Removing site clearance 'bottleneck' to speed up key projects

Since the beginning of 2025, the province has paid compensation and cleared about 1,517 hectares of land for key projects and works serving socio-economic development and investment attraction. Until the end of the year, the province will strive to complete compensation for about 300 hectares.

Many positive results

According to the Department of Agriculture and Environment, compensation and site clearance work in the province meets the need for land acquisition to serve socio-economic development.

Before the merger, Long An province issued Plan No. 1444 on the implementation of compensation, site clearance and resettlement work in the province in 2025 with the target of ​​1,050 hectares, striving to reach 1,450 hectares to attract investment. Of which, 9 projects and works need to focus on resolving difficulties, obstacles, and long-standing problems, and 20 projects and works need to focus on implementation.

In addition, the Department proactively advised the Provincial People's Committee to review, issue new, amend, and supplement legal documents under its authority related to compensation, site clearance, and resettlement in Tay Ninh province.

Since the beginning of 2025, in Long An province before the merger, nearly 987 hectares have been paid, reaching 93.97% of the plan; in Tay Ninh province before the merger, more than 530 hectares have been paid.

Of which, for key projects such as the Ring Road and Bridge project across the Vam Co Tay River, compensation and support were paid to 1,648/1,701 households, reaching 96.9%; Provincial Road 830E project, section from the Ho Chi Minh City - Trung Luong Expressway intersection, paid 819/878 households with a total amount of more than 1,480 billion VND, reaching 90.47% and nearly 96% in terms of area; Provincial Road 822B project paid 195 households and 3 organizations/200 households and 3 organizations; Ho Chi Minh City Ring Road 3 project paid 412/414 households, reaching 99.5%, 100% of the site was handed over to the construction unit; The investment project to build bridges and access roads to 3 bridges on Provincial Road 827E through 7 communes has paid 691 households, an area of ​​nearly 52 hectares with a total amount of more than 713 billion VND.

At the same time, for socio-economic development projects such as Loc Giang Industrial Park, payments have been made to 293 households and 1 organization with an area of ​​more than 190 hectares, with a total payment of more than 1,576 billion VND; Tandoland Industrial Park project has paid compensation to 316/321 households, reaching 98.8% with a total amount of more than 1,703 billion VND; Prodezi Industrial Park project has paid 528/541 households, an area of ​​341.6/345.36 hectares, reaching 98.9% with a total compensation of 2,792 billion VND; The Nam Tan Tap Industrial Park project has paid 1,018/1,498 households, with an area of ​​nearly 117 hectares; the Phuoc Vinh Tay New Urban Area project has paid 2,775/5,628 cases with a total amount of nearly 6,270 billion VND, with an area of ​​more than 540 hectares; the New Urban Area project in Ninh Thanh ward has paid 112/168 cases, with an amount of nearly 253 billion VND; the Phuoc Dong - Boi Loi Industrial - Urban - Service Complex project, the Industrial Park part has paid 673/759 households, reaching 88.67% with an amount of more than 1,993 billion VND.

In addition, the Provincial People's Committee is focusing on implementing tasks for departments, branches and sectors to implement the Ho Chi Minh City Ring Road 4 project, the Thay Cai - Hiep Phuoc canal section, and is handing over site clearance piles in accordance with the planning boundary.

However, in addition to the positive results, the compensation and site clearance work still has some difficulties and problems such as: the investment in infrastructure of resettlement areas and the construction of land prices for resettlement areas are still slow, so the resettlement of people affected is not guaranteed according to regulations; the capacity of some investors is still limited; some investment projects outside the budget have not promptly arranged payment funds, causing frustration for people who have agreed to the approved compensation, support and resettlement plan, etc.

Focus on removing obstacles

Tan Tru Commune People's Committee held a dialogue with local residents to resolve difficulties and problems related to site clearance for the project to build bridges and access roads to three bridges on Provincial Road 827E

In Tan Tru Commune, the Commune People's Committee focused on propaganda and mobilization to create consensus among the people. At the same time, the commune approved the compensation and resettlement support plan when reclaiming land for 168 affected cases with a total compensation cost of more than 166 billion VND/10.37 ha.

