Deputy Director of the Department of Construction Dang Hoang Chuong said that the project to build the Ho Chi Minh City - Moc Bai expressway (phase 1) implemented under the public-private partnership method (BOT contract) has been approved by the Prime Minister in Decision No. 760 dated August 2, 2024 and approved by the Provincial People's Committee in Decision No. 577 dated March 13, 2025.
The project is invested in a scale of a complete 4-lane cross-section (with emergency lane), the length of the section in Tay Ninh province is 26.3 km and is divided into 4 component projects, in which Tay Ninh province implements component project 4: compensation, support, resettlement of the section through Tay Ninh province.
The Ho Chi Minh City - Moc Bai Expressway project passes through Trang Bang town, Go Dau district and Ben Cau district in the past, now An Tinh, Gia Loc, Go Dau wards and Phuoc Thanh, Ben Cau communes, with over 2,200 households and organizations affected.
After approving the compensation, support and resettlement plan for the Ho Chi Minh City - Moc Bai Expressway project, the Land Fund Development Center of districts and towns, now a branch of the Tay Ninh Provincial Land Fund Development Center, coordinated with relevant localities and units to organize payments to households from June 2025.
Director of the Tay Ninh Provincial Land Fund Development Center, Region 4, Dang Tan Bao said that from the end of June to the beginning of July, due to the work of organizing the apparatus of the Provincial Land Fund Development Center and merging the administrative boundaries of wards and communes, the payment was interrupted for more than 10 days. Immediately after being granted a new seal and treasury account, the center quickly continued to make payments to households in accordance with regulations and progress.

To date, the Tay Ninh Provincial Land Fund Development Center, Region 4, has paid 498/964 households, reaching 51.65%. At present, due to the full payment of the advance payment, the payment is temporarily interrupted. In the coming time, when the advance payment is transferred, the Center will continue to coordinate with relevant units and localities to urgently pay households. In addition, the unit continues to carry out propaganda and mobilize people to agree with the compensation and support plan for land acquisition and clearance, promptly hand over the site, and ensure the progress of handover according to the direction of the Provincial People's Committee.
According to the Provincial Construction Investment Project Management Board, the compensation, support and resettlement plan was previously approved by the People's Committees of districts and towns with an amount of 3,056.44 billion VND; the provisional funds have been transferred to the District and Town Land Fund Development Centers of 2,263 billion VND, the remaining funding is 793.44 billion VND.
Based on the allocated funds, the branches of the Tay Ninh Provincial Land Fund Development Center have organized payments to affected households since June 2025. As of July 23, 2025, 2,073.5 billion VND has been paid, reaching 91.63% of the provisional funds, corresponding to 1,480/2,254 households (Trang Bang 948/1,163 households, Go Dau 464/964 households; Ben Cau 68/127 households). The payment value according to the approved plan data reached 67.84%, equivalent to 1,480/2,250 households.
In order to ensure the payment progress, the Provincial Land Fund Development Center recently sent a document proposing the Provincial People's Committee to assign the Finance Department to continue allocating more than 793 billion VND to pay compensation for the Ho Chi Minh City - Moc Bai expressway project, the section passing through Tay Ninh province.

In parallel with the work of paying compensation and supporting land acquisition, the Regional Project Management Board in charge of localities where the Ho Chi Minh City - Moc Bai expressway project passes through is also urgently speeding up the progress of resettlement projects.
In the previous scope of Trang Bang town, a resettlement area of 10.7 hectares (402 plots) was arranged in Bung Binh hamlet, Hung Thuan commune, with an average area of each plot being 140 m² (7m x 20m). This resettlement project has been approved by the People's Council of Tay Ninh province (old) in its investment policy in Resolution No. 110 dated September 22, 2023. The Provincial People's Committee also approved the feasibility study report in Decision No. 990 dated May 21, 2024.
Currently, the Project Management Board of Region 3 is implementing the construction of the site leveling, construction of stormwater drainage, wastewater drainage, domestic water supply and traffic roads. The construction period is 270 days from February 26, 2025 to November 22, 2025.
In the former Go Dau district, the Rach Son resettlement area has a total investment of over 318 billion VND; the total land use area is over 97,200 m², with 480 lots, each lot has an area of about 100 m². The resettlement area is invested in complete and synchronous infrastructure construction with items such as leveling the ground, roads, sidewalks, trees, lighting, underground power and telecommunication cable systems, water supply and drainage, parks, squares, parking lots, transformer stations, etc. According to the representative of the construction unit, the planned resettlement area for households affected by the Ho Chi Minh City - Moc Bai expressway project is expected to meet the project progress requirements.
In the scope of Ben Cau district, there were also 244 plots in the Dia Xu resettlement area, 97 of which have been arranged.
The Ho Chi Minh City - Moc Bai expressway project is a national and provincial key project, of special importance to complete modern transport infrastructure, serve socio-economic development, and strengthen national defense and security. In order to accelerate the project implementation progress and disbursement of the State budget investment plan in the last 6 months of 2025, striving with the highest determination to achieve the target of disbursing 100% of the plan, the Provincial People's Committee directs sectors, levels, and investors to consider the task of implementing public investment projects and disbursing investment capital in 2025 as an important task, contributing to promoting socio-economic development and increasing economic growth rate in 2025.
During the working session at the Provincial People's Committee (base 2), on July 25, 2025, Chairman of the Provincial People's Committee Nguyen Van Ut listened to the sectors' reports on the progress, difficulties, and obstacles of key projects, including the component project 4 of the Ho Chi Minh City - Moc Bai Expressway (phase 1). He requested investors and sectors and localities to proactively and actively coordinate closely and focus on accelerating the progress of compensation and site clearance to implement key projects; promptly handle difficulties and obstacles of investors; request the State Treasury of Region XVIII to proactively provide specific instructions to investors on necessary documents and procedures to register at the treasury after arranging administrative units to accelerate the disbursement of public investment capital plans. The province will make efforts to resolve and remove difficulties and obstacles; strive to complete compensation and site clearance for component project 4 of Ho Chi Minh City - Moc Bai Expressway (phase 1) in the third quarter of 2025./.
