At the same time, the transformation also helps reorganize agricultural production in some regions to exploit the advantages of land and natural conditions of each locality, creating favorable conditions for agricultural development. The conversion also contributes to the formation of specialized production areas with large volumes of products, creating highly effective commodity production areas, serving the restructuring of the agricultural sector.

To implement the above conversion plan, the Provincial People's Committee requires that the conversion of crop structure must comply with the provisions of law on land management and in accordance with planning and land use plans; the local socio-economic development plan and crop structure transformation must be approved.

The conversion of crop structure ensures effective exploitation of existing infrastructure to serve local agricultural production. At the same time, it ensure the restoration of the original status quo to grow rice again when necessary and the conversion from growing rice to other crops must be carried out in accordance with current legal regulations.

The selection of converted crops and aquatic products must closely follow market demand, focus on products with good and stable consumption and higher economic efficiency than rice cultivation. On the other hand, it must ensure compatibility with local climate and soil conditions, farmers' farming practices and techniques, and be associated with the application of scientific and technological advances in production./.
