Resolutely clearing land, creating momentum for breakthrough development

In the context of Long An province accelerating infrastructure development, attracting investment and promoting economic restructuring, compensation and site clearance is identified as a key task. This is an important factor in creating clean land funds, contributing to the effective implementation of key projects, promoting sustainable socio-economic development.

Determination from policy to action

Right from the beginning of the 2020-2025 term, the Provincial Party Committee issued Resolution No. 25, dated November 4, 2021 on improving the effectiveness and efficiency of compensation, site clearance and resettlement work. Since then, compensation and site clearance work has been focused on by all levels and sectors, associated with the responsibility of the leaders.

In addition to many outstanding results, there are still a number of projects facing difficulties due to capital constraints, slow implementation of resettlement areas, and lack of clean land. In addition, the slow issuance of land use right certificates to resettled people, especially due to inheritance disputes, unclear transfers or planning changes, also affects progress.

Entering 2025, the final year of implementing the Resolution of the 11th Provincial Party Congress, term 2020-2025, the work of compensation and site clearance is increasingly being set with high determination, a clear roadmap and more effective and synchronous requirements. Right from the beginning of the year, the Department of Agriculture and Environment proactively advised the Provincial People's Committee to issue a detailed action plan, as a basis for the Provincial Compensation and Site Clearance Steering Committee to direct specific implementation to each locality and each project.

In Ben Luc district, many key projects are being implemented. In recent times, compensation and site clearance work has achieved many important results. In 2024, the district paid compensation, site clearance and resettlement for 19 projects with 1,574 affected cases, with a total cost of more than 6,341 billion VND, a total area of ​​more than 468 hectares, reaching 173.3% of the plan assigned by the province (270 hectares) and 126.5% of the district's target (370 hectares).

According to the Chairman of Ben Luc District People's Committee - Le Thanh Ut, promoting the achieved results, in 2025, the district will continue to closely, synchronously and effectively coordinate with departments and branches to clearly identify priority projects, important projects that need to focus resources on as well as projects that need to be resolved to create clean land funds, attract investment and serve development requirements.

"For projects that still face difficulties and obstacles in compensation and site clearance, the district has deployed and implemented many combined solutions to promptly resolve them. Recently, the People's Committees of communes and towns have established advocacy groups to focus on propagating and mobilizing people to understand and agree with the State's compensation, site clearance and resettlement policies. At the same time, the district has consolidated documents to implement other measures to ensure compliance with legal regulations" - Mr. Le Thanh Ut said.

According to the Director of the Department of Agriculture and Environment - Vo Minh Thanh, in 2025, the province set a goal of completing compensation and site clearance work with an area of ​​1,050 hectares and striving to reach 1,450 hectares to create an important land fund to serve the implementation of infrastructure, urban, industrial and transport development projects.

Removing obstacles, completing the set goals

Based on the proposed plan, the province focuses on identifying key projects that need priority for site clearance such as Provincial Roads 830E, 822B and projects under the breakthrough program of the Resolution of the district-level Party Congress. The province also carefully prepares compensation procedures for large projects such as Ho Chi Minh City Ring Road 4 through Long An, bridges and access roads on Provincial Road 827E, resettlement areas on Provincial Road 827E, etc. to ensure timely payment to the right subjects.

In addition, the province speeds up the work of compensation and site clearance for industrial parks, industrial clusters such as Nam Tan Tap industrial park, Thu Thua industrial park, The Ky industrial park, Loc Giang industrial park, Phuoc Vinh Dong 1, 2, 3, 4 industrial parks and Tan Tap industrial park. For long-standing projects such as Prodezi Industrial Park, Tandoland Industrial Park, Long Hau 3 Industrial Park, Long An Port, Hoa Binh Industrial Park, the province is focusing resources and policies to resolve them completely.

In resettlement work, the province prioritizes completing clean land funds to arrange resettlement for important projects such as Provincial Road 830E and developing urban areas along Provincial Road 826D (section from Ho Chi Minh City Ring Road 4 to Rach Dua). At the same time, the province is implementing many large-scale urban projects such as Hau Nghia - Duc Hoa New Urban Area (197.2 hectares); urban areas in Wards 4 and 6, Tan An City (137 hectares); Ecological, trade and tourism urban area in Thanh Phu commune, Ben Luc district (220 hectares); Thanh Phu - Tan Buu residential area (143.79 hectares); Tan My and Phuoc Vinh Tay new urban areas. These are strategic projects in urban space development, improving quality of life and attracting investment.

To speed up the land recovery process, the province focuses on administrative reform, shortening the time for land valuation, completing procedures and ensuring consistency and unity throughout the province. At the same time, the province pays special attention to the work of granting land use right certificates to resettled people in projects such as Hai Son Long Thuong Residential Area (Can Giuoc District), Tan Duc Residential - Resettlement Area (Duc Hoa District), Residential Area opposite Long An General Hospital (Tan An City), Ben Luc Town Residential Area, Long An Steel Company Limited's project and Go Den Residential - Resettlement Area project.

According to Mr. Vo Minh Thanh, to achieve high efficiency, the Department of Agriculture and Environment strengthens coordination at all levels and sectors in the work of propagating and disseminating the Party's guidelines, the State's policies and laws related to compensation, site clearance and resettlement. Thereby, creating consensus and support from the people to increase the effectiveness of the implementation process.

In addition, the province continues to improve mechanisms and policies on compensation, support and resettlement; strengthen inspection and supervision of implementation progress; regularly review and promptly propose solutions to arising problems; tighten state management of land, construction, investment reception and related fields.

With proactive and drastic direction, implementation and consensus of the people, the compensation and site clearance work in 2025 is expected to be completed on schedule. From there, it will create a solid foundation and premise for the province to successfully implement socio-economic development goals./.

Since the Provincial Party Committee issued Resolution No. 25 on November 4, 2021, up to now, the whole province has paid compensation for more than 3,718 hectares (the Resolution target is 4,000 hectares). Of which, since the beginning of 2025, the whole province has paid compensation and site clearance for about 400 hectares.
