Digital transformation: Breakthrough in socio-economic development

In an effort to bring the province into the group of localities with good digital transformation, in the past time, Party committees and authorities at all levels have focused on leading, directing, strengthening the application of information technology, the construction and development of e-government towards digital government.

Strong digital transformation from state administrative agencies

In order to promote digital transformation in the whole population, comprehensively, quickly and sustainably, on August 20, 2021, the Standing Board of the Provincial Party Committee issued Resolution No. 21-NQ/TU on digital transformation in Long An province to 2025, with orientation to 2030. Accordingly, the Provincial People's Committee issued Program No. 3288/CTr-UBND, dated October 8, 2021 to concretize the implementation of Resolution No. 21-NQ/TU with specific objectives, tasks and solutions to creating a breakthrough in building digital government, developing digital economy and digital society in the whole province.

According to the direction of the Central Government, 2022 is the "Year of the General Offensive of Digital Transformation". The province defines 2022 as the "Year of actions and strategic turning point in digital transformation". In response to the National Digital Transformation Day October 10, the province held a meeting with representatives of the community digital technology team in the area. Before that, the province held a launching ceremony to popularize and support people to use digital products and services; open the exhibition of solutions and products on digital transformation and information security.

According to the Department of Information and Communications, in order to promote the digital transformation process, the Department submitted to the Provincial People's Committee for approval a plan on piloting digital transformation for 3 localities in 2021 - 2022, including Duong Xuan Hoi commune (Chau Thanh district), Can Giuoc town (Can Giuoc district) and ward 4 (Tan An city). At the same time, the Department has cooperated with localities to train and propagate digital transformation awareness for officials, civil servants; has built a specialized website of Provincial College College Information (https://chuyendoiso.longan.gov.vn); has established in each hamlet and neighborhood a community digital technology group to guide and support people in using digital platforms and digital services.

"The pilot work of the commune-level digital transformation model helps the government increase interaction with the people and people, business households, cooperative groups and cooperatives have more opportunities to access digital technology and easily promote local products and characteristics in the digital environment" - emphasized Director of the Department of Information and Communications - Nguyen Ba Luan.

Can Giuoc town, Can Giuoc district is one of three localities selected by the province to pilot digital transformation to apply it to the process of direction and administration. Vice Chairman of Can Giuoc Town People's Committee - Tran Lam Viet Trung said: The town makes good use of the electronic One-stop software and operates the automatic numbering system. The receipt, rotation and handling of administrative documents of people and businesses are all online. Up to now, the town has 80% of households, 100% of schools have fiber optic Internet connection; has installed 5 free public Wi-Fi points; Electronic health record software reached 98.88% of the population; electronic health record software has reached 98.88% of the population.

In addition to strengthening the application of information technology in receiving and handling administrative procedures for individuals, businesses, People's Committee of Ward 4, Tan An City also focuses on electronic payments and e-wallets to create favorable conditions for people and businesses to make non-cash payments (34/34 business households, 204/204 businesses, accounting for 100%). Theo Ward 4 People's Committee also cooperated with Mobifone to deploy 5 clusters of smart speakers; established 8 community digital technology groups with 100 members.

Currently, the Ward 4 People's Committee improves the efficiency of using online public services; receives, deploys and uses the commune-level Digital Government platform transferred by the Information and Communication Technology Center; promotes electronic payments at shops and restaurants, combines instructions for using e-commerce platforms for people and businesses; sets up electronic health records for people according to the guidance of the Department of Health to ensure 100% of people have electronic health records; sets up Zalo groups, digital technology groups, wards and neighborhoods.

Comprehensive digital transformation in business administration

Digital transformation is a trend that businesses have paid attention to and invested in in recent years. To accompany businesses, the province organizes seminars to help businesses meet experts, units and businesses (Misa, Viettel, VNPT, FPT) to discuss many important solutions in digital transformation, especially small and medium enterprises. “Supporting businesses in digital transformation to optimize production and business activities, improve customer access and competitive advantages, create new products and services, create dynamic new force to promote socio-economic development” - Vice Chairman of Provincial People's Committee, Standing Deputy Head of Provincial Steering Committee for Digital Transformation - Pham Tan Hoa informed.

Youth union members "pioneer" in promoting digital transformation applications

Determining the importance of digital transformation, La Vie Co., Ltd (Khanh Hau ward, Tan An city) has improved and applied many technology applications in in its operations. Head of System Department (ISIT) La Vie Co., Ltd - Do An Vy said: Many applications are successfully applied such as automation from purchasing, production management, warehouse management, transportation, maintenance and finance; distributor management system (DMS); time attendance and salary management system, automating some human resource management processes; mobile sales application (Mobility sales); Application of Security management of entrances and exits, cargo trucks and direct tasks at the production line; etc. The digital transformation has contributed to reducing labor, reducing the amount of paper used, saving costs and protecting the environment.

Thanks to the effective digital transformation in many fields, the activities between departments, organizations and unions of Long An Garment Export Joint Stock Company are more continuous, stable and tight. According to Deputy Head of Organization - Administration Department of Long An Garment Export Joint Stock Company - Van Ngo Thuy Diem, currently, the Company organizes online meetings, voting through online form in some cases; works online with customers; surveys employees according to customer requirements by QR code. At the same time, employees install VSSID to monitor the social insurance process. The Youth Union and Trade Union of the company have deployed the software "Digital Long An" and installed electronic payment applications.

For successful digital transformation, it is required that Party committees and authorities at all levels continue to improve the efficiency of state management and the responsibility of the head of digital transformation; make efforts to overcome the initial barriers to make steady progress, contributing to promoting the provincial community's work to achieve the set goals./.

By 2025, Long An will strive to exceed the national average for digital transformation targets; 100% of online public services will be eligible for level 4. In addition, the province will complete the setup of the Shared Data Warehouse and implement the Provincial Open Data Portal; the digital economy will account for 10% of GRDP. Broadband network infrastructure will cover over 80% of households and up to 100% of communes. The province will also popularize 4G/5G mobile network services and smartphones; complete the implementation of basic smart city services in Tan An city.
