Focus on training high quality human resources

High-quality human resources are workers who are physically, mentally, and professionally qualified; proficient and talented in work. This is an important "core" to develop the economy and the country into global integration.

For many years, Long An province has focused on implementing high-quality human resource training solutions such as the project sending employees to work abroad under contracts, training lwith enterprises, etc to meet the requirements of industrialization and modernization.

Sending workers to work abroad

According to statistics from the Department of Labor, War Invalids and Social Affairs, since 2020, the province has had about 1,600 workers going to work in Japan, Taiwan and other countries. Overseas, employees receive in-depth training from businesses in their fields; have the opportunity to access a professional working environment and advanced technologies, thereby, both improving skills and expertise, while training working style and discipline.

These benefits help prepare high quality "luggage" for employees after the end of their contract to return home. After that, they can easily participate in the province's job market, forming a high-quality workforce. This is a condition to promote the province's rapid and sustainable development.

From 2020, the province began implementing the Sending Employees to Work Abroad Agreement under contracts for the period 2020-2025. The Department of Labor, Invalids and Social Affairs coordinated with the Department of Foreign Affairs to receive and work with the Labor Working Group of Ibaraki province, Japan on February 15 and November 29, 2023, thereby ensuring the criteria for high-quality human resource training programs, facilities, etc to meet the requirements of partners, preparing labor resources to be dispatched to Ibaraki province.

In addition, the Department of Labor, Invalids and Social Affairs also strengthens propaganda on the media; organizes many job introduction sessions for employees; coordinates with agencies, businesses to conduct many consultations with more than 12,000 attendees. As a result, in 2023, the whole province sent 667 employees to work abroad, of which 540 will go to Japan, 70 to Taiwan and 57 to other countries.

Having favorable conditions in terms of trained labor resources (accounting for 80%), with degrees and certificates (accounting for 41.9%) compared to the total number of workers in the area, Can Giuoc district pays special attention to implement the Sending Employees to work abroad under contract. In 2023, the district had 73 employees working abroad under contract.

To achieve this result, the district Department of Labor, Invalids and Social Affairs has promoted information, propaganda, consulting, and providing resources for employees to have a comprehensive view of the benefits of the project. Specifically, the Department coordinated with Long An Employment Service Center and Long An College, Can Giuoc campus to organize overseas job introduction for more than 1,000 employees. In order for information to reach more people in need of jobs, the district also regularly propagates through loudspeakers and radio; organizes seminars and invites businesses to consulting sessions.

Training must be connected to the business

Long An is located in the Southern Key Economic Region, the gateway to the Southeast Region and the Mekong Delta. According to statistics from the Department of Labor, War Invalids and Social Affairs, the province currently has about 70 businesses wishing to recruit for nearly 4,500 job positions, including: Electrical, mechanical, general personnel, warehouse manager, interpreters, product research and development staff, accountants, physical and chemical testers, general workers, etc.

The recruitment demand of businesses in the province is increasing, leading to an increasing demand for high-quality human resources. However, businesses have to face the reality that the trained workforce is low on number, lacking much experience, skills, and working techniques. Realizing the urgency of developing high-quality human resources, one of the solutions the province has been maintaining is training human resources in association with businesses.

To ensure stability in the labor market and maintain a balance between supply and demand between workers and businesses, educational establishments in the province have begun to receive human resource training according to orders from businesses. In addition, the establishments also coordinated with more than 200 businesses to create conditions for students to practice and learn and put nearly 2,000 students to practice at businesses. More specifically, schools and educational establishments also mobilized 38 technical staff from businesses to participate in developing training programs and textbooks in accordance with current employment trends and requirements.

As one of the leading public educational institutions in the province, Long An College always promotes the training of high-quality human resources associated with businesses. According to Principal of Long An College - Le Quoc Hung, in 2023, the school invested more than 100 billion VND in teaching activities, upgrading facilities, and meeting the vocational learning needs of students.

Vocational education institutions create conditions for students to practice and intern in a business environment.

Over the years, the school has always maintained close relationships with businesses inside and outside the province to create conditions for students to participate in practice and internships in real-life environments. The school also coordinated with Long An Employment Service Center to organize a Job Introduction Day for students, helping over 75% of students get jobs right after graduation.

Not only collaborating with businesses, the school also cooperates with German International Cooperation Organizations to have machinery, equipment, and mechatronics vocational training programs that meet German standards; was supported by the Australian Government's Aus4skill Project to provide logistics vocational training according to Australian standards.

This cooperative activity not only helps students practice with machinery and equipment similar to the real labor market but also ensures basic knowledge about the industry and profession they will work in later.

Through training, high-quality human resources will be the key workforce in the labor market, creating conditions to attract foreign investment, helping the province achieve many new steps in the process of socio-economic development./.
