Accelerate state budget collection

Identifying that state budget collection plays an important role in the socio-economic development of the locality, the Provincial People's Committee, sectors and localities focus on implementing many solutions to remove difficulties, striving to achieve and exceed the assigned budget.

Positive results

With the urgent participation of the province, departments and branches, and the close and proactive coordination of localities, the state budget collection work in the area has achieved certain and comprehensive results. By the end of April 2025, the total state budget revenue in the province reached over 12,600 billion VND, reaching 52.4% of the central budget estimate, 51.4% of the provincial People's Council's estimate, equal to 117.6% over the same period in 2024.

Domestic revenue reached 11,134 billion VND, reaching 55.9% of the central budget estimate and 54.6% of the provincial People's Council's estimate, equal to 118.1% over the same period; export and import revenue reached 1,479 billion VND, reaching 35.7% of the Central Government and Provincial estimate, up 13.6% over the same period; balanced revenue (total revenue minus land use fees and lottery) reached 6,785 billion VND, reaching 51.7% of the Central estimate, 49.9% of the Provincial estimate, up 31.6% over the same period in 2024.

According to the Director of the Department of Finance - Truong Van Liep, the total state budget revenue, domestic revenue, balanced revenue, export and import revenue in the first 4 months of 2025 in the province all reached and exceeded the average (exceeding 33.3%). Compared to the same period, all revenue items grew, in which balanced revenue achieved quite good result, total state budget revenue and domestic revenue grew by 17.6% and 18.1% respectively over the same period.

In addition, the collection by decentralization has reached and exceeded the average collection progress (provincial level reached 58.7%, district level reached 44.1%). These are very positive signals in the first 4 months of 2025. All levels and sectors thoroughly grasped the direction of the Provincial Party Committee, People's Council, and Provincial People's Committee, focusing on deploying and effectively implementing the task of collecting the State budget right from the first months of the year.

In 2025, Can Duoc district was assigned by the province a state budget revenue estimate of 551 billion VND, the district People's Council assigned an estimate of 581 billion VND. With many efforts, by the end of April 2025, Can Duoc collected more than 218 billion VND, reaching 39.7% of the provincial estimate and 37.6% of the district estimate, exceeding the estimated collection progress. To achieve the above results, the district focuses on synchronizing many solutions in the work of collecting state budget and continues to set out key tasks.

Chairman of Can Duoc District People's Committee - Dao Huu Tan said: "In the coming time, in addition to holding a meeting of the District's Budget Collection Steering Committee to promptly resolve difficulties and obstacles, the locality will direct the continued implementation of tasks assigned to the district by the Provincial People's Committee and the Provincial Steering Committee on State budget collection. At the same time, the district will focus on resolving administrative procedures, especially documents related to land to increase revenues from land use fees, and assign the tax sector to review collection tasks according to the district's decentralization to focus on full and timely collection; assign sectors to mobilize taxpayers to fulfill their financial obligations according to the tax notice with a deadline, and mobilize early payment to ensure the collection progress as well as the collection results of the district; prepare to arrange commune and district-level units to direct communes to proactively develop plans to ensure that after the merger, they will not be passive in the progress of local State budget collection". 

Focus on accelerating state budget collection

Long An promotes administrative reform, improves the investment and business environment to support enterprises, increase investment attraction, contribute to the state budget and the development of the province.

According to the assessment of the Department of Finance, in addition to the achieved results, the state budget collection situation in the past 4 months also has some limitation. The whole province still has 6/15 districts, towns and cities with low state budget collection progress compared to the assigned estimate, lower than the average state budget collection progress of the province.

By the end of April 2025, the average collection progress of Tan Tru district reached about 28%, lower than the average rate of the province at 33.3%. The district has deployed a group of solutions, continued to make efforts and accelerate in this work, ensuring the implementation of the average collection progress according to the set plan.

According to Chairman of Tan Tru District People's Committee - Trinh Phuoc Trung, the district focuses on accelerating the collection of taxes, especially exploiting revenue sources arising from contracts outside the province, focusing on taxes that can be collected from the beginning of the year such as non-agricultural land use tax, tax debts from previous years, and land protection and development fees from previous years. Up to now, the district's land use fee collection capacity is very high, the district has approved about 460 land use purpose conversion files and transactions. With these files, Tan Tru is likely to collect more than 60 billion VND out of the total 85 billion VND of land use fees that the Provincial People's Committee assigned.

With such progress, it is hoped that Tan Tru district will reach the target by the end of June with an average rate of 50-60%. The district also continues to create conditions for businesses, investors, and production units to continue operating effectively, so that taxpayers can have better tax payment conditions in the coming time.

Mr. Truong Van Liep informed: The state budget collection situation in the province in the first 4 months of 2025 achieved quite positive and comprehensive results. To achieve this result, in addition to favorable macroeconomic conditions, there is also the drastic and timely direction of the Provincial Party Committee, People's Council, Provincial People's Committee, the solidarity and drastic participation of all levels, sectors and the business community.

However, state budget collection in the province still faces many difficulties and challenges such as: The world macroeconomic situation is affected by trade wars, tariffs, political and armed conflicts worldwide, etc.

Based on analysis and assessment, the finance sector has proposed a number of solutions to contribute to completing the state budget revenue and expenditure estimates for 2025. In particular, all levels and sectors closely follow Directive No. 91, dated February 24, 2025 of the Provincial Party Committee Standing Committee on strengthening the Party's leadership over state budget collection in 2025, Directive No. 79, dated January 8, 2025 of the Provincial People's Committee on the organization of implementation, management and administration of the 2025 State budget estimate in the province; continue to promote the positive aspects that have been achieved in the past 4 months; implement the above 2 directives with specific solutions in each locality, contributing to the successful completion of the 2025 State budget collection.

The Steering Committee for budget collection at all levels needs to promptly complete and finalize the arrangement, put into operation, have a plan, action program to implement and assign specific tasks to each department, office, and individual in charge. In particular, pay attention to the districts with lower revenue than the average collection progress to closely monitor and have more drastic solutions in the coming time. At the same time, budget sectors must review and complete the content of the 2024 budget settlement within the prescribed time, especially in the context of the rearrangement of administrative units./.