To date, the commune has paid 161 cases with an amount of nearly 159 billion VND. According to Tan Tru Commune Party Secretary Dang Hoang Tuan, the commune has proactively coordinated closely with provincial departments and branches in implementing processes and procedures to carry out site clearance. In particular, special attention is paid to propaganda, mobilization, and answering suggestions and questions from households. Basically, households affected by the project highly agree with the compensation and resettlement support policy. Although there are still some difficulties when the project has not completed the resettlement area, the commune also mobilizes households to receive temporary housing support policies to hand over the site.

"For each specific case with difficulties and problems, we will go to each household, grasp each specific situation, especially the thoughts and wishes of the cases to mobilize as well as report to the Provincial People's Committee to soon complete the project site clearance work" - Secretary of the Tan Tru Commune Party Committee Dang Hoang Tuan said.

Similarly, in Vam Co Commune, after a period of mobilization, in early November, the commune coordinated with the Ben Luc Regional Land Fund Development Center Branch to pay the third installment to households, raising the project site clearance compensation rate to over 90%. Chairman of the People's Committee of Vam Co Commune Dang Van Tay Lo affirmed that until the end of the year, the commune will continue to organize propaganda and mobilize the remaining households to strive to complete the compensation and site clearance work for the entire project through the commune, creating favorable conditions for construction work.

According to Director of the Department of Agriculture and Environment Vo Minh Thanh, in order to effectively implement the work of compensation, site clearance, and resettlement when the State reclaims land in the province, in the coming time, the Department will continue to coordinate with departments, branches, and localities to focus on removing difficulties and obstacles related to compensation and site clearance for projects under breakthrough programs, key projects, and projects that contribute significantly to the socio-economic development of the province.

At the same time, the Department continues to advise the Provincial Party Committee to issue a Resolution on improving the efficiency of compensation, site clearance and resettlement when the State reclaims land in the province to be implemented in the period of 2026-2030 and the following years, in conjunction with reviewing, amending, supplementing and promulgating new legal documents related to compensation, support and resettlement policies when the State reclaims land to apply uniformly in the province, such as regulations on compensation, support and resettlement; regulations on land price lists; regulations on compensation for crops and architectural works.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Van Ut said that until the end of the year, the province strives to complete the compensation work for about 300 hectares. In particular, focusing on urging key projects and works including projects with investment capital from the budget such as component project 4 - Compensation and support for resettlement of Ho Chi Minh City - Moc Bai expressway through Tay Ninh province, the project of access roads to 3 bridges on Provincial Road 827E, Provincial Road 830E, Provincial Road 823D, Provincial Road 830C, the project of site clearance to create clean land fund for resettlement of Provincial Road 830E and development of urban areas in Thanh Phu commune, Ben Luc district (old) and non-budget investment projects such as projects: Nam Tan Tap Industrial Park, Loc Giang Industrial Park, Phuoc Dong - Boi Loi Industrial - Urban - Service Complex Phase 3, Phuoc Vinh Tay New Urban Area, Tan My New Urban Area, New Urban Area in Ninh Thanh Ward, Urban Area serving Ba Den Mountain National Tourist Area.

In addition, in 2026, the province also aims to complete the compensation and site clearance of about 1,300 hectares. In particular, focusing on key projects and works proposed in the Resolution of the 1st Provincial Party Congress, including the Moc Bai - Xuyen A industrial and urban corridor connection road project, the Ho Chi Minh City - Tay Ninh - Dong Thap road project (Provincial Road 827E axis), the Ho Chi Minh City Ring Road 4 project, the Duc Hoa dynamic road project, the Tan An - Binh Hiep road project and projects with investment capital from the state budget, creating momentum for socio-economic development and investment attraction.
