Also in attendance were Nguyen Manh Hung, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council; Pham Hung Thai, Deputy Secretary of the Provincial Party Committee and Head of the province’s National Assembly delegation; along with representatives of departments, agencies, armed forces, units, and related enterprises.
According to Nguyen Nam Hung, Director of the Department of Construction, the Moc Bai Border Gate Economic Zone was established in 1998 with an area of 21,284 hectares. After several adjustments, on June 11, 2025, the Prime Minister approved the Master Plan for the Moc Bai Border Gate Economic Zone in Tay Ninh Province to 2045.
Under the master plan, the Moc Bai Border Gate Economic Zone will serve as a key trading hub for the Southeast region, a center for border-gate services, an international container transshipment port and logistics hub, as well as a regional center for finance, commerce, and land-border services.

The economic zone is oriented to develop under a modern industry–urban model, with integrated, smart, and sustainable technical and social infrastructure. At the same time, it is closely linked with safeguarding national defense and security in the border area, ensuring social order and safety, and promoting economic, cultural, and social exchanges between Vietnam and other countries in the region.
According to the plan, the Moc Bai Border Gate Economic Zone will be developed under a modern and sustainable model, divided into five areas: border and checkpoint zones; areas prioritized for industry, warehousing, services, and logistics; areas prioritized for urban and service development; and areas designated for tourism services, forming clusters linked to the ecological landscape of the Vam Co Dong River in Loi Thuan and Phuoc Chi.
Based on these orientations, the Tay Ninh People’s Committee has issued an implementation plan to continue preparing sub-zoning and detailed plans, developing high-quality, modern urban and rural spaces, while completing key technical infrastructure projects to meet new development requirements.
At the ceremony, Tran Thu Hang, Director of the Department of Planning and Architecture under the Ministry of Construction, announced the Prime Minister’s Decision No. 1126/QĐ-TTg dated June 11, 2025, providing a solid legal foundation to transform Moc Bai into a modern, dynamic, and sustainable border economic center with international competitiveness.
Emphasizing the importance of implementing the plan, Deputy Minister of Construction Nguyen Tuong Van urged Tay Ninh Province to promptly review, prepare, and approve sub-zoning plans, detailed plans, and urban designs, while reassessing construction investment projects. He also called for strict protection of natural ecosystems, waterways, public spaces, and cultural heritage sites; greater attention to environmental protection and climate change adaptation; efficient and economical land use; and ensuring sustainable socio-economic and environmental development.

Speaking at the announcement ceremony, Nguyen Hong Thanh, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Tay Ninh People’s Committee, affirmed that the province will make every effort to harness solidarity and creativity to quickly put the master plan into practice, turning potential into reality and aspirations into success. At the same time, the province will rigorously implement 4 key task groups.

The province will direct departments, sectors, and localities to fully implement the 15 tasks outlined in Plan No. 1130 of the Provincial People’s Committee. This includes actively coordinating with the Ministry of Finance and central ministries to promptly finalize and submit to the Government a pilot scheme on special mechanisms and policies for the Moc Bai Border Gate Economic Zone—featuring breakthrough measures on land, taxation, customs, a pilot night-time economy, and the selection of strategic investors. These policies are expected to create a distinct competitive edge and attract large-scale, long-term investment.
At the same time, the province will continue reviewing and upgrading synchronized infrastructure, carrying out bold administrative reforms, and working closely with businesses to turn Moc Bai into an attractive, dynamic, and sustainable destination./.
