New prospects in China–Long An cooperation: From connectivity to concrete action

On May 15, as part of an official visit to China, the Long An Province Delegation, led by Mr. Mai Van Nhieu – Standing Member of the Provincial Party Committee and Vice Chairman in charge of the Long An People’s Council – participated in the Long An (Vietnam) – Liaoning (China) Investment, Trade, and Tourism Promotion Conference held in Dalian City, Liaoning Province. The event took place in a spirit of friendship and cooperation and achieved many positive results, opening up new prospects for economic and trade relations between the two localities.

The Dalian City People's Government, Liaoning Province, successfully organized the conference in coordination with the Long An Provincial Government. It was attended by Mr. Leng Xuefeng, the vice mayor of Dalian, Mr. Mai Van Nhieu – Vice Chairman of the Long An Provincial People's Council, and Ms. Jia Guifen – Vice President of the Liaoning People's Association for Friendship with Foreign Countries.

Notably, the event was attended by more than 100 leaders from major Chinese corporations and investors, reflecting strong interest in the Vietnamese market in general and Long An in particular.

At the event, Vice Mayor Leng Xuefeng introduced Dalian as a major industrial hub and seaport in Northeast China. He emphasized that many Chinese enterprises, including those based in Dalian, are showing strong interest in the Vietnamese market.

As a dynamic province committed to reform for sustainable development, Long An has been ranked in the top 2 most reformed localities over the past 20 years according to the Provincial Competitiveness Index (PCI) by the Vietnam Chamber of Commerce and Industry (VCCI), and placed top 3 in the PCI rankings for 2024. Long An is therefore viewed as an attractive destination for Chinese enterprises seeking to expand investment and develop supply chains.

In addition to the industrial and logistics sectors, Mr. Leng also highlighted potential cooperation in bilateral trade, goods exchange, especially in agricultural exports and processed food from Vietnam to China.

He also expressed interest in expanding cooperation with Long An in areas such as agricultural mechanization investment, new materials research, renewable energy, biotechnology, culinary-entertainment tourism, and digital transformation in the coming time.

Speaking at the conference, Vice Chairman Mai Van Nhieu reaffirmed the Vietnam–China relationship as one of neighborly friendship and comprehensive cooperation, nurtured by generations of leaders from both sides and continuously developing in many fields such as economy, trade, investment, and people-to-people exchange. Based on that solid foundation, local-level cooperation has increasingly played a practical and strategic role in bilateral relations, creating flexible and effective dialogue channels, especially amid deeper economic integration and shifting global supply chains. He emphasized that Long An always stands ready to cooperate in a spirit of goodwill, substance, and mutual benefit, particularly focusing on building stable, long-term cooperation mechanisms with Chinese enterprises and local governments. He also expressed confidence that the conference would mark the beginning of deeper and more effective cooperation between Long An and Liaoning Province – especially Dalian City-making practical contributions to both sides’ socio-economic development and further deepening Vietnam–China relations in the new era.

The program attracted many Chinese businesses to participate

Through the Investment, Trade and Tourism Promotion Conference of Long An Province, Vietnam - Liaoning Province, China, a direct connection session (B2B) was organized to help Chinese enterprises have the opportunity to exchange directly, learn about the investment environment, connect trade to strengthen economic and trade cooperation between Long An Province, Vietnam and Liaoning Province, China in the coming time.

At the conference, Mr. Tran Van Tuoi, Deputy Director of the Long An Department of Finance, delivered an overview of the province’s investment environment and strategic cooperation potential. He reaffirmed that Long An always stands by investors, ensuring legal support mechanisms, administrative reforms, and clear, transparent, and effective investment incentives.

He noted that strengthening connections between enterprises through official channels would enhance cooperation efficiency and facilitate trade flows. Dalian authorities are also willing to support organizing trade promotion events, industry-specific fairs, and cooperation forums to create conditions for Long An businesses to access the Chinese market effectively, safely and stably in the long term.

Many Chinese enterprises participate in direct exchanges (B2B) with Vietnamese enterprises

Within the framework of the program, the business connection session took place enthusiastically, with many substantive exchanges between Long An and Chinese businesses

Representatives from Long An International Port introduced their integrated ecosystem, including a seaport, industrial park, and modern urban area, acting as a central transshipment hub connecting Ho Chi Minh City and neighboring provinces, offering favorable conditions for Chinese investors to expand supply chains.

Representatives of the Long An Province Young Entrepreneurs Association also shared future cooperation directions, including supporting Chinese enterprises to access the Vietnamese market, connecting distribution channels, and exploiting the domestic market through the business community.

They also hoped for cooperation to bring Long An products – particularly consumer goods, processed foods, and agricultural products – into the Chinese market in a structured manner via official distribution systems that meet international quality standards. Participating in the connection program, over 15 representatives from Dalian and Long An enterprises have proactively participated in exchanging opinions, sharing, and learning about areas of investment cooperation interest such as connecting key agricultural products of Long An province, investment cooperation in mechanization in agriculture, mechanical engineering, new materials, renewable energy, biotechnology, digital transformation, cuisine, hotels, maritime transport, logistics, etc.

Regarding issues of Chinese enterprises interested in investment cooperation and trade connection with Long An province, Vice Chairman in charge of Long An Provincial People's Council - Mai Van Nhieu assigned Vice Chairman of Long An Young Entrepreneurs Association - Nguyen Minh Tam to act as a bridge to connect enterprises for investment cooperation in the coming time.

With its impressive results, the event reaffirmed Long An’s growing role as a strategic destination in global investment flows. The program not only established a partnership bridge with Liaoning but also extended links to other Chinese economic centers, helping shape long-term, effective, and sustainable partnerships in the future.

At the end of the Investment, Trade and Tourism Promotion Program; on the afternoon of May 15, the Long An Delegation also paid a courtesy visit to Mr. Chen Shaowang – Deputy Secretary of the Dalian Party Committee and Mayor of Dalian – along with other Dalian officials.

During the meeting, Mr. Chen expressed his pleasure in welcoming the Long An Delegation, a locality rich in potential with an attractive and favorable investment environment. He praised Long An’s strategic location and strengths and expressed interest in cooperation in industrial development, high-quality human resource training, modern urban management, and cultural and tourism exchange.

This was also a meaningful opportunity to strengthen people-to-people diplomacy and promote practical cooperation between Long An and Dalian, contributing to the traditional friendship between Vietnam and China, especially in the context of the 75th anniversary of diplomatic relations and the Vietnam–China Cultural Exchange Year 2025.

Following the working session on May 15, the delegation was scheduled to meet with the Embassy of Vietnam in Beijing on May 16./.
