After 3 years of implementing the Project of the Standing Committee of the Provincial Party Committee, the mass mobilization work of the provincial political system has been renovated, operated towards the grassroots, in accordance with the actual conditions of each locality. It thereby creates a positive change in awareness of the Party Committees and authorities in strengthening and improving the quality of activities, promoting the role of the grassroots mass mobilization bloc.

The government's mass mobilization work has changed markedly, promoted the role of management and administration in the implementation of socio-economic development tasks, ensured security, national defense, social security, improved the material and spirit for the people. Citizen reception is concerned, especially the contact and dialogue between the Chairman of the People's Committee and the people has been done quite well.

Activities of the Front - mass unions at commune level have been gradually improved in quality. Each organization proactively renews the contents of daily activities and meeting modes, which are diversified and deep within the residential areas, to meet the requirements of tasks in the new situation; coordinating with the Party committee to well organize the implementation of the Party's directives and resolutions on the work of mass mobilization.

However, in implementating the Project, there are still many shortcomings and limitations: In some places, the construction of the working regulations of the mass mobilization bloc is still generally unclear, responsibilities is not clear and still in forms; Coordination among members of the communal mass mobilization bloc is sometimes not strict, especially the monitoring and grasping the feelings and aspirations of members, association members and people. The operation content and mode of the Front – mass unions have been renovated but still have not met the requirements. Propaganda and dissemination of the Party's guidelines, the State's policies and laws were not synchronous and in-depth. The implementation of the movements and mobilization of good people is still overlapping. Some movements do not have the centralized leadership of the party committees, etc.

Standing Deputy Secretary of the Provincial Party Committee - Nguyen Thanh Hai requested that the Party committees and authorities should pay more attention to the mobilization work; create all favorable conditions for organizations representing the interests of the people to take effect, direct all movement of the people to the goal of maintaining political stability, improve the material and spiritual life, and build residential area community with self-managing solidarity.

At the same time, it regularly consolidates and improves the quality of the organization, the apparatus, the contingent of cadres working in the mobilization work, to meet the requirements of the tasks in the new situation. Movement activities must ensure feasibility, spread level and efficiency. It focuses on making points, modeling, researching to replicate good models, focusing more on operational efficiency./.
