Focus on implementing projects right from the beginning of the year

At the Ban Cao road project (Tan Phuoc Tay commune), the investor and the construction unit are focusing on arranging human resources, equipment, and machinery to speed up the progress.

According to Mr. Tran Duy - representative of the construction unit, currently, related problems have been resolved by the local authorities, so the contractor has focused on machinery and workers to carry out the project. The number of workers at the construction site is maintained at 10-15 people, working continuously from Monday to Sunday and flexibly arranged so that workers have reasonable rest time. The project has currently achieved more than 40% of the planned progress, and is expected to be completed and put into use by the end of July 2025.

The Ban Cao road project is more than 3km long, with a roadbed width of 9m, a paved asphalt surface of 7m wide, reinforced sidewalks on each side of 1m, and an axle load of 10 tons. The total investment is over 34.4 billion VND. In 2025, the provincial budget supports 19 billion VND.

According to the Chairman of the People's Committee of Tan Tru district - Trinh Phuoc Trung, the district has proactively implemented projects as well as disbursed capital from the beginning of 2025. For transitional projects, the district requires units to speed up the completion of projects, promptly inspect, and put them into use. For newly started projects, the district focuses on implementing them according to a specific roadmap, ensuring construction progress on schedule, meeting quality requirements and effective use of investment capital.

Currently, the district is coordinating with relevant units to carry out the necessary legal procedures to complete the dossier, submit for approval and organize bidding to select construction contractors, and start implementation from the first quarter of 2025.

According to the Chairman of the People's Committee of Can Duoc district - Dao Huu Tan, determining that the investment projects plays an important role in socio-economic development, the locality has proactively implemented them from the beginning of 2025. The district has specifically and in detail built and requested investors to implement according to the plan, promptly report any arising problems to proactively resolve, and soon put the project into use, ensuring the set plan.

According to the investment progress of the projects, in early February 2025, the disbursement of capital for the provincial budget support has basically reached nearly 25% of the plan; the disbursement of capital from the National Target Program on new rural construction has reached about 28% of the plan. In 2025, the district will carry out 99 projects with more than 290 billion VND, and has so far disbursed 25% of the plan.

The province requires investors to ensure the disbursement rate of the state budget investment plan in 2025 by the end of the first quarter of 2025 of at least 20%; by the end of the second quarter of 2025 of at least 50%; by the end of the third quarter of 2025 of at least 75% of the capital plan; by the end of the fourth quarter of 2025 of at least 95% of the capital plan and by the end of the 2025 budget year to disburse 100% of the capital plan.

On that basis, the province directs investors assigned with the 2025 state budget capital plan to urgently complete investment procedures according to regulations, ensuring sufficient conditions for capital allocation; identifying the implementation and disbursement of the capital plan as the province's key political task in 2025 to promote economic growth, and achieve the highest socio-economic development goals in 2025.

At the same time, investors need to develop specific programs and action plans, seriously and drastically deploy and implement effective and feasible solutions to promote the implementation and disbursement of the 2025 state budget capital investment plan right from the first months of the year, ensuring progress; proactively research and implement the plan according to the provisions of the Law on Public Investment and related guiding decrees, etc.

Units must strictly comply with regulations on contractor selection, especially strictly implementing the selection of contractors online; bidding documents preparation, ensuring the selection of competent contractors; regularly reviewing, inspecting, urging the implementation and disbursement, promptly resolving difficulties for construction units; resolutely handling and terminating contracts for construction units that are behind schedule and do not ensure quality.

Units assigned tasks must seriously implement investment monitoring and evaluation reports according to regulations; report on the implementation volume, disbursement results (with assessment of the implementation status and stating the reasons if not achieved according to the plan, recommendations, etc) of the 2025 capital plan on a weekly basis to the Department of Planning and Investment, the Department of Finance for synthesis, and report to the Provincial People's Committee./.
