In Long An, the implementation of Decision 33/2015/QD-TTg, followed by Decision No. 667/QD-UBND, dated February 24, 2016 of the Provincial People's Committee on the issuance of the housing support scheme for poor households according to the poverty standard in the period 2011-2015 in the province. Accordingly, the total number of households eligible for support under the Scheme is 1,602 ones.
From August 2015 until now, there are 522 households supported with a capital of VND 21.8 billion (500 households building houses, 22 households repairing their houses) reaching 33 percent. However, only 180 households received support from loans among 522 households supported while 342 households received direct support from other donor organizations.
By the time the program ending in 2020, Long An has 164 households supported to build houses from loans as well as support programs from organizations with the amount of about VND 7.2 billion.
Deputy Director of Long An Construction Department - Dang Thi Thuy Ha said: “Through the process of implementing the practical program in the locality, Long An encountered many problems and difficulties. Specifically, particularly difficult people such as elderly and lonely people, households living in remote areas, etc. with a preferential loan amount of only VND 25 million per household do not have funding to contribute with the loan to build houses meeting the “3 hard critera” (which mean hard foundation, hard frame - wall, hard roof). Because of this reason, many households voluntarily do not register for a loan.
For Decision 33, Long An proposed Vietnam Bank for Social Policies (VBSP) that the central budget and other aid should partly support beside the loan of VND 25 million per household, then these poor households will have enough money to newly build or improve or repair their houses. Households supported by organizations or donors have finished the construction of "3 hard critera" but not completed, they should be considered to support loans under the program.
For the implementation of Decision 714/QD-TTg on investment in additionally constructing residential clusters, lines and embankments, Long An has not invested in additional construction. About the treatment results of vacant plot in the previous period, two types are policy plots and lucrative plots.
For the policy lots, there are 5,828 plots which have not built houses yet, of which 4,697 plots have been handed over and 1,131 lots have not been handed over. There were 8,112 lucrative plots, 5,785 plots were sold and more than 2,300 plots have not been sold. In addition, there are a few plots that are expected to be auctioned and not auctioned. Currently, Long An is dealing with problems and difficulties in the province of phase 1 under Decision 714/QD-TTg.
Deputy Director of HREMMA - Nguyen Manh Khoi shared with the difficulties that Long An is facing during the implementation of Decision 33/2015/QD-TTg and Decision 714/QD-TTg. For Decision 33/2015/QD-TTg, he asked Long An to check and motivate the number of beneficiaries borrowed under the Program because there is only one more year left to end (by the end of 2020) to "3 hard critera" on houses.
As for Decision 714/QD-TTg, he asked Long An Construction Department and the locality to check and propose the conversion of functions of unsold plots on practical demand./.
