In 2024, the Department of Agriculture and Rural Development carries out its tasks with intertwined advantages and difficulties, challenges, including strong impacts from market fluctuations, severe hot weather, drought, storms in the Central Highlands and Central regions, saline intrusion in the southern provinces and cities, and Storm No. 3 (Yagi) causing heavy damage.
However, with the spirit of “discipline, responsibility, timely initiative, accelerated innovation, sustainable efficiency”, along with the effort to overcome difficulties, confront all challenges, and adapt to all changes, the Agriculture and Rural Development sector has achieved many achievements: The gross output (GO) growth rate of the whole sector increased by about 3.3%, forest coverage is 42.02%, the rate of communes meeting new rural standards is estimated at 78.7%, the rate of rural households using clean water according to standards is 58%, the total export turnover of the whole sector reached a record of 62.5 billion USD; etc.
In particular, the outstanding sector was the cultivation, reaching 48.1 million tons of grain output, 43.7 million tons of rice output (with the yield of 61.4 quintals/hectare). The output of some key crops increased sharply, such as durian (1.45 million tons), dragon fruit (1.35 million tons), rubber (1.37 million tons), coffee (1.95 million tons), etc. The livestock sector achieved 8.1 million tons of fresh meat of all kinds, 1.2 million tons of milk, 19.7 billion eggs, etc.
In particular, the Project "Sustainable development of one million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta by 2030" has initially achieved positive results. Pilot models help reduce input costs by 20-30%, increase productivity by 10%, increase income by 20-25%, and reduce 5-6 tons of CO2 per hectare.
Aquaculture output in 2024 is estimated at 9.6 million tons. The whole country has an estimated concentrated forest area of about 282,000 hectares, an increase of 0.2% and 130 million scattered trees; the output of timber harvested from planted forests is estimated at 22.88 million m3, an increase of 9.8%. In 2024, the salt industry had the production area of more than 10,872,000 hectares, with an output of about 1,100,000 tons, an increase of 23.6%.
Regarding new rural construction, by the end of 2024, about 79 - 79.5% of communes nationwide met new rural standards. Five provinces including Nam Dinh, Dong Nai, Ha Nam, Hung Yen and Hai Duong have been recognized by the Prime Minister as completed the task of building new rural areas. The whole country has over 14,642 OCOP products with 3 stars or higher.
In 2025, an important milestone in the new era of national development, the Agriculture and Rural Development sector sets out some target: GDP growth rate of the whole sector to reach 3.4 - 3.5%; total export turnover of agriculture, forestry and fishery products to reach about 64 - 65 billion USD; communes meeting new rural standards to reach 80.5 - 81.5%; forest coverage to maintain stable at 42.02%; etc.
Speaking at the conference, Prime Minister - Pham Minh Chinh praised the achievements that the Agriculture and Rural Development sector has achieved in the past year. At the same time, he highly appreciated the work of preventing, combating and overcoming the consequences of storm No. 3 (Yagi); consulting and coordinating dams; quickly stabilizing the situation of the people and production.
However, he also said that the Agriculture and Rural Development sector has not yet fully exploited and promoted the tradition of wet rice civilization; planning, mechanism and policy for agricultural development are still limited; the work of removing the IUU yellow card has not been very effective; the work of building brands for agricultural products is still slow; etc.
In addition, to complete the targets and tasks set out in 2025, Prime Minister Pham Minh Chinh suggested the whole sector to have high determination and great efforts; there must be specific assignments for each person and close internal coordination. In particular, it is necessary to develop production plans according to market requirements and strengthen linkages in agricultural product consumption to improve production efficiency; etc./.
