Long An: Strategy and Program for Youth Development achieved many outstanding results after 10 years

According to the report at the conference, Long An currently has 371,596 youths, accounting for 22 percent of the provincial total population (data as of April 1, 2019). Over 10 years of implementing the Strategy and Program for Youth Development, basically, the state management function on experiments in localities in the province has been stabilized, orderly and effective. The Ho Chi Minh Communist Youth Union at all levels is also more proactive in advising the Party Committee, coordinating with the authorities and relevant branches to create a mechanism in accordance with the requirements and aspirations of the youths.

The Strategy and Program for Youth Development is directed by the Provincial People's Committee to seriously implement all sectors and levels, ensuring social resources, the attention of the political system in caring and training and fostering the youths. Awareness of law observance, political attitude, lifestyle ethics, spearhead volunteering spirit among the youths have also been enhanced.

Among 13 provincial development targets, there are 10 targets that have met and exceeded the plan, and 3 have failed. In which, the most prominent is the job creation, improving the material and spiritual life for the. Specifically, at least 17,000 youths are created jobs each year. The implementation results until 2020 are to create jobs for 27,230 youths, reaching 160 percent of the plan.

Vocational training for volunteers in recent years has always been focused with 100 percent of the volunteers in the labor force receiving vocational education. However, the indicators such as 50 percent of the volunteers are communal cadres and civil servants qualified for state management; 10 percent of youths of increase of experiments working in science and technology organizations or 10 percent of youths are owners of businesses, farms, production facilities have not reached the plan.

At the conference, representatives of departments, branches and localities contributed ideas and raised difficulties, shortcomings, ideas, models, movements for the Youth Development Program in the past and the coming period.

Vice Chairman of the Provincial People's Committee - Pham Tan Hoa requested heads of units and localities to focus on directing over the shortcomings, targets for developing the youths that have not reached the plan. In the coming time, they continue to organize and effectively implement programs and projects of "Enhancing the revolutionary ideal education, ethics, lifestyle for volunteers, teenagers and children in Long An in period 2015-2020”; "Vocational training for rural youths", etc. It is necessary to pay attention to organize professional training for civil servants working on state management of experiments and promptly praise and reward good practices, new models and replication of typical examples, etc.
