Digital transformation for smooth operation

When the new government apparatus comes into operation, it also marks a turning point in the administrative reform process. In particular, digital transformation and artificial intelligence (AI) have become assistants to help the government serve the people better.

In the first days of operating the 2-level local government apparatus, commune-level cadres and civil servants in Tay Ninh province worked very urgently and seriously. People gathered at the commune-level Public Administration Service Centers to resolve administrative procedures.

In particular, all Party Secretaries and Chairmen of the People's Committees of 96 communes and wards in the province were present at the commune-level Public Administration Service Center to directly coordinate and speed up the process of handling documents for people and businesses. Cadres and civil servants were present early to test the system, coordinate with VNPT in connecting digital platforms and the National Public Service Portal.

Although there were some difficulties at first, such as minor problems with the transmission line, VNPT technicians promptly supported and resolved them. Along with that is the familiarization with new forms to implement the procedures of the commune-level government, but this issue is also handled quickly.

Secretary of the Tan Tap Commune Party Committee - Tran Thanh Phong informed that after Tan Tap Commune officially operated the 2-level local government model, the commune leaders directly inspected the operation of the new model at the commune's Center for Public Administration Services to be able to access and handle problems arising in the process of handling records and administrative procedures for people and businesses. To ensure the smooth operation of the new apparatus, the locality has previously paid attention and proactively arranged staff to ensure they are appropriate to their expertise and experience in the work. At the same time, the commune invested in and equipped facilities to ensure the needs and operating conditions of the center, applying information technology.

Coming to resolve administrative procedures at the Commune Public Administration Service Center, Ms. Nguyen Thi Tuyet Mai (Tan Tap Commune) shared that the officials and civil servants enthusiastically guided the people. Ms. Mai said that the implementation of administrative procedures is now much faster and more convenient than before. Specifically, submitting and processing job applications only takes a few minutes, no longer having to wait like before. Many people appreciated this right from the first days of implementing the 2-level local government model. “Regarding procedures such as document authentication, previously I had to go to the district, which was both far away and time-consuming. Now it can be done right at the commune. Many procedures at the Commune Public Administration Service Center have been simplified, so it is quite fast” - Ms. Mai said.

Immediately after the official operation of the 2-level local government model, the improvement of digital capacity for people has received special attention from commune-level localities. Since July 6, the Youth Union of 96 communes and wards in the province has deployed a Youth Volunteer Team to support the operation of the 2-level local government model and provide online public services at the Center for Public Administration at the grassroots level. The Youth Volunteer Teams have guided people to submit and look up the results of handling administrative procedures online on the National Public Service Portal, install and use VNeID, etc. Ms. Vo Thi Thuy Ngan (officer of the Center for Public Administration of Hoa Hoi commune) said: “Putting into operation the 2-level local government model associated with the modern, digitalized Center for Public Administration has set new requirements for the staff and civil servants. Each person must not only master their expertise and process documents accurately, but also quickly adapt to technology and enthusiastically guide unfamiliar people.”

Application of artificial intelligence (AI) in local governance

After the province's merger and the arrangement of commune-level administrative units, the geographical space expanded, the population increased, which meant that the volume and pressure of administrative work increased sharply. In the new context, the General Secretary To Lam - Head of the Central Steering Committee for Science, Technology, Innovation and National Digital Transformation—likened digital transformation to the "central nervous system" and "the vital bridge between the province and the commune."

Implementing the plan of the Central Steering Committee, Tay Ninh province promptly issued a plan to implement Resolution No. 57 of the Politburo; Plan No. 02 of the Central Steering Committee on promoting digital transformation in a fast, efficient, synchronous, interconnected manner, meeting the requirements of the organization and apparatus of the political system. Particularly in the urgent period up to June 30, 2025, with the initiative of the Provincial People's Committee, especially the advisory role of the Department of Science and Technology, the technical infrastructure system and shared platforms of the province ensure unity, smoothness and connectivity.

The whole province agrees to use a shared system to serve the 2-level local government including the document management and operation system, the administrative procedure settlement system, the electronic information portal, the email system, the Government's inter-connected reporting information system, etc. Previously, the Department of Science and Technology also reviewed the connection and increased the capacity of the unified specialized data transmission network system in the whole province for 96 new commune-level administrative units.

According to Deputy Director of the Department of Science and Technology - Nguyen Trung Hieu, the application of artificial intelligence is a trend and is now not only for large enterprises and corporations but also in state agencies. The province is applying AI to the Q&A system, tourism promotion portal, etc. and is expected to apply AI in the development of internal processes, helping officials, civil servants, and public employees optimize repetitive tasks. For online public services, it is also expected to be applied to build friendly, easy-to-use public service platforms for the majority of users and applications on mobile platforms, Zalo social network, etc.

From July 1, 2025, the entire country will close the interface of the provincial public service portal. The National Public Service Portal has been upgraded to provide unified online public services nationwide to serve people and businesses. The National Public Service Portal is connected and interconnected with the administrative procedure settlement system of ministries, branches, and localities. To prepare for this roadmap, right before the merger of the provinces, the People's Committees of Tay Ninh and Long An provinces agreed on a set of administrative procedures to be used uniformly for the new Tay Ninh province from July 1, 2025 with a total of 1,900 administrative procedures, of which 297 procedures are at the commune level and 1,603 procedures at the provincial level. The number of administrative procedures synchronized, localized, and configured with online public services by the province completes the set of administrative procedures of the province on the National Database of Administrative Procedures. Implementing the direction of the Provincial People's Committee, the Office of the Provincial People's Committee and related departments and branches continue to review and update new sets of procedures according to each field, ministry, and branch in the coming time./.
