Monitoring implementation of policies and laws on energy development in Thanh Hoa district

At the monitoring session, the delegation directly surveyed at 2 projects including BCG Bang Duong Solar Power Plant project and GAIA Solar Power Plant project in Thanh An commune, Thanh Hoa district.

According to the report of the investor of 2 projects, GAIA Solar Power Plant has a capacity of 100.5MWp, belongs to group A project, level 1 energy project. GAIA Solar Power Plant has a total investment capital of over VND 2,435 billion.

In 2021, the factory had an output of more than 137,366MWp, generating 119,138MWp of the power grid, with a revenue of over 195 billion VND. In 2022, the machine had an output of more than 145,971MWp, generating 139,406MWp of the power grid, earning over 230 billion VND in revenue.

Investor representative reports some implementation results of 2 solar power projects

For the BCG Bang Duong Solar Power Plant project with a capacity of 40.6MWp, the total investment capital is 1,088 billion VND. In 2021, the factory's revenue reached 125 billion VND, and in 2022, the revenue was 130 billion VND.

During the implementation of two projects, the investor basically complied with the legal regulations and completed the procedures in the investment process.

Besides, the investor side also wants the authorities to soon have financial support policies in solar energy development; issue specific guidance on the management of waste solar cells and consider allowing the collection of electricity price difference between peak and off-peak hours.

In the 2016-2025 period, in Thanh Hoa district, power lines and substations have been upgraded and invested in, ensuring electricity supply to each household.

Chairman of Thanh Hoa District People's Committee – Pham Tung Chinh said that in the 2016-2025 period, in Thanh Hoa district, more than 44km of new investment was made; nearly 47km of medium voltage lines, 60km of low voltage lines and 57 substations were renovated and upgraded, ensuring electricity supply to each household. At the same time, in the district, 108 customers installed solar power systems on the roof with a total installed capacity of 24,447,005KWp.

According to Chairman of Thanh Hoa District People's Committee – Pham Tung Chinh, Thanh Hoa district needs to invest 36,159km of medium voltage lines, 62,502km of low voltage lines and 61 substations with a total capacity of 3,250kVA and total investment capital of over 60 billion VND. Currently, the district is proposing to the Department of Agriculture and Rural Development 3 lists of works for the implementation plan of high-tech agricultural development program in the 2021–2025 period.

At the monitoring session, the delegates also raised a number of issues related to the observance of legal policies during the implementation of the 2 Solar Power Plant projects, the tax payment of enterprises in the past 2 years and difficulties, limitations in energy development of the district in the 2016-2021 period.

Speaking at the monitoring session, Standing Deputy Secretary of Provincial Party Committee, Head of Provincial Delegation of National Assembly - Nguyen Thanh Hai acknowledged the efforts of Thanh Hoa District People's Committee in implementing policies on energy development in the 2016- 2021 period and the efforts of investors during the implementation of 2 solar power projects. However, for the limitations pointed out at the monitoring meeting, he suggested the investors side to quickly improve to ensure compliance with the law in investment.

For the investor's obstacles, the provincial National Assembly Delegation will consider and propose the relevant branches to remove under the province's authority. As for some other recommendations, the delegation will summarize to report to the National Assembly Standing Committee./.
