School-year 2019-2020: Fundamental changes must be done in morality, lifestyle, life skills for students

In the school-year 2018-2019, the entire education and training sector has 43,314 kindergartens, lower and upper high schools, universities with over 23 million students.

The previous school-year, the sector continued to focus on improving the system of mechanisms and policies to address "bottlenecks" in educational innovation activities, creating a legal corridor for localities, education and training institutions to implement. The whole sector continues to effectively implement the plan of basic and comprehensive innovation of education and training. The quality of preschool education achieved many positive changes. Accordingly, the whole country has 99.8 percent of preschool institutions applying a variety of forms and methods to organize childcare and educational activities from the viewpoint of "child-centered".

In addition, the quality of mass and high-quality education in general education has been improved. The implementation of new programs and textbooks has been actively implemented. Accordingly, the Ministry of Education and Training has issued a new high school education program with the orientation of developing students’ quality and capacity. Practical education content, strengthening experience, vocational guidance, focusing on moral education, life skills to ensure a harmonious goal of "teaching knowledge" and "teaching learners’ manner".

Besides, the quality of higher education is increasingly improved. Vietnam for the first time has 2 universities (Hanoi National University and Ho Chi Minh city National University) being listed among the top 1,000 universities in the world, 7 universities are listed in the list of Leading Asian Universities.

However, the sector still has some limitation. Particularly, the arrangement of school and class networks in some localities is still inadequate; lack of teachers has been resolved yet, especially preschool teachers; the education work of morality, lifestyle, life skills for students have not met the requirements, there are still some students violating the law, morality and lifestyle; streamlining and vocational education in general education are not effective; there are also a serious errors in the 2018 exam, and so on.

Deputy Prime Minister - Vu Duc Dam directed the education and training sector to strengthen the education of morality, lifestyle and personality for students by implementing the emulation movement of good teaching, good study, study manners first and then learn to read and write, 5-thing-to-do taught by Uncle Ho and all for our beloved students. In addition, schools are especially interested in outside activities, teaching students morality and setting good people and good deeds. Deputy Prime Minister also asked the Ministry of Education and Training to review records and procedures to reduce administrative pressure for teachers, etc.

Concluding the conference, the Prime Minister - Nguyen Xuan Phuc highly appreciated the results of education and training in school-year 2018-2019. The Prime Minister directed the education and training sector to create a radical change in morality, lifestyle, life skills in students in school-year 2019-2020. The Prime Minister affirmed that it was also the responsibility of the whole society, they need to coordinate well and closely between 3 educational environments (family, school and society). Besides, the Prime Minister asked localities to review the planning of the network of schools, classrooms, especially preschools, lower and upper high schools to arrange land fund for building the school network; to definitely resolve the shortage of schools in areas with industrial parks and clusters; the local education and training sector has to review and re-arrange teachers, overcome the shortage of local teachers; At the same time, there is a plan to foster teachers to effectively implement the new general education program in the future, etc./.
