Collective economic development does need assistance policies

Collective economy with key force being cooperatives and cooperative groups plays a significant role in developing agriculture, now needing assistance policies to improve operation efficiency and lure farmers’ attendance.

Deputy director of the provincial Department of Agriculture and Rural Development Phan Van Liem said that collective economy has step by step invested in forming large scale production area and contributed inincreasing income for farmers. Cooperatives have  guided and assisted farmers to do works which particular household can not do or do inefficiently and protected their rights.

Chairman of Tan My Breeding Cooperative Board of Directors Vo Dong Trieu said that the cooperative was established in 2016 with 30 members who have mainly bred hens. Through the cooperative, members can enjoy assistance policies from the State and advantages when negotiating with businesses in product consumption.

The head of the Agricultural and Rural Development Department in Can Duoc district said that the fact has proved the indispensable role of cooperatives in building goods agriculture and production chain from production to processing and consumption. The key matter in developing cooperatives is to strengthen their business ability.

Despite initial results, many households have still concerned about joining cooperatives.

Mr.  Luong Van Nghiep, head of cow breeding cooperative group in My Loi hamlet, My Thanh Tay commune, Duc Hue district said that the group now has 16 members with the herb of 100 cows. However, he and other members are very anxious because of low prices and high investment costs. 

Assistance polices have not been issued in a timely manner and production has yet to bring efficiency as expected so the group has not promoted their ability.

He said the cooperative does need techical assitsances and orientation to improve breeding efficiency.

Director of Cay Tom Cooperative in Vinh Hung Ditsrict Phan Van Thu said that cooperatives have met difficulties in accessing state assistant funds. Consumption has been unstable hence many households have not wanted to attend in.

The cooperative proposes authorized agencies to have practical assistance policies, production orientation and product consumption information to better production connectivity and lure households to  cooperatives.

Deputy chairman of the District People’s Commitee Nguyen Huu Hong said that many farmers have uninterested in cooperatives because they have not seen efficiency from participation. In the upcoming time, the district will continue popularizing and mobilizing local residents to attend in and build up an effective cooperative model for residents to voluntarily attend.

At first, relevant agencies should build legal documents for new style cooperatives. Currently, the Cooperative Law 2012 took effect but there should have a decree in agricultural cooperatives and policies to develop collective economy and cooperatives in new situations.

Deputy director of the Department of Agriculture and Rural Development Phan Van Liem said that it is needed to improve the ability and efficiency of cooperatives to promote the role of collective economy. That requires to have policies to develop production infrastructures of cooperatives and improve production and trading management ability for cadres and train technical workers.  

Each locality should have initiatives and suitable models to build cooperatives in accordance with their strengths which  focus on assisting members to obtain the highest production efficiency.

In addition, they should work with relevant organizations to speed up propaganda for relevant sidesincluding farmers, local authorities and buinseses to clearly know the nature and role of cooperatives in agricultural economic development.
