Xth Congress Term of Provincial Party Committee - Journey of innovation, breakthrough and enhancement

Over the past 5 years, the Long An Party Committee has implemented the Xth Congress Resolution of the Provincial Party Committee in the context of many advantages, but also faced many difficulties and challenges. With a new vitality, new determination in the strong start of the new term when the X Congress of the Provincial Party Committee was successfully held, a series of tasks and solutions were drastically deployed synchronously and comprehensively, thereby reaping many important achievements in all fields, proving the strength of the great solidarity bloc, unanimity to work together to overcome all difficulties and challenges of the entire Party, the entire people and the entire Long An army.

In the past term, the industry - construction sector continued to promote well the driving force role for development. Promotion activities to attract domestic and foreign investment were increasingly effective. Notably, the province has focused on creating a breakthrough in infrastructure development, especially transport infrastructure through the implementation and performance of the Program to mobilize all resources to build transport infrastructure systems for industrial development of the province's key economic region and 3 key transport projects.

Along with that, the province has focused on removing bottlenecks in site clearance, creating a clean land fund to attract investment; improving business investment environment and promoting administrative reform. Many large and potential investors have really paid attention to and promoted investment procedures in industrial, residential, urban, commercial - service, solar power projects, creating an important basis and promoting faster socio-economic development.

Trade - services also maintained a stable growth rate, some types of services with high added value such as finance, banking, insurance, telecommunications, logistics continued to develop. Long An International Port was officially put into operation and initially promoted efficiency. Along with that, tourism promotion activities were constantly innovating, many impressive highlights such as the development of ecotourism areas (Lang Sen, Tan Lap Floating Village), the completion and putting into use the key historical - cultural works (Provincial Revolutionary Historical Relic Area, Historical Relic Area Party Committee and Southern Administrative - Resistance Committee, Lawyer Nguyen Huu Tho) has created their own feature and attraction of the land of Long An, attracting more and more domestic and foreign tourists to visit.

In the agricultural sector, the province has always focused on strong, drastic and synchronous direction of solutions to effectively implement the hi-tech Agricultural Development Program in association with the restructuring of the agricultural sector. Up to now, awareness in the political system and people has had positive changes, creating consensus in implementation and performance. Project areas for production of rice, dragon fruit, vegetables, and high-tech beef cattle have basically been formed; some new specialized farming areas continued to be invested and brought efficiency (lemon, banana, seafood, etc.); to step by step form value chains in the production, processing and consumption of clean and safe agricultural products.

Those tireless efforts have brought about great achievements in the process of developing, attracting investment, and transferring the economic structure of the province. We are proud that the economic growth rate is always maintained at a high level, the average for the period 2016-2020 is estimated at 9.11 percent per year; the economic structure continues to shift in the right direction, the proportion of industry - construction and trade - services accounts for 84.8 percent of the size of the economy. Average GRDP per capita in 2020 is estimated at 77 million VND, 1.5 times as high as 2015. The budget revenue has achieved positive results, the annual revenue growth rate will reach 12.8 percent, the budget in 2020 is estimated at 1.78 times compared to 2015, the total budget revenue in the period 2016-2020 increases by 2.03 times compared to the period 2011-2015.

The 2015-2020 term witnessed a sharp transformation and prosperity of Long An's homeland from urban to rural areas in the direction of civilization, modernity, green, cleanness and beauty. This marks the possibility of a remarkable breakthrough in the effective implementation and performance of the new-style rural construction program associated with urban development; In each criterion, the province always attaches great importance to the nature and sustainability, does not chasing for achievements.

Up to now, the whole province has 93 out of 161 communes meeting the criteria for new-style rural, Chau Thanh district is recognized to meet the new-style rural standard and Tan An city has completed the task of building a new-style rural; Currently, the province is preparing the application for recognition of the new-style rural standard for Kien Tuong town and Tan Tru district. The scarcity of water for production and daily life of the people in the low-land regions of Can Duoc and Can Giuoc districts has been basically resolved after decades of difficulties.

At the same time, the fields of health, education, poverty reduction, job creation, social security,  and so on are always focused, the people's material and spiritual life continues to be raised, the living environment has many improvements; the poverty rate decreased to 1.22 percent. Many deep and practical imprints among the people is the effectiveness and success of the campaign to build and repair houses for people with meritorious services, poor households and Charity and Social Security programs mobilized and sponsored by former State President - Truong Tan Sang to build bridges, roads, schools, supports breeding cows for people in border areas and disadvantaged areas of the province.

At the same time, national defense and security have been strengthened, ensuring political security, social order and safety; well manage the border, maintain sovereignty and territorial integrity. Foreign affairs and international cooperation have been strengthened, consolidated, expanded and comprehensively developed to create a favorable environment for socio-economic development.

The period 2015-2020 also recognizes the innovation in leadership, management and in action methods associated with the desire for the people to serve of the Provincial Party Committee. Typically, the implementation and performance of Party building work, building a clean and strong political system in the spirit of Central Resolution 4 (Session XII), is associated with studying and following Ho Chi Minh's beliefs, morality, style, regulations on exemplifying for cadres and party members. Since then, it creates an important change in the fight against degradation in political ideology, morality and lifestyle of cadres and party members, especially leaders at all levels, creating firm beliefs among the people. The consolidation, arrangement and streamlining of the organizational apparatus of the provincial political system under the Provincial Party Committee's Project No. 02-DA/TU to concretize the Resolution No. 18 and 19 of the Party Central Committee (Session XII ) was focused closely with political determination and positive results.

Secretaries at all levels from the province to grassroots level regularly organize dialogues and contact with people about key issues, breakthroughs in development, and pressing issues in the residential community, thereby they understand more problems clearly that arise in practice to share, disassemble and solve radically and effectively.

The close relationship between the Party, the government and the people, the business community is always highly built, ensuring that each officer and party member must strive to truly "Be close to the people, respect the people, understand the people, be responsible to the people”, “Listen to the people, say what people understand, make what people believe”; at the same time, they always pay attention to strengthening and consolidating the block of great unity all the people. Thereby, the people and the business community increasingly believe and agree more on the direction and leadership of the Party and State, constantly promoting the spirit of solidarity, the will to strive, and their will to contribute together with the Party Committee, the government to build the hometown of Long An increasingly richer and more beautiful.

The past 5 years' results and achievements have created a flourishing panorama of a dynamic, potential and promising Long An. Although there are still targets and tasks that have not been fully completed, but we have the right to affirm that the Long An Party Committee, government and people have successfully implemented the Xth Congress Resolution of the Provincial Party Committee.

In the coming time, with a favorable geographical location, it will be the gateway to the Southeast and the Mekong River Delta, adjacent to Ho Chi Minh City, with a synchronous and complete transportation system, With inter-upland connectivity, with an international port already in operation, Long An is having the opportunity to receive a wave of potential investment in the fields of industry, residential, urban, commercial - service, tourism, and hi-tech agriculture, especially in areas bordering Ho Chi Minh City. The province correctly assesses the situation, accurately forecasts opportunities and challenges, proposes standard political decisions that are suitable to reality and popularism, surely the way ahead will be widened and the journey of the Congress term. The XIth Provincial Party Committee will reap greater success and be more firmly.

We believe that the achieved results in the past term will be a solid premise for the Party Committee and people of the province to continue promoting the glorious tradition of "Loyalty, resilience", solidarity, unity, overcoming all difficulties and challenges, steadily moving forward, bringing Long An to a fast and sustainable development in the next stages, striving to achieve the target by 2025 to maintain its leading position in the Mekong River Delta. By 2030, it will become a well-developed province in the Southern key economic region./.
