Efforts to build a professional, transparent, honest and creative public administration

Improving and enhancing the Public Administration Performance Index (PAPI) is a central, continuous, long-term task of all levels and sectors from Long An province to the grassroots level, contributing to building a professional, transparent, honest, creative, effective and efficient administration serving the people.

Many bottlenecks

Deputy Director of the Department of Home Affairs - Tran Hai Tuan said that the province's PAPI in 2023 reached 40.83/80 points, ranking 46th out of 63 provinces and cities, belonging to the 3rd group of low average; increased by 1.03 points and increased by 11 ranks compared to 2022 ( ranking 57th out of 63 provinces and cities), ranking 7th out of 13 provinces and cities in the Mekong Delta.

According to the results of the province's 2023 PAPI announcement, out of 8 assessment content indicators, 5 indicators increased by 1.47 points and increased in rank compared to 2022 (including: Publicity and transparency increased by 0.06 points and 13 ranks; control of corruption in the public sector increased by 0.47 points and 19 ranks; public administrative procedures increased by 0.01 points and 2 ranks; environmental governance increased by 0.25 points and 16 ranks; e-governance increased by 0.68 points and 39 ranks); there was 1 indicator ranked in the highest group in the country (e-governance) and 1 indicator ranked in the medium-high group (public administration).

Although Long An increased 1.03 points and 11 ranks compared to 2022, the province is still in the low-average group, not much improved compared to 2022. Of the 8 assessment content indicators, 3 indicators decreased by 0.44 points and decreased in rank compared to 2022 (including participation of people at the grassroots level decreased by 0.24 points and 10 ranks; people's accountability decreased by 0.13 points and remained at rank 59th; public service provision decreased by 0.07 points and 2 ranks).

There are many reasons hindering the improvement and enhancement of the province's PAPI such as some Party committees and authorities, especially at the grassroots level, do not fully understand PAPI; the dissemination and popularization of laws and the provision of information on the Party and State's policies and guidelines to the people have not been regular, continuous, timely, and have not had many innovations in form and content; the sense of responsibility in implementing and performing tasks, explaining and guiding the staff at all levels with the people on policies and guidelines is still limited.

In addition, the administrative skills, ethics and qualities of staff, civil servants and public employees in some places have not met the requirements of administrative reform; the quality of staff, civil servants and public employees in some places has not met the requirements of assigned tasks; the quality of public services in education, health care, electricity, roads, security and order has not met the requirements of the people; etc.

In 2024, to continue to promptly implement solutions to improve the province's PAPI, on May 21, 2024, the Provincial People's Committee issued Plan No. 1523 to improve the province's PAPI in 2024. In which, the Provincial People's Committee directed all levels and sectors to focus on strengthening information and propaganda work on PAPI. The propaganda content needs to focus on thoroughly understanding the awareness in the political system about the meaning, nature and benefit of PAPI.

In order to improve the quality of service to the people, the organization of the one-stop department of the People's Committee of An Luc Long commune, Chau Thanh district takes the satisfaction of organizations and individuals as a measure of the quality and effectiveness of the service of the staff and civil servants.

Recently, the People's Committee of the commune has implemented the model of No Writing Day, No Appointment Day in handling administrative procedures and supporting organizations and citizens to submit documents online at the Reception and Results Department in the commune. The model aims to support citizens who are the elderly and those who have difficulty writing or filling in information in the documents.

Officials and civil servants working at the office are eager to answer questions and guide people to implement administrative procedures”.

Chairman of Duc Hoa District People's Committee - Le Thanh Phong recently had a dialogue with people, businesses, officials, civil servants and public employees on the implementation of administrative procedures and administrative reforms in all areas of the district in 2024 to promptly grasp thoughts and aspirations, remove difficulties, and create a positive effect of "dialogue to satisfy people's wishes".

At the dialogue, people and businesses, officials, civil servants and public employees gave their opinions on administrative procedures mainly related to the land sector such as difficulties in procedures for donating and transferring land use rights; procedures for changing land use purposes; procedures for granting and changing land use rights according to the new database, dividing plots; etc.

“Through the dialogue, we aim to best resolve the legitimate needs and aspirations of people and businesses in implementing regulations on administrative procedures, contributing to improving the Public Administrative Reform Index (PAR index) as well as PAPI in the district” - Mr. Le Thanh Phong said./.
