh into a modern industrial–urban–service hub linked to the Moc Bai Border Gate Economic Zone and key growth poles in the region.
The cooperation contents emphasize the creation of an ecosystem to attract new-generation investment, the application of digital technologies, the development of clean energy, and the pursuit of an eco-industrial and carbon-neutral model.

According to the plan, the Becamex–VSIP–VRG consortium will implement research and investment in 2 phases: Phase 1 (2025–2030) involves the development of 3 industrial parks in Thanh Duc Commune (approximately 1,500 hectares), adjacent urban areas, infrastructure for electricity, water, and renewable energy, as well as a 30-kilometer Moc Bai–Trans-Asian connecting road; Phase 2 (post-2030) will continue to complete the industrial parks, urban areas, and supporting service zones, while promoting secondary investor attraction, developing social housing, and establishing a logistics system according to the master plan.
The consortium will also collaborate with the province to study investment in the Bau Bang–Moc Bai railway line and an industrial corridor connecting road under a Public–Private Partnership (PPP) model.
Speaking on behalf of the consortium, Mr. Nguyen Van Hung, Chairman of the Board of Directors of Becamex IDC and Co-Chairman of VSIP Group, affirmed a long-term commitment to accompany Tay Ninh Province in developing industrial–urban–service infrastructure in a green, eco-friendly, and smart direction; promoting public–private cooperation in transportation and logistics; and building cross-regional industrial–urban value chains to improve residents’ living standards and attract international resources. The consortium is confident that the project will be quickly implemented in practice, contributing to the province’s sustainable growth.

In his concluding remarks, Mr. Nguyen Manh Hung, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council, highly praised the efforts and determination of the investor consortium. Provincial leaders expressed their expectation that this strategic cooperation will create new development landmarks, driving breakthroughs in investment attraction, infrastructure, and residents’ quality of life.
