Efforts from the beginning of the year

By August 31, 2024, Duc Hoa district's state budget revenue reached and exceeded the estimate, including: Non-agricultural land use tax (127.34%), land rent (871.52%), land use fee (106.62%), granting mineral exploitation rights (145.73%), environmental protection tax implemented by tax authorities (118.80%), etc.

According to the Chairman of Duc Hoa District People's Committee - Le Thanh Phong, the above results were achieved thanks to the attention and close direction of the Provincial People's Committee, specialized departments at higher levels, local Party committees, and the efforts of authorities at all levels, especially the district Tax Department.

The district established a Steering Committee to urge the collection and payment of district budget, assigned specific responsibilities to members in charge, especially focused on the campaign to collect business licenses from the beginning of the year, urging collection; reviewed the work of establishing a management board for individual business households in the area and handling tax debts.

In 2024, Duc Hoa district was assigned a budget of 1,360 billion VND. By the end of August 2024, the total state budget revenue in the district reached more than 1,058 billion VND, reaching 77.83% compared to the provincial estimate and the district's estimate, reaching 67.68% of the estimated revenue (1,058/1,564 billion VND) and 126.01% over the same period.

Excluding land use fees, the total state budget revenue of the district is over 609 billion VND, reaching 64.92% of the provincial and district estimates (609/939 billion VND), reaching 64.02% of the targeted revenue estimate (609/952 billion VND) and equal to 109.31% over the same period.

In 2024, Tan Tru district was assigned a budget revenue estimate of over 178 billion VND. The total state budget revenue of the district by August 31, 2024 reached over 188 billion VND, reaching 105.84% of the estimate, of which land use fees reached over 127 billion VND, reaching 150.09% of the estimate.

According to the assessment of Tan Tru district People's Committee, the district has focused on collecting state budget from the beginning of the year, and difficulties and problems have been promptly resolved, so the total state budget revenue of the district is higher than the assigned estimate.

According to the Director of the Department of Finance - Pham Van Do, the results of the state budget collection by the end of August 2024 reached and exceeded the average collection progress.

Based on the analysis, assessment and forecast of the situations, the Department of Finance recommends that units and localities continue to closely follow the instructions of the Provincial People's Committee on the organization, implementation, management and administration of the 2024 State budget estimate in the province and the instructions and administration of the Ministry of Finance, the General Department of Taxation, the Provincial Party Committee, the Provincial People's Council and People's Committee in the process of managing the budget revenue estimate in 2024.

The Steering Committee for urging tax collection and payment in the districts continue to closely monitor the development of the collection situation, thereby providing timely instructions in the management process, reviewing the sources and areas of state revenue to focus on managing and urging collection and payment to the state budget to reduce tax debt; promoting and better implementing specialized tax operations in tax inspection, tax debt management, collection management in the field of construction contracts outside the province, etc.

Focus on solutions to increase state revenue based on the principle of supporting the development of production and business of enterprises and business households in the province. Support the quick resolution of administrative procedures related to people, production and business enterprises, labor and employment, etc to help enterprises and business households develop production to create sustainable sources of revenue and reduce tax debts.

Deploy solutions to prevent revenue loss, combat trade fraud, tax evasion, tax debts, etc; exploit additional revenue sources from auctioning headquarters and public assets in addition to tax revenue sources, strengthen the urging of revenue sources from fees and charges.

Strengthen strict management of revenue sources, strive to increase revenue to offset the reduction in revenue due to the implementation of support policies; Strive to complete the assigned revenue estimate at the highest level to ensure resources for implementing socio-economic development goals; etc.

Remove obstacles to accelerate

According to the Chairman of Tan Tru District People's Committee - Trinh Phuoc Trung, although the district's budget revenue is higher than the estimate, the current budget revenue balance is still lower than the plan, due to the fact that there are two revenue items with a large proportion: registration fees and personal income tax, which are still low. The reason is that the situation of land allocation and land lease, especially real estate transfers, and the number of newly registered vehicles has not arisen much, affecting the budget revenue situation.

In the remaining months of 2024, the district requested the Regional Tax Department to conduct inspections, reviews, and comparisons in the field of non-agricultural land use tax, determine the situation of tax preparation, actual debt, avoid duplication, omission of tax, and urge debt collection.

Communes and towns must focus on collecting non-agricultural land use tax according to the budget preparation and recovering outstanding debts from previous years. Local authorities promptly manage the collection of households with arising problems, check and review the list of households with low declaration numbers, focus on households with contracted debts, financial obligations, land use fees, etc.

The sectors must coordinate well to prevent loss of revenue from real estate business, review, rectify and promptly handle acts of declaring incorrect actual transfer prices, reducing financial obligations to be paid; coordinate with the People's Committees of communes and towns to effectively exploit revenue sources from construction contracts for construction works in the district; lease assets; manage the declared households; coordinate well in implementing tax, fee and charge management; etc.

Mr. Le Thanh Phong informed that in order to strive to complete and exceed the 2024 State budget revenue estimate, the Duc Hoa District People's Committee focuses on directing the implementation of a number of key solutions. In particular, the district strictly implements Directive No. 215/CT-UBND, dated January 19, 2024 of the Provincial People's Committee on organizing the implementation, management and operation of the 2024 State budget estimate in the province and Directive No. 44-CT/HU, dated January 17, 2024 of the Standing Committee of Duc Hoa District Party Committee on strengthening the Party's leadership over the State budget collection work in 2024.

Total State budget revenue in the province by the end of August 2024 was 18,450 billion VND, reaching 87.3% of the Central estimate, 86.7% of the estimate assigned by the Provincial People's Council, increased 46.3% over the same period in 2023. Domestic revenue was 15,672 billion VND, reaching 89.4% of the Central estimate, 88.6% of the Provincial People's Council estimate, increased 47.8% over the same period. Revenue from import and export reached 2,778 billion VND, reaching 77.4% of the Central and Provincial People's Council estimates, increased 38.4% over the same period. Balanced revenue was 9,287 billion VND, reaching 75.2% of the Central's assigned estimate, 74.3% of the Provincial People's Council's assigned estimate, increased 18.6% over the same period. In addition, the district accelerated the review and procedures for auctioning public land that was no longer in use; exploit additional revenue sources from auctioning headquarters, public assets, confiscated assets in addition to revenue sources from taxes, fees, charges, etc.

The district promptly deploys and better performs tax operations such as inspection, examination, tax debt collection, tax refund control, declaration management, household management, effectively implements tax loss prevention for real estate transfer business activities, e-commerce business activities, construction contracts outside the province, promptly monitors and manages projects when investment policies are approved, progress of investment projects, etc.

The district monitors, evaluates, and specifically analyzes each locality, region, tax, analyzes factors affecting revenue, progress of state budget collection, thereby promptly proposing effective revenue management solutions; focusing on exploiting revenue sources, preventing revenue loss from sources such as mineral resource exploitation, real estate business, and irregular taxes on constructions and investment projects in the area; exploiting revenue sources arising in the area well; managing expenditures according to collection progress, proactively reducing and extending expenditures in case collection does not meet progress; etc./.
