Regularly review and evaluate administrative procedures

In 2022, the Provincial People's Committee strengthens the direction and implementation of administrative procedures through Decision No. 1366, dated February 16, 2022 on promulgating the Action Plan to control administrative procedures, implementing the "one-stop" mechanism in handling administrative procedures in the province. Provincial People's Committee assigned tasks to provincial departments and branches, and district-level People's Committees to review and evaluate administrative procedures regulations within the scope and jurisdiction of sectors and localities. On March 22, 2022, the Provincial People's Committee issued Decision No. 2442 on promulgating the Plan to review and evaluate administrative procedures in 2022 in the province. Accordingly, the Provincial People's Committee directs to review and standardize administrative procedures under the jurisdiction of authorities at all levels to promptly detect administrative procedures that are no longer appropriate, have expired or have not been announced or announced by ministries or sectors. The Provincial People's Committee assigned 14 provincial departments and branches to review and simplify 34 administrative procedures in 16 fields.

Following the direction of the Provincial People's Committee, the provincial departments, branches and the People's Committee of the district actively coordinated with the Office of the Provincial People's Committee to focus on reviewing and completing the tasks set out in accordance with regulations. The contents of the plans and initiatives to simplify administrative procedures basically ensure the requirements for quality and feasibility, focusing on such contents as recommendations to reduce the composition of dossiers, reduce the settlement time, create favorable conditions for people and businesses when implementing administrative procedures.

According to the plan, the province will review, evaluate and simplify 34 administrative procedures. Through the process of reviewing and appraising, some administrative procedures have been adjusted by central documents, no administrative procedure records were generated during the year. In addition, a number of agencies and units proposed to supplement plans to simplify administrative procedures beyond the original plan. After the review, the Provincial People's Committee had a plan to simplify 42 administrative procedures in 20 fields under the jurisdiction of 16 provincial departments and branches.

Create impetus for economic development

According to information from the Provincial Public Administration Service Center, in 2022, the total number of applications received is 67,276, of which 45,305 are received via online form (accounting for 70.12%, exceeding targets assigned by the Provincial People's Committee over 50%); dossiers of early and on-time settlement accounted for 99.72%; Late settlement dossiers accounted for 0.28% (provincial People's Committee proposed less than 1%). The promotion of online public services has contributed to promoting administrative reform, helping people and businesses save time and travel costs when implementing administrative procedures, gradually creating the habit of submitting documents online. Departments and branches have well coordinated with the Provincial Public Administration Department in receiving and circulating dossiers and returning results of administrative procedures. A number of departments and branches promptly issued written apologies to organizations and individuals when dealing with late dossiers, ensuring compliance with coordination regulations, and reducing the number of applications temporarily halted.

Provincial Economic Zone Management Board is the focal agency to handle administrative procedures for domestic and foreign enterprises when investing in economic zones and industrial zones in the province under the "one-stop" mechanism. in place"; At the same time, it is an agency to connect and support businesses to solve difficulties and problems when implementing projects in industrial parks and economic zones of the province. The Provincial Economic Zone Management Board has deployed online public services, simplifying procedures to help businesses save costs and time when carrying out investment, construction,etc. The  Provincial Economic Zone Management Board shall handle 100% of the dossiers on time; in which, more than 90% of investment registration certificates are issued before the due date, especially over 35% of the investment registration certificates are issued within 15 days after submitting all valid dossiers as prescribed. This makes businesses satisfied and confident in the investment environment of the province. Regarding the scale of industrial zones, Long An is currently ranked 3rd in the whole country (after Dong Nai and Binh Duong provinces); In terms of FDI attraction, the province ranks 13th (after Dong Nai, Binh Duong, Bac Ninh, Ba Ria - Vung Tau, Tay Ninh, Bac Giang, Hanoi, Hung Yen, Ha Nam, Hai Duong, Vinh Phuc and HCMC); In terms of domestic capital attraction, the province ranks 3rd (after Ba Ria - Vung Tau, Ho Chi Minh City) and leads the provinces and cities of the Mekong Delta region (recently, the total attracted FDI capital has reached over 5.7 billion USD and total domestic capital reached 113,285 billion VND).

Long An also focused on improving the Provincial Competitiveness Index (PCI) in 2022. Accordingly, the Provincial People's Committee issued Decision No. 6363 on the establishment of a Steering Committee and a Team to assist in the implementation, monitor, urge, inspect, supervise and evaluate the implementation of solutions to improve the PCI component index and the situation of administrative procedures settlement of departments, branches and localities; promulgating Plan No. 2199 on accelerating the implementation of tasks and solutions to improve and raise the Long An Competitiveness Index in 2022.

To improve PCI, the Provincial People's Committee has directed branches and localities to focus on solving outstanding problems in handling problems and recommendations of businesses and investors. Accordingly, the Provincial People's Committee has increased publicity and transparency, especially in planning, land use plan, socio-economic development plan; drastically implement PAR, overcome the delay in handling administrative procedures, actively review and advise on the reduction or annulment of business licenses and certificates that are no longer needed. The Provincial People's Committee also stepped up inspection, supervision, determining the causes, and remedies; Any agency that causes delay in handling administrative procedures must apologize to the enterprise. The Provincial People's Committee directed departments, branches and localities to change the method of direction and administration, clearly defining the spirit of serving people and businesses instead of just managing and supporting as before. Leaders of the Provincial People's Committee also regularly hold dialogues to listen to the thoughts, aspirations and exchanges of businesses; promptly grasp the difficulties and obstacles of enterprises in production and business activities.

In addition, the Provincial People's Committee strengthens the inspection of official duties, especially the unexpected inspection; implement solutions to improve the responsibility of handling dossiers and administrative procedures of agencies and units to reduce and minimize the situation of late processing of dossiers, improve the satisfaction rate of people for administrative services: effectively implement the Plan No. 1753 on the implementation of the Prime Minister's Decision No. 468 dated March 27, 2021 approving the renewal of the "one-stop" mechanism in handling administrative procedures in Long An. At the same time, the province focuses on integrating and providing online public services on the National Public Service Portal, in which priority is given to the integration of essential public services according to the list approved by the Prime Minister. .

With radical solutions, the province strives for PCI in 2022 to return to the top 10 nationwide./.
