Human resources - An important factor in cooperative development

In order for cooperatives to operate effectively, it requires a team of capable staff. However, the management team of cooperatives still has many limitations in terms of expertise. Therefore, the Cooperative Alliance of Long An province pays special attention to staff training, aiming to build high-quality human resources.

Cooperatives play an important role in organizing production, planning development strategies, in which the leading role is the cooperative management apparatus. Therefore, the managers must be dynamic, creative and boldly innovative.

Facing the requirement to improve the role of cooperatives in the economy, especially in rural areas, it is necessary to train, foster and attract qualified people to participate in cooperative management. Thereby, they can help cooperatives affirm the role of production organization and management in the current economic integration and market mechanism.

The Provincial Cooperative Union organizes many short-term training courses for key staff of the cooperative

Recently, the State has many policies toward cooperatives, including policies on human resource training. Every year, the central and local governments spend funds for this; at the same time, organize training courses to enhance knowledge for cooperative managers.

According to the data of the Provincial Cooperative Union, the total number of cooperative managers is 957 people, of which 87 people with intermediate qualifications, accounting for 9.09%; College or university degree or higher is 274 people, accounting for 28.63%. The number of untrained cooperative managers is 596 people, accounting for 62.28%. In general, the management staff of cooperatives has low professional qualifications, the proportion of untrained staff is quite large. The capacity of the management staff is still limited, unable to convince members to contribute capital to organize economic activities and generate profits.

In fact, many cooperatives find it difficult to access financial support because they are not eligible for loans, so they cannot expand their production scale. Their accounting books are not transparent, and they have not developed viable business plans. Another limitation is that due to the low capacity level of staffs and their high age, their production and business thinking are poor and they cannot catch up with the market mechanism.

Trainees attend professional training for cooperative accountants

Vice Chairman of the Provincial Cooperative Alliance - Tran Quoc Toan said: “Every year, with the assigned functions and tasks, the Provincial Cooperative Union organizes short training courses for key officials and employees about topics such as skills in managing and operating cooperatives; human resource management of cooperatives; production and business planning; skills in reading and analyzing financial statements; cooperative financial accounting; how to organize and manage services in cooperatives; guide to use accounting software;etc. These training courses are for supplementary purpose, guiding some knowledge of relevant laws and fostering some basic management and administration skills for cooperative staff".

In the first nine months of 2022, the Provincial Cooperative Alliance organized two training courses to train consultants and propagandists on cooperatives in Thu Thua and Duc Hoa districts. At the same time, in collaboration with The Southern Vocational and Training College for Cooperative Officers, they have organized classes with three titles such as professional training for directors, accountants and supervisory boards of cooperatives; open training courses for consultants and propagandists on cooperatives for officials of associations and unions. The organization of training courses has provided important knowledge and skills to the cooperative staff and help them to improve their qualifications to perform the role of management and administration of the cooperative well, contributing to the cooperative's effective operation and sustainable development.

In order to create strong and sustainable development for the collective economic sector in the coming time, the issue that needs special attention is human resources training. In addition to supporting policies, managers and executives of cooperatives must raise their awareness of self-training to actively contribute to the goal of training human resources./.
