According to the Provincial People's Committee, in 9 months of 2022, the world situation had many complicated changes. In the country and the province, Covid-19 epidemic is under control, creating favorable conditions for socio-economic recovery and development. However, gasoline and oil prices, input and transportation costs have increased, affecting productions, businesses and people's life. With the timely and correct leadership and direction of the province, consensus and determination of people and businesses, the drastic, timely, flexible, effective direction and administration, with focus on the tasks and solutions proposed in the fields of localities, the socio-economic situation of the province has achieved many encouraging results.

State budget revenue in 9 months of 2022 reached 16,369 billion VND

In which, GRDP in 9 months of 2022 reached 9.43%. Area II and III recovered strongly and achieved relatively high growth rates: 12.3% and 11.7%. State budget revenue achieved quite good results, reaching 16,369 billion VND ( 94.3% of the estimate), an increase of 20.3% over the same period; in which domestic revenue reached 13,203 billion dong, ( 97.1% of the estimate), an increase of 28.6%. Disbursement of public investment capital in 9 months of 2022 is quite good, higher than the same period.

The province established 1,275 new domestic enterprises, an increase of 26% over the same period. Up to now, the province has nearly 15,000 businesses registered to operate with a total registered capital of 360,266 billion VND. The province has granted 43 new FDI projects, with newly granted investment capital of 307.8 million USD; an increased of 2 projects over the same period. Up to now, the province has 1,152 projects with a total capital of 9,963.2 million USD; of which 588 projects have been put into operation, with total investment capital of 3,624 million USD.

The provincial socio-economic plan for the period 2021 - 2030, with a vision to 2050, has been approved by the State Appraisal Council and is highly appreciated for its planning. According to the planning, the province affirmed that industrial, urban, trade-service, logistics development is the driving force to promote economic development. The socio-cultural fields continue to be focused on; People, policy beneficiaries, social protection and the poor’s life have continously improve. The situation of security, politics, social order and safety is basically stable, the border is maintained,etc.

Localities in the province also speed up

In Thanh Hoa, leadership and direction work is fiercely concentrated. In the first 9 months of 2022, the district's socio-economic achieved many outstanding results, contributing to the province's recovery and development.

According to Chairman of Thanh Hoa People's Committee - Pham Tung Chinh, based on the proposed plan, in the first nine months of 2022, branches and localities of the district focused on many solutions to carry out assigned tasks and achieved some positive results, especially the exceeded budget revenue, so far reached 173.8 % of the assigned estimate and 134% of the strived estimate. The disbursement progress of public investment met the assigned task, the implementation volume reached over 89%, disbursing nearly 80% of the plan. The prices of some agricultural products are high, so people make good profits and their lives are improved. The implementation of the policy to support those affected by the Covid-19 epidemic has basically been completed. However, the district still has certain shortcomings and limitations. The locality has proposed solutions and tasks with determination to fulfill the economic development targets, contributing to the general development of the province.

Secretary of Duc Hoa Party Committee - Phan Nhan Duy said: In the first nine months of 2022, with the efforts of the political system, businesses and all classes of people, the district's economy continued to maintain a good growth rate. The growth rate of production value is estimated at 12.06% (area II is estimated to increase by 12.34% and area III is estimated to increase by 12.01%). The economic structure of the district continues to shift towards the development of industry - construction, trade - service and agriculture.

Production and business activities were promoted in association with the implementation of safe, flexible adaptation solutions and effective control of the epidemic situation. The progress of implementing 4 breakthrough programs and 3 key projects of the Resolution of 12th Congress of District Party Committee achieved the set plan. Total state budget revenue reached over 1,133 billion VND, reaching 100.67% of the provincial estimate. Disbursement of public investment capital achieved good results. The total disbursement value reached 76.3% of the plan, in which, disbursed provincial capital reached 99.4%, district capital reached 64.7%. The field of culture - society continued to be focused on. National defense - security, social order and safety were ensured. However, the district still faces difficulties in performing tasks. The district continues to review uncompleted targets and tasks to come up with solutions to for the implementation to achieve the best results.

Strive for GDPRP in 2022 to reach 9% or more

According to Chairman of the Provincial People's Committee - Nguyen Van Ut, in the first nine months of 2022, although the socio-economic development has achieved positive results, the implementation process still met many challenges. GRDP growth was uneven among the three areas: Area II and III recovered strongly, while Area I experienced modest growth. Although the production and business situation in the area has recovered, it is still affected by the post-Covid-19 epidemic situation and the complicated developments of the world situation.

The global supply chain has been disrupted for a long time. Raw material and fuel prices have increased, affecting the production efficiency of economic activities. The situation of exporting agricultural products, especially dragon fruit to the Chinese market is still slow and limited. The Covid-19 epidemic in the world has many potential complications, the risk of new strains appearing, is forecasted to continue to cause difficulties for the recovery of economic activities and people's lives. Complicated weather affects the agricultural sector of the province,etc.

The province strives for the economic growth rate of 2022 to reach 9% or more

In order for the socio-economic development to continue to accelerate and develop, Mr. Nguyen Van Ut emphasized a number of orientations, solutions and focuses to be implemented in 2022. In which, efforts and determination for the GRDP of the whole year to reach 9 % above; Area I to grow over 1.2%. Organizing budget revenue to achieve and exceed assigned targets (increasing revenue by 1,500 billion VND). Focusing on speeding up the disbursement of public investment capital to reach the 2022 plan; strive for a disbursement rate of 100% and mobilize all resources to develop infrastructure, especially key and strategic transport infrastructure. Remove difficulties and obstacles in site clearance (focusing on works of Provincial Road 823D, 830E, clean land fund in Ben Luc district and Tan An city; planned industrial zones and clusters) .

The province must also create favorable conditions, remove difficulties in production and business activities, promptly support people and businesses; ensuring social and people's security, restoring and stabilizing the labor market; promoting administrative reform, creating a favorable business and investment environment (Improving the PCI index to be in the top 10 in the country, the PAPI index s to be in the middle-high group (the middle-high group is from 16-32); Ensuring political stability, social order and safety; Continuing to consolidate, strengthen and maintain national defense and security; Organizing a review of the targets and resolutions in 2022, proactively proposing appropriate solutions to fulfill the targets of the year./.
