Long An: Measures to prevent and control Covid-19 continued to implement

Implementing Official Letter No. 3949/CV-BCD dated July 24, 2020 and Official Letter No. 3961/CV-BCD dated July 25, 2020 of the National Steering Committee on Prevention and Combat of Covid-19 on strengthening prevention, fighting against the Covid-19 epidemic and the Government Office's Notice No. 253/TB-VPCP dated July 25, 2020 on the conclusions of the Prime Minister Nguyen Xuan Phuc at the Government's Permanent meeting on the prevention and control of Covid-19 epidemic; Due to the complicated situation of Covid-19 cases of infection and suspected infection in Da Nang city, to ensure the safety of the prevention and control of Covid-19 epidemic in the province, the Provincial People's Committee requested the provincial departments, committees, branches, unions, People's Committees of districts, towns, cities and related agencies and units direct to organize immediately implementation of specific contents, as follows:

1. Heads of the provincial departments, agencies, unions; Chairpersons of People's Committees of districts, town and city are responsible for:

1.1. Requesting officials, public servants, officials, employees under their management and people to temporarily stop moving to Da Nang city for the purpose of visiting, traveling, visiting relatives, business and other unnecessary jobs.

1.2. Organizing to inform, propagate and ask people who come from Da Nang to the locality after July 18, 2020 to make a medical declaration at the nearest health agency and the local authority of destination, self-distancing and take care of themselves at home within 14 days, when they have abnormal symptoms such as fever, cough, shortness of breath, they must go to the nearest health facility to examine and take samples in accordance with regulations on epidemic prevention and control.

1.3. Continuing to thoroughly grasp the views, principles, guidelines and strictly implement measures to prevent and control epidemics in the new situation according to the Directive 19/CT-TTg dated April 24, 2020 of the Prime Minister and documents direction of provincial People’s Committee, it is absolutely not subjective, catch off guard.

1.4. Continuing to focus on the implementation of the dual objective of preventing and fighting against epidemics and socio-economic development; taking appropriate measures to support diplomats, senior officials, investors, and experts to enter Vietnam to Long An to handle official duties, negotiate, sign contracts, invest activities, commerce, etc.

1.5. Strengthening inspection, supervision and reporting to the Provincial Steering Committee for specific and timely handling of issues that are raised in the prevention and control of epidemics arising at agencies, units and localities under management.

Heads of departments, agencies, unions of the province; The Chairpersons of the People's Committee of a district, town or city is responsible for the Chairman of the provincial People's Committee and the Head of the Provincial Steering Committee if the disease outbreak occurs and is spread at agencies, units and geographical areas under their management.

2. Department of Health presides and coordinates with units and localities to:

2.1. Strengthen monitoring, sampling, testing with all cases of respiratory disease symptoms, suspected cases, large-scale surveillance to detect sources of infection; promptly detect, isolate, localize and thoroughly handle outbreaks.

2.2. Ensure that bio-products for testing, supplies and medical equipment are fully provided for epidemic prevention and control.

2.3. Proactively monitor information on disease developments in the province and across the country to take timely and effective measures to prevent and control epidemics.

2.4 Continue to coordinate with departments branches, localities and related units to guide and supervise the implementation of medical isolation, take samples to test cases of entry into Long An as prescribed.

2.5. Direct medical examination and treatment facilities to strictly implement the process of classification, channeling and isolation, treating cases of suspected SARS-CoV-2 virus infection in a timely manner, without allowing deaths due to disease.

2.6. Direct health facilities to strengthen screening and sampling of cases with suspected risk factors for Covid -19 infection, cases of acute respiratory infections suspected to be caused by viruses and Acute Respiratory Distress.

3. Department of Information and Communications continues to promote the application of information technology applications such as Ncovi, Bluzone to detect and trace cases of risk of infection according to the guidance of the ministries and central branches.

4. Department of Education and Training will host and coordinate with Health Department and localities to plan for epidemic prevention and control in order to well organize high school graduation exams 2020 in the province, ensure safe and compliant with rules and regulations on prevention and control of Covid-19 epidemic.

5. The Department of Labor, War Invalids and Social Affairs, the Economic Zone Authority urgently provide agencies, units and enterprises that expected to invite experts to enter Vietnam from August 6, 2020 and coming to Long An to work must ensure:

- Strictly enforce regulations on prevention and control of epidemics of the Central and the province.

- Must test experts for SARS-CoV-2 by Real time PCR technique from 03 to 07 days prior to the date of entry into Vietnam. The test must be performed in a laboratory approved by the Government or in the laboratory system of the World Health Organization.

- Have international health insurance for experts; or must be paid fee by agencies or organizations inviting experts in case they are involved in Covid-19.

- The unit inviting experts is responsible for ensuring the safety of the prevention and control of Covid-19 epidemic when experts are invited to work.

6. The Provincial Border Guard Command continues to coordinate with the localities and relevant departments and agencies to strengthen the strict control of border areas, especially the trails, paths, do not allow cases of illegal entry under the direction of the Provincial People's Committee in Official Letter No. 4301/UBND-VHXH dated July 22, 2020 and other relevant guiding documents.

7. Provincial Public security is responsible for:

7.1. Directing local police agencies to strengthen strict management of temporary residence, temporary absence and residence in the area.

7.2. Strengthening the strict management of foreigners who are allowed to work and stay in the locality, especially production and business establishments,schools, hotels, etc.; at the same time, directing the review, making a list and strictly handling cases of foreigners coming to live and illegally reside in the province.

7.3. Coordinating with relevant functional agencies to mobilize the masses to coordinate and provide information related to cases of illegal immigration to promptly deal with serious violations.

7.4. Collaborating with relevant functional agencies in timely detecting and strictly handling cases of giving false, untrue information about the situation of Covid -19 epidemic, causing confusion in public opinion.

8. People's Committees of districts, towns and cities are responsible for:

8.1. Continuing to inform and propagandize the people that are not subjective, neglect, caught off guard and properly and fully comply with the regulations on prevention and control of Covid-19 under the direction of the Central Government and the Provincial People's Committee. Mobilizing the people to promptly notify local authorities and functional agencies of cases of illegal entry in the community to take measures as prescribed.

8.2. Directing the People's Committees of communes, wards, townlets and functional departments to strengthen inspection, review, making lists and request cases of going to and from Da Nang after July 18, 2020. Medical declaration at the nearest health agency and the local authority of destination, self-quarantine and health monitoring 14 days at home according to the instructions of the health sector. Upon detecting the above cases, the People's Committees of districts, towns and cities immediately report to the Provincial Steering Committee (through the Health Department) and implement measures to prevent and control Covid-19 under the direction of provincial People’s Committee in the text and other related documents.

9. Long An Newspaper, Long An Radio and Television Station focused on strengthening regular and continuous coverage of this document and other guiding documents of the Provincial People's Committee on Covid-19 prevention and control, ensure that all people know, understand and do it voluntarily.

10. The members of the Steering Committee for the prevention and control of dangerous epidemics of local people and districts according to their assigned tasks and geographical areas continue to coordinate with the Party Committees and localities to actively take drastic measures for prevention and control of the above mentioned diseases, ensuring seriousness, timeliness and efficiency.

It is requested that the provincial departments, agencies, unions, People's Committees of districts, towns and cities to urgently implement the above regulations./.
