Poverty reduction associated with new-style rural construction - Two programs, one destination

Over the past time, the province has well implemented the National Target Program (NTP) on Sustainable Poverty Reduction (SPR) in association with the NTP on New-style Rural Construction (NRC), contributing to improving the quality of people's lives and build livable countrysides.

Poverty reduction creates a driving force for NRC 

The purpose of the NTP on SPR is to limit falling back into poverty and generating poverty; supporting the poor beyond the minimum standard of living, fully accessing basic social services such as health, education, employment, housing, water, information, etc. And the NTP on NRC aims to build liveable rural areas, gradually eradicating the gap between rural and urban areas. Thus, the common goal of the two programs is to improve people's quality of life.

Determining this goal, over the past time, all levels and sectors have integrated the two programs with many specific and practical solutions, suitable to the actual situation of the locality. Chairman of the People's Committee of Tan Hoa Commune, Tan Thanh District - Nguyen Van Hung informed: "When the commune implements NRC, it starts at a very low point and people's life is still difficult. In order to successfully build a new-style rural area, the commune has determined to raise people's incomes, reduce the rate of poor and near-poor households to the lowest level. And when the standard of living is improved, the people will join hands and work together with the local government to fulfill the criteria of the new-style rural commune. On the other hand, the poverty rate is also one of the important criteria in constructing new-style rural communes”.

Accordingly, the commune focuses on mobilizing people to promote production development, converting crops and livestock, developing household economy associated with collective economy, building many effective economic models, mobilize socialization to build the affection houses, give gifts to the poor, etc. By the end of 2020, the commune's per capita income reached over 51 million VND, the poor households was 1.6 percent, and the commune was recognized by the Provincial People's Committee to meeting new-style rural standards.

It is known that Tan Hoa commune presently establishes Tuong Xuyen Cooperative, contributing to creating regular jobs for 100 workers with an income of 3.5-6 million VND per person per month; the plastic chair knitting model creates jobs for more than 120 workers with an income of over 4 million VND per person per month; basket weaving model creates jobs for more than 50 workers with an income of over 3 million VND per person per month, etc. When the living standards are improved, people actively respond to local movements such as donating land, supporting public days to build rural roads, building green, clean, beautiful roads, etc.

Director of Tuong Xuyen Cooperative - Huynh Thi Xuyen said: “Most of the employees working at the cooperative live in Tan Hoa commune. Therefore, when there are movements launched by the locality, I encourage everyone to participate”.

Effectiveness from 2 programs

According to the report of the Department of Agriculture and Rural Development, from the beginning of 2021 up to now, the province has 12 more communes that have met the new-style rural standards, bringing the total number of 106 out of 161 communes to meet the new-style rural standards (accounting for 65.8 percent); 17.2 criteria per commune on average. Out of 106 communes meeting the new-style rural standards, 8 communes meet the standards of advanced new-style rural areas such as Hoa Phu, Duong Xuan Hoi, Thanh Phu Long, Phuoc Tan Hung, An Luc Long, Thanh Vinh Dong, Phu Ngai Tri (Chau Thanh district) and Phuoc Hau commune (Can Giuoc district). Currently, Chau Thanh district is recognized as new-style rural district; Tan An City was recognized for completing the task of NRC; In Tan Tru district, Kien Tuong town, 100 percent of communes meets the new-style rural standards and are requested the Central Government to consider and recognize the completion of the task of NRC in 2020.

According to the Department of Labor - Invalids and Social Affairs, the poor households in 2016 were 4.03 percent, now down to 1.16 percent. Director of the Department of Labor - Invalids and Social Affairs - Nguyen Hong Mai said: “The NTP on NRC has many projects on poverty reduction. All of these projects are prioritized by the Department for poor communes and the ones in the NRC roadmap, contributing to helping localities fulfill the criteria of the poverty rate. It can be said that the NTP on SPR has created the motivation for localities to reach the goal of new-style rural communes and districts. Many localities that have met the standards of new-style rural communes still maintain and replicate many poverty reduction models and projects invested over the past time. In the coming time, the Labor - Invalids and Social Affairs sector will continue to effectively implement programs and projects on sustainable poverty for faraway, remote and border communes in association with the NRC program.

The achieved results further affirm that the NTP on SPR and the NTP on NRC contributes to improving people's quality of life, gradually eradicating the disparity in living standards between rural and urban areas, building liveable countrysides./.
