In addition to the achieved results, the PAR still has some limitations: roles and responsibilities of the leader in directing PAR implementation in some agencies and units have not been enhanced. The situation of processing administrative procedures does not guarantee the process. The work of reviewing and updating administrative procedures in some places has not been timely, showing administrative procedures is incomplete, etc.

Also at the conference, PAR indexes of departments, branches, districts, towns and cities were announced. Accordingly, the Department of Information and Communication ranked first among departments and branches with the PAR index of 93.30 percent; Tan Thanh district ranked first among districts, towns and cities with the administrative reform index of 82.96 percent.
