Towards sustainable agricultural and rural development

After more than half of the term implementing the Resolution of 11th Provincial Party Congress, term 2020-2025, Provincial Agriculture sector has overcome many difficulties and achieved positive results. The highlight is maintaining growth rate, changing the appearance of rural areas, shifting production structure towards reducing scale, increasing quality and value of agricultural products, thereby, continuing to demonstrate the supporting role of the economy, ensuring food security and contributing to the overall development of Long An province.

Change production mindset

Many dangerous diseases in livestock and poultry have the risk to break out; impact of the Covid-19 epidemic; agricultural input prices increased; agricultural land area decreased; the disruption of the global supply chain; etc are the difficulties the province's Agriculture sector is facing in implementing its tasks in the first half of the 2020-2025 term. However, with the close leadership and direction of the Provincial Party Committee, People's Council, and People's Committee, the drastic participation of the entire industry, Party committees, local authorities and the efforts of farmers, many industry targets were estimated to be achieved and exceeded the set plan.

During the first half of the term, the Provincial Agriculture Department performed well its advisory work in directing the implementation of agricultural and rural development tasks; advising on the issuance of many important resolutions and decisions on mechanisms and policies to promote agricultural development and new rural construction in the province, promptly creating "leverage" to promote industry growth. The most important thing is that farmers' production mindset has changed, from focusing on output to focusing on quality and increasing product value; developing production according to standard processes, connecting with consumer markets, and exploiting local potential and advantages to the fullest.

Resolution of the Provincial Party Congress for the 2020-2025 term continues to select the High-tech Agricultural Development Program associated with restructuring the Agriculture sector as one of three breakthrough programs. To complete the targets and tasks set by the Resolution, the Provincial Agriculture Sector proactively advises the Provincial People's Committee, coordinates with relevant departments, branches and localities to develop specific implementation plans according to conditions and advantages of each region and each locality. To date, the whole province has 47,174.55 hectares of high-tech rice, 1,948 hectares of high-tech vegetables, 2,946 hectares of high-tech lemons, 4,945.43 hectares of high-tech dragon fruit, 45.1 hectares of high-tech shrimp and support for artificial insemination of high-quality varieties for 6,326 reproductive cows.

In addition, since 2021, the whole province has converted about 4,937 hectares of ineffective rice land to grow annual crops (about 2,393 hectares) and perennial crops (about 2,544 hectares). These models bring economic efficiency 2-3 times higher than rice cultivation.

Director of Provincial Department of Cultivation, Plant Protection and Agricultural Product Quality Management - Nguyen Van Cuong said: "Up to now, the whole province has had 288 growing area codes (dragon fruit, lemon, banana, watermelon, etc) with a total area of more than 13,734 hectares, 163 packaging facility codes, eligible for export to markets of China, Australia, New Zealand, United States, Korea, Japan. This is considered a "passport" for the province's agricultural products to access and conquer difficult markets in the world, aiming for long-term connection and creating sustainable output for the province's agricultural products.

The province's total average annual rice output reache over 2.8 million tons. In 2023 alone, rice output is estimated to reach over 3 million tons, exceeding the plan by more than 200,000 tons and the highest ever.

In-depth new rural construction

The new rural development program for the period 2010-2020 has changed the appearance of rural areas throughout the province infrastructure was invested in construction and upgrading. In recent years, the program has focused on improving living standards, sustainable income of rural people.

To date, the whole province has 121/161 communes meeting new rural standards, accounting for 75.15% of communes, reaching 85.2% of the plan; Of which, there are 30 communes that meet advanced rural standards, accounting for 24.79% of the total number, reaching 52.63% of the plan. In the whole province, 4/15 district-level units have met/completed the task of new rural development, reaching 40% of the plan. In addition, Can Duoc district is basically eligible to recognize as meeting new rural standards; Chau Thanh district is basically eligible to recognize as meeting advanced rural standards. The province's Agriculture sector is preparing documents and procedures to submit to the Central Government for consideration and recognition.

Director of Provincial Department of Rural Development and Irrigation - Vo Kim Thuan informed: Implementing the One Commune One Product (OCOP) Program, localities have supported people, businesses and cooperatives to strongly develop OCOP products, creating jobs and increasing people's income. As of November 2023, the whole province has 124 products meeting OCOP standards, of which 36 products reached 4 stars, 88 products reached 3 stars. These are all typical products and represent the strengths of each locality in the province. The province focuses on improving quality, diversifying designs and packaging, ensuring conditions and regulations on stamps, labels, and product traceability. The economic value of products is increased thanks to meeting OCOP standards. At the same time, digital technology has brought products to consumers faster.

Strive to achieve and exceed Resolution targets

The implementation of restructuring the Agriculture sector has acchived initial results. However, the consumption of agricultural products is not stable, the competitiveness of many types of agricultural products is not high; diseases in livestock still occur in small and isolated cases, affect herd regeneration and development; The price of agricultural supplies, especially fertilizers, pesticides and animal feed has increased, affecting production and reducing people's profits; the capacity and operational efficiency of cooperative groups and cooperatives are still low; etc. Therefore, in order to successfully implement Resolution targets in the coming time, the province's Agriculture sector has to have synchronous and appropriate solutions.

According to Director of the Department of Agriculture and Rural Development - Nguyen Thanh Truyen, to ensure the quality and progress of targets and tasks assigned according to the Resolution of the 11th Provincial Party Congress, in the coming time, the Agriculture sector focuses maximum attention on leadership and direction for the development of agricultural production and related fields, striving to exceed the set targets. In particular, the industry focuses on converting ineffective rice land areas to highly economically effective crops; developing economic cooperation and association in production and consumption according to the GAP process to meet market requirements, contributing to improving efficiency; striving for an average rice output in the 2021-2025 period of over 2.8 million tons/year, of which high quality rice accounts for 75%.

Shifting crop structure appropriately ot acchive high economic efficiency

At the same time, the industry focuses on developing livestock farming in the direction of applying scientific - technical advances and high technology; gradually shifting from smallholder farming to developing farm; organizing and deploying effective prevention and control of diseases in livestock and poultry; focusing on redeveloping livestock herds to ensure biosafety and disease safety.

“In the coming time, the province's Agriculture sector will continue to deploy and implement the High-Tech Agricultural Development Program associated with restructuring the Agriculture sector for the period 2021-2025 and focus on implementing the National Target Program on New Agriculture Development. By 2025, the whole province will have 88% of communes meeting rural standards; 10/15 districts, towns and cities meet new rural standards or completed the task of building new rural areas. In addition, the province's Agriculture sector also strengthens trade promotion and market development; promotes digital transformation, branding, and traceability to promote agricultural products, aiming to develop green, sustainable agriculture" - Mr. Nguyen Thanh Truyen said./.
