
Training on environmental protection for grassroots cadres
Strengthening training and raising community awareness
Since 2021, the province has implemented a series of specific programs and plans to promote propaganda and training on environmental protection laws. In 2021, the Department of Agriculture and Rural Development (now the Department of Agriculture and Environment) advised the Provincial People's Committee to issue a document implementing Decision No. 343 of the Prime Minister on strengthening solid waste management and combating plastic waste.
On that basis, departments, branches and localities simultaneously organized conferences and training courses to disseminate the Law on Environmental Protection 2020 and at the same time, reviewed and developed guidance documents suitable to the actual conditions of each region and locality.
In 2022, the Provincial People's Committee continued to issue a plan to implement the Law on Environmental Protection, directing the organization of large-scale training courses with nearly 400 trainees who are officials, civil servants, businesses, and representatives of communes and wards participating. The content focuses on environmental management and monitoring skills while strongly promoting the movement "Anti-plastic waste in the community."
Not only targeting the professional team, the propaganda work has also been spread deeply and widely thanks to the coordination of the Women's Union, Farmers' Association, Youth Union, etc. The whole province has organized more than 1,100 training and grassroots communication sessions; forums such as Women with Green Environment and Youth taking action for a Clean Environment have become meaningful playgrounds, helping people better understand the benefits of sorting waste at the source, reducing the use of disposable plastic, and forming green living habits.
In 2023, the training content continued to be expanded with specialized topics on wastewater, exhaust gas, domestic and industrial waste treatment. More than 350 trainees were officers in charge of environmental work and representatives of production and business establishments. After the training, many businesses innovated production technology, used environmentally friendly materials, and reduced the generation of toxic waste, contributing to enhancing the image of green businesses in the community.
Many localities also launched the movements "Green Sunday," "Garbage-free roads," and "Green-clean-beautiful residential areas," attracting a large number of people to participate.
In 2024, the movement "All people join hands to protect the environment, say no to plastic waste" was promoted on a wide scale. The Department of Agriculture and Environment held a conference to review the period 2021 - 2025, attracting 44 participants, including many departments, branches, organizations, businesses and press agencies. The conference highly appreciated effective models such as the People's Market with limited nylon bags, Green, environmentally friendly School, and Waste classification at source. Many outstanding collectives and individuals were commended by the Provincial People's Committee, creating motivation for commendation in the whole province.
Entering 2025, Tay Ninh continues to improve the quality of propaganda and training in a more in-depth and practical direction. The Department of Agriculture and Environment organized a workshop on "Strengthening the control and treatment of environmental pollution," gathering more than 150 delegates, including leaders, professional staff, experts and businesses. The delegates exchanged experiences on recycling, energy recovery, and waste control in industrial parks and clusters and proposed many solutions for applying green technology in production and life. In addition, a legal training conference on environmental protection with more than 200 delegates was also held, focusing on topics such as reducing greenhouse gas emissions, circular economic models, and waste classification at source.
Mr. Le Van Chuong (My Yen commune) shared, “The propaganda and training sessions have helped people better understand the harmful effects of plastic waste and the responsibility of each person in preserving the living environment. Thanks to that, the situation of littering in the locality has significantly decreased; many households have also equipped themselves with waste sorting bins right in their yards.”
Innovating communication, spreading the green lifestyle movement

Along with training, Tay Ninh pays special attention to innovating propaganda forms and improving the effectiveness of mass communication on environmental protection. Implementing the Prime Minister's Official Dispatch No. 134 dated August 13, 2025 and Official Dispatch No. 145 dated August 24, 2025, the province launched the campaign "All people participate in environmental protection for a bright—green—clean—beautiful Vietnam", attracting thousands of union members, students and people to participate.
Activities such as planting trees, collecting garbage, cleaning rivers, canals, ditches, roads, residential areas, etc. were deployed simultaneously, creating a vibrant competitive atmosphere throughout the province.
Notably, many creative communication models have been deployed such as Green Market, Exchange trash for gifts, Environmentally friendly school, etc. These models are not only propaganda but also create opportunities for people to practice green behavior, towards sustainable consumption. The coordination between the Department of Agriculture and Environment with Tay Ninh Newspaper, Radio and Television, and Central press agencies has contributed to spreading the green lifestyle deeply and widely in the community. Many news articles and reports have been broadcast and posted about typical examples and models in environmental protection work.
Ms. Nguyen Thi Lan (Thu Thua commune) shared: "The environmental protection movements launched by the Women's Union and the Youth Union have attracted a large number of members, union members, and people to participate. Thanks to that, the environment in residential areas has been significantly improved, and community awareness has been raised more than before."
In addition to the traditional communication system, digital platforms and social networks are also fully utilized. Short videos, infographics, and lively, engaging propaganda clips posted on fanpages of departments, branches, and organizations have helped spread the message of "reducing plastic waste" strongly among young people. Many students have become "environmental ambassadors", volunteering to participate in campaigns to clean up trash and plant trees, contributing to changing the awareness of the younger generation about their responsibility towards nature.
Over the past 5 years, training and propaganda on environmental protection and anti-plastic waste laws in Tay Ninh have achieved many outstanding results. Awareness of people, businesses, and the entire political system has been significantly improved. Many communes have met the new rural standards thanks to good implementation of environmental criteria, creating a new look for clean, civilized rural areas.
According to Mr. Nguyen Tan Thuan, Deputy Director of the Department of Agriculture and Environment, propaganda and raising public awareness are key solutions for the goal of sustainable development. In the coming time, the province will continue to innovate the content and form of communication, linking environmental protection work with the patriotic emulation movement, the program of building new rural areas and civilized urban areas, encouraging businesses to invest in green technology, cleaner production, reducing greenhouse gas emissions, and protecting natural ecosystems.
Environmental protection is not only the responsibility of the state but also a specific action of each citizen. When each individual is aware of preserving their living environment, Tay Ninh will become increasingly green, clean, and beautiful, becoming a dynamic, sustainable and nature-friendly locality./.
