With the participation of the entire political system, especially the efforts and determination of the Health and Social Insurance sectors, health insurance work has been implemented synchronously, achieving positive results, contributing to the successful implementation of set goals and targets.

Information and propaganda work is carried out regularly, helping people better understand their rights and responsibilities when participating in health insurance. Health insurance policies are increasingly expanding, creating conditions for people to choose reputable and quality medical examination and treatment facilities. The quality of medical examination and treatment for people participating in health insurance has gradually improved. Patients have access to medical services, especially high-tech medical services. The number of visits and expenses for medical examination and treatment with health nsurance increased sharply over the years (number of visits/amount in 2009 was about 2.2 million visits/116 billion VND; in 2023, about 2.4 million visits/734 billion VND).

Administrative procedure reform has been promoted, contributing to improving service quality and meeting people's increasing medical examination and treatment requirements. The number of people participating in health insurance in the province over the years has met and exceeded the target of health insurance coverage based on population. As of December 31, 2023, the whole province has over 1.6 million people participating in health insurance, reaching a health insurance coverage rate of 93.2% of the population (exceeding the target assigned by the Prime Minister in the period 2022 - 2025 ).

Besides the achieved results, the rate of people participating in health insurance is not really sustainable. Resources, facilities, equipment, especially the medical staff and doctors of some medical facilities do not meet the requirements, especially at the grassroots level. Some businesses do not really care about the health insurance benefits of their employees; Health insurance debt still occurs.

At the conference, localities and units focused on discussing difficulties and shortcomings that need to be rectified and overcome, along with solutions for implementation in the coming time.

In order to move towards the universal health insurance roadmap, he suggested that party committees and authorities at all levels need to continue to promote their roles and responsibilities in thoroughly understanding, propagating and implementing guidelines and policies on health insurance. It is necessary to promote reform of administrative procedures, digital transformation, and application of information technology in management and administration; continue to improve awareness, attitude, and service style of medical staffs to ensure the rights and satisfaction of health insurance participants; pay attention to investing in modern, high-tech medical equipment; improve the quality of medical examination and treatment services; strictly manage the use of health insurance funds for medical examination and treatment, avoid abuse and profiteering, and use health insurance funds safely and effectively to maintain people's trust; pay attention to strengthening the organizational system, personnel work, and attracting human resources to meet the requirements and tasks of health in general and health insurance in particular in the new period./.
