DDCI assessment - Efforts to strongly improve investment environment

To improve the ranking of the provincial competitiveness index (PCI), Long An province deployed an assessment of Department & District Competitiveness Index (DDCI) in 2023.

DDCI Long An was built with the goal of creating a more open and transparent business and investment environment, increasing trust in the government system and increasing economic development motivation in the province.

The province's DDCI index was built based on the approach and methodological inheritance of the PCI conducted and surveyed by VCCI to evaluate the economic management capacity of departments, branches and District People's Committee to improve the quality of socio-economic management of the province.

This is also the goal that the Provincial People's Committee has set so that provincial departments, branches and district People's Committees can unite and join hands to reform and improve the economic management capacity of units and localities, contributing to strongly improve the investment and business environment of the province.

Specifically, the province's DDCI inherits the basic component index as well as part of the indicators of the PCI Index, including: Transparency and access to information; Dynamics of leadership; Cost and time to carry out administrative procedures and comply with legal regulations; Unofficial expenses; Fair competition; Production and business support; Effectiveness of legal institutions and security and order; Access to land.

2023 is the first year the province conducts the DDCI assessment. The selection of assessment objects must be consistent with the actual tasks of each unit. Accordingly, the subjects of DDCI assessment at the department, board and sector level are 19 provincial-level departments, divisions, branches and vertical agencies and the 5 district-level People's Committee. Subjects participating in the survey and assessment are enterprises, cooperatives, and business households that are operating in production, business, and implementing investment projects in the province that have transactions and using public administrative services or interacting between businesses, cooperatives, business households and departments, branches and localities during the year.

Implementing DDCI assessment needs to ensure accuracy and objectivity, serving as a basis for building a friendly government that serves and accompanies businesses. That is also the province's goal.

Based on the inheritance of the Provincial Competitiveness Index (PCI) implemented by VCCI, the survey sample will be selected with probability by random stratification method according to the rate of arising administrative procedures or interactions of departments, branches, branches and localities with business units, including enterprises, cooperatives, production and business households to ensure representativeness in evaluation. In addition, the independent consulting unit uses many survey methods, including on-the-job surveys and direct interviews with evaluation subjects to ensure data reliability.

In the DDCI investigation, the independent consulting unit uses stratification on the type of enterprise, business lines, and capital size of the enterprise; The list of survey participants is randomly selected from the list extracted from the system of Provincial Public Administration Service Centers and District Public Administration Centers that have administrative procedure transactions with local departments, branches, and localities during the year to ensure that businesses' feedback is the most accurate.

The random sampling process implies that businesses with the same type, business lines and capital scale will have the same probability of being selected. Businesses belonging to each stratum will correspond to the distribution in the whole. After completing the sample selection, the independent consulting unit will also carefully compare the survey sample with the overall proportion of the province to ensure it is representative of the subjects.

The business picture of businesses and establishments in the province in 2023 is a combination of many light and dark colors. The post-Covid-19 economy continues to have many challenges and the growth rate of businesses is still slow. However, through survey results and general assessments of the investment and business environment, the majority of businesses and establishments agree that the province's investment environment is increasingly improving. The quality of management and administration of departments, branches and localities continues to have positive changes. These positive responses are evidence of the province's commitment to promoting an open and transparent business and investment environment. From the above results, units and localities will make appropriate adjustments to improve the business environment. The ultimate goal is to create a more open and transparent business and investment environment, increase trust in the government system and increase economic development motivation in the province./.

Implemented for the first time in the province, DDCI Long An was built to measure the quality of economic management and administration of government agencies at the department, branch and localities - the levels of government with direct contact with  economic organizations such as business households, enterprises, cooperatives and investors.

Based on the experience of previous implementation by many provinces and cities, research and application in local practice, DDCI implemented in the province starting in 2023 is considered a strong step and reform effort of the government. The province aims to improve the investment and business environment and enhance the province's competitiveness in a comprehensive and sustainable manner.
