Currently, the collective economy (CE) plays an important role in the new-style rural construction (NRC), forming production linkages, creating large goods, improving the value and competitiveness of products and contributing to increasing incomes for people.

Contributing to a new-style rural construction

Determining the importance of CE in contributing to socio-economic construction, after summarizing 10 years of implementing the Resolution of the 5th plenum of the Party Central Committee (session IX) on continuing to renovate, develop and improve the efficiency of CE, Conclusion No. 56-KL/TW of the Politburo in 2013 highly appreciated the role of CE. Conclusion No. 70-KL/TW of the Political Bureau in 2020 on continuously implementing the Central Resolution 5 (session IX) after the 15-year summation meeting continues to affirm: “The field of CE, cooperatives, especially in recent years, has developed in both quantity and quality, basically overcome the long-term weakness; more types and models of CE and cooperatives have appeared effectively, contributing to promoting economic development, create jobs, increase incomes, eliminate hunger and reduce poverty for their members, contribute to NRC, ensure social life, security, social order and safety, step by step affirm the position and fundamental role of the CE, cooperatives in the national economy and so on”.

Criterion 13 (production organization) of the National Criteria for new-style rural (NR) requests a commune having cooperatives or cooperative groups operating effectively. Since then, CE was paid attention and developed with many types which are effective methods to promote abundant labor force in rural areas, create jobs and increase incomes for people, contribute to accelerating the process of vocational training in the locality.

Director of Tam Vu Dragon Fruit Cooperative (in Chau Thanh district, Long An province) - Truong Quang An said: “The CE development in the right direction will be the basic motivation for renewing ways of thinking and raising production level for people, bringing high economic efficiency in the agricultural and rural areas, creating a foundation to accelerate the process of vocational training”.

In order to support the development of cooperatives and related functional branches, in which the key role of the Cooperative Union is to focus on strengthening cooperatives in many areas, boldly dissolving weak and inefficient cooperatives, propagandize to members about the value chains, apply high technology in production, take responsibility for the products they make and abide by the signed contract regulations, etc.

Creating chain links for quality product

In the High-tech Agricultural Development Program, the whole province has 65 cooperatives in the program region (33 rice cooperatives, 16 vegetable cooperatives, 14 dragon fruit cooperatives and 2 beef cattle cooperatives), including 16 pilot cooperatives (13 cooperatives in the region of the pilot cooperative located in the high-tech application region and 3 cooperatives outside the region). Currently, most cooperatives act as a "bridge" for members on services such as supplying seeds, crops, agricultural materials in the form of joint purchase, joint sale, technical sharing, production linkages, preliminary processing and consuming the products.

Ms. Nguyen Thi Huong - a member of Khoi Nguyen Organic Vegetable Cooperative (in Lac Tan commune, Tan Tru district), said: “The biggest benefit when participating in the cooperative is to be supported with capital, seed and production instructions, new methods, and so on, since then, the product quality is also higher, the selling price is higher, the members' lives are increasingly improved. The cooperatives’ members produce stably and are not worried about selling their products to outside traders”.

According to the Chairman of the Management Board of Can Duoc Cooperative Union, Director of Phuoc Hoa Safe Vegetable Cooperative - Kieu Anh Dung: “The problem of product output is a big concern of Phuoc Hoa Safe Vegetable Cooperative but farmers in general as well. Being deeply aware of this, over the past time, cooperatives actively linked with each other and promoted production development in the direction of applying high technology, increasing product value chains. In particular, the products are focused on meeting food safety and hygiene standards such as VietGAP, GlobalGAP and so on to gradually improve the brand and increase the competitiveness of products in the market, etc.".

In addition to the achieved results, the operation of cooperatives in the province is still limited and inadequate. Most of the cooperatives are in small scale, unevenly developed. The number of cooperatives has increased, but the number of members is in downward trend. The conversion of cooperatives under the Law on Cooperatives 2012 still has many problems. The linkage and cooperation between the CE and cooperatives with each other and with other types of economy are weak, etc.

In order to continue implementing the resolution in the coming time, the Politburo requires the Party committees, the Party organizations and the government to focus on implementing drastically the viewpoints, objectives and tasks stated in the resolution, in which they continue to enhance propaganda, master and raise awareness for cadres and party members, especially heads of agencies, organizations and people, about the nature of CE, cooperatives, especially new-style cooperatives, etc.

The whole province currently has 246 cooperatives and people's credit funds, of which 219 are cooperatives with a total of 41,824 members, total charter capital of 319,345 million VND. The revenue of the cooperative increased steadily over the years, the average revenue of 1,843 million VND per cooperative. The profit of cooperatives reached 41,935.53 million VND, the average profit reached 172 million VND per cooperative. The registered business lines of cooperatives are mainly fertilizer, pesticide services; service before, during and after the harvest; Producing and trading rice seeds; buying and selling agricultural machinery for its members; organization of concentrated groups of crops such as dragon fruit, vegetables, lemon, livestock, poultry and aquaculture, etc.

The whole province currently has 4 cooperative unions (CU), of which one CU is operating well and effectively; 1 CU is organizing its operation; 2 CUs stopped operating (Tan Hung and Can Giuoc CUs); The registered charter capital is 3,700 million VND, the number of registered members is 23, the current number of members is 16. Cooperatives mainly perform functions and tasks to link production among member cooperatives and search for consumption markets./.
