On April 12, the Standing Committee of the Long An Provincial People's Council held a dialogue session to review the legal compliance of investment projects located outside industrial parks and clusters across the province.
The session was chaired by Ms. Dang Thi Ngoc Mai, Vice Chairwoman of the Provincial People’s Council, and attended by Mr. Huynh Van Son, Vice Chairman of the Provincial People’s Committee, along with leaders from relevant departments and district-level authorities in the province’s key economic regions.

According to the assessment of the Provincial People's Council, in recent times, the Provincial People's Committee, sectors, and localities have performed quite well in the state management of investment projects outside industrial parks and clusters.
The management and reception of basic investment must comply with current legal regulations. Thereby contributing to creating conditions for the development of small enterprises and household production, and providing employment for rural workers.
Between 2021 and 2023, the province approved 152 investment projects outside industrial zones and clusters, 90 of which have been completed and are now in operation.

Despite positive outcomes, the influx of investment outside planned industrial areas has also led to several issues, including challenges in land clearance and compensation, speculative land prices, disruption of land value stability, reduced occupancy rates in formal industrial parks and clusters, and environmental protection.

Of the 152 projects receiving investment in the 2021-2023 period, 58 projects violated the investment schedule and were considered for extension, while 2 projects were extended and continued to be behind schedule. In several cases, developers failed to adhere to their original investment objectives, with some projects being transferred or leased multiple times.

She also called on the People’s Committee to carefully consider the province's development plans, zoning regulations, and evaluation criteria when deciding whether to accept, limit, or reject investments outside industrial parks and clusters for each specific industry and profession according to legal regulations on investment acceptance.
She further requested that the provincial government and relevant agencies develop concrete plans to effectively carry out the commitments made during the session. The Standing Committee, specialized committees, and delegates of the Provincial People’s Council will continue to supervise the implementation process to ensure legal compliance in the management of these investment projects./.
