Continue to remove obstacles and difficulties for businesses

Long An organizes many meetings and dialogues to grasp the thoughts, aspirations as well as difficulties and problems of businesses, thereby providing solutions and support to help them feel secure in production.

According to Deputy Director of Department of Planning and Investment - Tran Van Tuoi, the province is striving to synchronously implement solutions for development, to be a dynamic, effective and sustainable economic center of the Mekong Delta Region based on inherent potentials and advantages: geographic location; mechanisms and policies; determination to create breakthroughs in enhancing competitiveness, improving business investment environment, serving people and businesses; Master plan approved by the Prime Minister, which is the basis for calling and attracting investors;  synchronous and modern socio-economic infrastructure system; etc.

The province's general view is that the difficulties and success of businesses are also of the province. Therefore, functional sectors have organized many meetings and dialogues to promptly remove difficulties for businesses during their operations. Most recently, Long An established a special delegation to remove difficulties and obstacles and support businesses, investors, and investment projects in the province. Based on the recommendations and proposals of businesses, provincial leaders have issued many documents directing relevant sectors to urgently resolve and provide feedback to businesses. Initially, the province basically resolved a number of issues to help businesses feel secure and confident in the companionship of the provincial government.

In the first 9 months of 2023, investment promotion in the province achieved many positive results. The number of newly established enterprises and registered capital of domestic and foreign investment projects increased over the same period. However, the number of dissolved enterprises was 190 (an increase of 2.7% over the same period); The number of businesses temporarily suspending business is 578 (an increase of 40% over the same period). This figure shows that business's operating situation still faces certain obstacles and difficulties, and it has not been possible to clear all the "bottlenecks" so that businesses can put all their efforts into accomplishing their production and business goals.

According to Deputy General Director of Idico Corporation (investor of Huu Thanh Industrial Park, Duc Hoa district) - Phan Van Chinh, the Industrial Park has a total area of over 524 hectares, with a total investment of over 5,250 billion VND. The area has achieved 95% site clearance and basically completed the infrastructure to receive investors. Currently, the whole area is attracting 40 investors. During its operation, the unit received great attention and support from provincial, department, industry and local leaders. Their difficulties and problems are received and partly resolved by relevant sectors. However, the area still faces legal difficulties related to procedures for land prices to fulfill financial obligations. The unit also proposed to the province to guide and remove these difficulties, helping businesses operate with peace of mind.

Representative of Dong Quang Joint Stock Company (Phuoc Ly commune, Can Giuoc district) said: Dong Quang Industrial Cluster project has been appraised by Ministry of Natural Resources and Environment and submitted to the Prime Minister to transfer land purpose. Currently, Ministry of Natural Resources and Environment is requesting to review, explain and supplement the dossier. On that basis, the company recommends Department of Natural Resources and Environment to soon advise the Provincial People's Committee to explain to the Ministry of Natural Resources and Environment to submit the policy to the Prime Minister as a basis for project implementation.

For the resettlement project that has been built, the proposed land compensation price and resettlement policy still face problems. The company proposed that Department of Construction and Department of Natural Resources and Environment advise Provincial People's Committee on the policy of determining infrastructure investment rates as a basis for calculating the price of resettlement fees, and early approval of compensation, support and resettlement plans according to regulations.

Vice Chairman of the Provincial People's Committee - Nguyen Minh Lam emphasized that the province's consistent viewpoint is to always accompany businesses. The province assigned Department of Planning and Investment to preside and coordinate with relevant agencies and units to review and synthesize recommendations of businesses, advising Provincial People's Committee for solutions. The province recommends that departments, branches and localities need to be more drastic and urgent in solving business problems.

The province also hopes that businesses will continue to accompany the province, turning difficulties and challenges into opportunities for development, together achieving the common goal of overcoming difficulties and developing together in a sustainable way. In the coming time, the province will regularly organize dialogues with businesses and thematic meetings to address specific groups of issues to promptly clear "bottlenecks".

In addition, the province promotes administrative procedure reform in the direction of streamlining, transparency and thoroughly implements it in a drastic and unified manner from the provincial to the grassroots level, creating a significant change in direct and manage to serve people and businesses in the best way, contributing to promoting local socio-economic development./.

According to the report of Provincial People's Committee, in the first 9 months of 2023, the province received 128 recommendations from businesses, mainly on the fields of land, construction, and investment. The province has completely resolved 84 recommendations, while the rest are being resolved by all levels and branches in the province according to their authority. For some beyond authority opinions, the province has proposed to the Central Government to provide guidance.
