Long An maintains orientation of dividing into 3 planning areas

On April 14, continuing the 7th Conference (term XI), Long An Provincial Party Committee reviewed and approved the Provincial Plan for the period 2021 - 2030, with a vision to 2050.

After listening to the Provincial Planning report for the period of 2021 - 2030, with a vision to 2050 of the representative of the consultant (McKinsey & Company Vietnam Co., Ltd.) and the opinions of the delegates, the Provincial Party Committee discussed and basically agreed with the viewpoints and development orientations and the Provincial Planning for the period of 2021 - 2030, with a vision to 2050 proposed by the consultant.

At the request of the Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council - Nguyen Van Duoc, the planning content have to show the development aspirations, have the province's own identity, ensure feasibility, science and objectivity; be consistent with the contents of the document of the 13th Party Congress, the document of the 11th Party Congress of the province (term of 2020 - 2025) and national and regional plannings.

Regarding the orientation of spatial organization and functional zoning, according to Mr. Nguyen Van Duoc, the province maintains the orientation of dividing into 3 planning regions. On that basis, the province allocates land use planning targets of each region in each period and in accordance with development requirements; including (1) High-tech agricultural development, border trade and eco-tourism (districts in the Dong Thap Muoi region); (2) Development buffer zones (Duc Hue and Thu Thua districts); (3) Industrial, urban and commercial - service development zones (remaining districts and Tan An city).

According to the plan, the province will develop on the formation of a political-administrative center (Tan An City); 2 strategic corridors to the East and the South for industrial, urban, service development and an agricultural development area with high technology application. At the same time, the province orients to develop 3 urban areas (Eastern urban area, Western urban area and Northern urban area) and 6 dynamic axes, including Ring 4 of Ho Chi Minh City, Provincial road 827E ( prioritized for investment in the period of 2021 - 2025 and completed after 2025); Duc Hoa - Duc Hue dynamic axis, road parallel to National Highway 62, Luong Hoa - My Quy Tay dynamic axis (invested in the period 2026 - 2030 and completed after 2030); National Highway N1 axis, section through Duc Hoa - Duc Hue - Thanh Hoa - Moc Hoa - Kien Tuong - Vinh Hung - Tan Hung districts (to be completed in the period after 2030).

With regard to the development orientation of the sectors, the province prioritizes planning for the development of logistics, education and health services in localities that can take advantage of two highways passing through the province as well as providing services for two international airports (Tan Son Nhat and Long Thanh).

Besides, the province also prioritizes the planning for development of services and eco-urban areas and does not expand the planning for industrial development along the Vam Co Tay and Vam Co Dong rivers (keeping the the current status and having a roadmap to reduce industrial land appropriately); focuses on reviewing and restructuring projects, especially industrial clusters to ensure efficiency and sustainability; invests in developing Long An border gate economic zone to create conditions to promote economic development of districts in Dong Thap Muoi region.

In order for the planning to be completed on schedule, the Provincial Party Committee assigned the Provincial People's Committee to direct the study and receive comments and suggestions at the conference. The Provincial Party Committee requested to review and adjust the land use planning criteria of the industrial zone to ensure feasibility with appropriate development orientation and roadmap. Particularly, land targets for defense - security must comply with Decision No. 326/QD-TTg dated March 9, 2022 of the Prime Minister on allocation of targets for the national land use planning period 2021 - 2030 , with a vision to 2050. Accordingly, the province will organize consultations in the community and related ministries and branches before submitting to the National Planning Appraisal Council in April 2022; complete the approval of the Provincial People's Council and submit it to the Prime Minister for approval according to regulations./.
