On May 11, Deputy Secretary of Provincial Party Committee, Chairman of Provincial People's Committee - Nguyen Van Ut chaired an online conference to evaluate the results of the Provincial Competitiveness Index (PCI) in 2022; Provincial Green Index (PGI); Public Administration Performance Index (PAPI) in 2022; Provincial Administrative Reform Index (PAR INDEX) in 2022; and the province's 2023 solution tasks.

The conference was held online to localities in the province.

At the conference, Secretary of Provincial Party Committee, Chairman of Provincial People's Council - Nguyen Van Duoc praised the Provincial People's Committee, departments and branches at levels for their unremitting efforts and determination to build an administration of efficiency, transparency, taking the satisfaction of people and businesses as an effectiveness measurement. The results achieved by the two PCI and PAR INDEX in 2022 are particularly prominent. With this result, it is necessary to continue to renew thinking, change working style, and apply the view of "People are subject to service; Enterprises are driving force and resource for development process."

Besides the positive results, there are still many shortcomings that need to be overcome. The first thing is that some officials and civil servants have standard deviation in motivation, leading to the attitude and behavior of choosing easy task. The second thing is that some officials and civil servants have an indifferent and insensitive attitude to citizens, (the status of processing dossiers and procedures is still troublesome, delayed, especially harassing), making people go back and forth many times.

Deputy Secretary of Provincial Party Committee, Chairman of Provincial People's Committee - Nguyen Van Ut emphasized that the shortcomings and limitations in the PCI, PGI, PAPI, PAR INDEX need to be overcome, striving to improve the score, maintaining in the top of the country, contributing to the stable and sustainable socio-economic development of the province. In the coming time, it is necessary to be more urgent and drastic, to deploy more practical and effective solutions with greater determination, to solve the root of the bottlenecks.

He suggested that, for the PCI, PGI, the Department of Planning and Investment shall assume the prime responsibility and coordinate with relevant units to urgently speed up the construction progress and effectively implement the project on implementing the District and Department Competitiveness Index (DDCI); the Plan to accelerate implementation of tasks and solutions for improvement.

Delegates at the conference 

Departments, branches and localities, based on the plan of the province, must develop the plans to improve the PCI of their agencies and units; focusing on promoting reform of administrative procedures, providing legal support for enterprises, in which, focusing on simplifying and shortening the time to settle administrative procedures; publicity and transparency of information, promoting the effectiveness of e-government.

Heads of departments, branches and localities must continue to improve their roles, proactively solve problems according to their competence, do not avoid responsibilities, promote dynamism, pioneering creativity, regularly strengthen discipline and administrative discipline in the performance of official duties for cadres, civil servants and public employees .

Department of Home Affairs must urgently advise the Provincial People's Committee to issue a plan to improve and raise the PAPI, PAR INDEX in 2023; regularly inspect administrative reform, service attitude, public service ethics, and office culture in order to promptly detect, correct, and strictly handle acts of petty corruption, negative and corrupt interference; promote information and communication about PAR in general and the goals and meanings of the above-mentioned indicators to the people and business community.

According to a report at the conference about PCI in 2022, Long An reached 68.45 points, ranked 10th out of 63 provinces and cities in the country, increased 6 places compared to 2021; ranked 2nd in the Mekong Delta region, increased 1 place.

Among the 10 sub-indexes of PCI, Long An has 5 groups that have gained points, while 5 groups have declined (including market entry, land access, business support policies, training labor; legal institutions).

And especially this year, for the first time, VCCI introduced and announced the Provincial Green Index (PGI) of 63 provinces and cities through the perspective of businesses on the level of environmentally friendly technology application of local businesses. Accordingly, Long An reached 15.04 points/40 points, ranked 28th out of 63 provinces and cities nationwide and ranked 3rd in the Mekong Delta region.

Regarding PAR INDEX in 2022, Long An reached 87.41%, ranked 8/63 provinces and cities in the country (an increase of 15 ranks compared to 2021), ranked 1/13 provinces and cities in the Mekong Delta region.

Regarding PAPI in 2022, Long An reached 39.8/80 points, ranked 57/63 provinces and cities nationwide, a decrease of 21 ranks compared to 2021.

Through the report and analysis of the Department of Planning and Investment, the Department of Home Affairs evaluated  the PCI, PAR INDEX, PAPI, which shows that over the past time, provincial leaders and local authorities have had many efforts to improve the indicators but have not achieved high efficiency compared to the requirements. There are still barriers, bottlenecks, inadequacies in management, administration and performance of official duties.

The above shortcomings and limitations stem from causes such as land policies and administrative procedures. In particular, many officials handling administrative procedures related to people and businesses have not really supported, and tried to return the documents instead of handling administrative procedures. This causes many difficulties for businesses and people./.
