Exploiting water resources effectively

Long An province has focuses on synchronous and drastic solutions in the management and exploitation of water resources, increasingly improving the effectiveness of this work.

State management of the water resources is one of the key tasks that the province has focused on strongly. The documents are specified with many practical solutions and actions, contributing to improving management efficiency, helping to exploit water resources reasonably, effectively and in accordance with the actual situation of the locality. The centralized water supply systems have been invested in and upgraded by the province, increasingly meeting the water needs of people and businesses.

The provision of clean water for daily life and production is a focus of Thanh Hoa district. Every year, the locality always organizes inspections and reviews of water supply systems to have a roadmap for upgrading according to plan, the highest priority is to ensure adequate and clean water supply for people.

In Tan Tay commune, people have gradually changed their previous water usage habits. Instead, they have registered to use the centralized water supply system invested and upgraded by the locality, ensuring their health, contributing to increasing the rate of water usage in the area.

Mr. Mai Van Thu (Hamlet 4, Tan Tay commune, Thanh Hoa district) shared: “Using clean water is one of the urgent requirements today. Therefore, when the centralized water supply system was invested, the family registered to participate. The clean water source helps us feel secure when using it. Through this, we realize that the exploitation and use of water in the locality is increasingly reasonable and effective”.

According to Chairman of Thanh Hoa District People's Committee - Pham Tung Chinh, the management of natural resources in the area has achieved certain results. Every year, the district allocates resources to invest in upgrading the centralized water supply system from hygienic water to clean water and mobilizes people. From there, the demand for domestic water for people and businesses is basically met. The district continues to review, adjust and update the content of water supply; promote awareness of the importance of clean water for human life and socio-economic development associated with environmental protection, water resources and water supply works; call on everyone to use clean water economically, sustainably, adapt to climate change and water resource degradation.

At the same time, the district will repair, renovate, upgrade and expand existing centralized clean water supply works such as upgrading water quality treatment technology, increasing capacity, expanding the water supply network, stabilizing exploited water sources under the influence of natural disasters and climate change.

To proactively supply water, Can Duoc district invests in and upgrades water supply stations to serve people

Local water shortages often occur in the dry season, so the issue of using water reasonably and effectively is a top priority for Can Duoc district. In addition to supporting and calling for water supply projects, the district proactively invests in and upgrades the system to ensure water sources for people and businesses.

Chairman of Can Duoc District People's Committee - Dao Huu Tan said: "The district has put into operation 2 water supply stations to supplement the source, serving people in the lower areas of the district in the past year. We have inspected and reviewed the entire water supply system and worked with the units to request an upgrade plan to ensure supply, exploitation and effective use. The district coordinates to support, remove difficulties, and promote a number of water supply projects being implemented in the area".

Improving management efficiency

One of the highlights in the management, exploitation and use of natural resources in the area is the mobilization of non-budgetary resources to invest in projects using surface water for daily life and production.

Currently, the province has many projects and works on exploiting and using surface water resources completed and put into operation. These projects not only promote the strengths of surface water resources to serve the daily life and production needs of people and businesses, but also contribute to practically protecting groundwater in the province.

According to a representative of Biwase - Long An Water Joint Stock Company (investor of Nhi Thanh Water Plant, Thu Thua district), the plant exploits surface water sources, after going through the treatment system to provide clean water for domestic use and production for a number of localities in the area through distribution units, phase 1 and 2 of the plant have a capacity of 60,000m3/day and night. Currently, the company is implementing phase 3 to increase the capacity to 120,000m3/day and night and is expected to be completed in July 2025. When completed, it will ensure adequate water sources for domestic use and production.

In addition, the factory also concretizes the policy of the Government and the province, contributing to the exploitation and rational use of surface water resources, preserving and protecting underground water resources throughout the area, reducing land subsidence, and limiting saltwater intrusion in the Mekong Delta.

Deputy Director of the Department of Agriculture and Environment - Phan Van Cuong informed: The management of water resources has basically been put into order, the order and procedures for granting licenses for exploitation and use of water resources have been reviewed, updated, and publicly announced in a timely manner. The settlement of licensing records and records for calculating fees for granting the right to exploit water resources must be simultaneous and in accordance with current laws on water resources.

The province has proposed many solutions to protect water resources such as limiting and preventing surface water pollution; delimiting and announcing restricted areas for exploiting underground water; applying measures to manage, minimize, and limit the exploitation of underground water.

In addition, promoting close and timely coordination between relevant departments, sectors and localities in assessing and determining sanitary protection zones, financial obligations regarding exploitation rights, resource taxes and environmental protection fees, etc for each application for a license to exploit and use natural resources, contributing to improving management efficiency.

However, currently, natural resources are facing many risks and are greatly affected by climate change. Groundwater is increasingly scarce and depleted, while water resources are also decreasing sharply, some areas are salinized due to saltwater intrusion and drought; etc.

To ensure more effective management of natural resources, according to Mr. Phan Van Cuong, in the coming time, the Department will continue to proactively coordinate with relevant agencies and units in the appraisal and licensing of natural resources, in the review and collection of fees for granting exploitation rights and the management and handling of unlicensed and unregistered wells to handle and plug damaged or unused wells, inspect, urge and remind natural resources exploitation enterprises to install equipment and connect automatic and online monitoring data for natural resources exploitation. In addition, the department will advise the Provincial People's Committee to develop and promulgate legal documents on natural resources in the area.

The Department of Agriculture and Environment also proposes and recommends a number of key contents. The Ministry of Agriculture and Environment needs to specify the form for reporting on the exploitation and use of water resources; specify the activities of the Council for appraisal of granting, renewing water resources licenses and approving the grant of rights (composition, structure, organization, procedures, and budget of the Council).

The Ministry of Agriculture and Environment should promptly complete and publish national water resources inventory data, build a database on water resources to serve the management of exploitation, use, and protection of underground water resources effectively; prescribe guidelines for economic and technical norms for planning to protect underground water as a basis for localities to deploy and implement. At the same time, central ministries and branches should pay attention to supporting funding sources for the province to invest in priority and urgent items to prevent and combat drought and saltwater intrusion, specifically: Investing in drought and saline intrusion prevention projects; investing in and building irrigation systems and freshwater reservoirs in the province in the face of the risk of no more flood season and deep saline intrusion into the fields to have enough water for production and people's lives; investing in sluices to regulate water, prevent salinity, and store fresh water for the area between the two rivers of Vam Co Dong and Vam Co Tay (from Ben Luc - Thu Thua canal to Phuoc Xuyen and Thanh Hoa canals) because currently, at the locations at the beginning of the canals adjacent to the Vam Co Dong and Vam Co Tay rivers, there has not been sluices to regulate water, prevent salinity, and store fresh water for the core area of ​​the two rivers against the impacts of saline intrusion deep into the canals and ditches in the fields; investing in building a salinity control system (sluice dam + embankment) on the Vam Co river to proactively prevent saline intrusion from the Soai Rap estuary into the two branches of the Vam Co Dong and Vam Co Tay rivers./.
