Long An in Top 10 provinces and cities with the highest PCI in 2022

Long An had a spectacular breakthrough when it increased by 6 places to the position of Top 10 provinces and cities with the best provincial competitiveness index (PCI) in 2022 with 68.45 points.

On April 11, in Hanoi, Vietnam Confederation of Commerce and Industry (VCCI) held a ceremony to announce the PCI annual report.

Attending the conference were Secretary of the Provincial Party Committee, Chairman of the People's Council of Long An - Nguyen Van Duoc; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - Nguyen Van Ut; Acting Director of Department of Planning and Investment - Truong Van Liep.

According to a report by Vietnam Confederation of Commerce and Industry,  2022 PCI was built on feedback from 11,872 enterprises, of which, there are 10,590 private enterprises and 1,282 foreign-invested enterprises operating in Vietnam.

Since its inception in 2005, 176,496 enterprises have participated in the PCI survey, reflecting the diverse aspects of the business environment in Vietnam. The PCI survey in 2022 shows the efforts of the business community and the authorities of the provinces and cities in the first year of recovery after the Covid-19 pandemic.

Long An after a year with many efforts in economic recovery, administrative reform, synchronous implementation of support policies, accompanying businesses has made a strong rise in the PCI rankings when increasing by 6  places to rank 10th in the provinces and cities with the highest PCI in 2022 with 68.45 points. In which, some component indexes of Long An province had high ranking such as time cost ranked 2nd, dynamism of government ranked 4th, informal costs ranked 5th.

Meanwhile, Quang Ninh continues to lead on the PCI rankings. In addition, Bac Giang, Hai Phong, Ba Ria-Vung Tau and Dong Thap are also localities with high quality of economic management on the 2022 PCI ranking.

At the ceremony, Chairman of the Vietnam Federation of Trade and Industry - Pham Tan Cong expected: "Since the end of 2022, the Vietnamese economy and business community have faced many difficulties. We hope that the authorities of the provinces and cities will  step up the implementation of more policies to support businesses, using the stability and convenience of the business environment to compensate for the instability of the world market."

He also said that, for nearly 20 years, PCI has been contributing to promoting dialogues, discussions and effective actions on issues related to the business environment.

Besides the PCI announcement, for the first time, the Vietnam Confederation of Commerce and Industry and its partners introduced and announced the Provincial Green Index (PGI). This is an index to evaluate and rank environmentally friendly localities from the perspective of business practices such as the level of application of environmentally friendly technology by local businesses, the level of management and application of environmental treatment of businesses, the level of willingness to invest in the environment by local governments and many other important environmental issues. In which, the top 3 provinces in PGI are Tra Vinh, Lang Son and Bac Ninh, respectively.

By developing and publishing the PGI together with the PCI, the Vietnam Confederation of Commerce and Industry wishes to encourage the governments of the provinces and cities to pay more attention to economic development associated with environmental protection, provide timely information, support provincial and city governments in policy making, attract investment associated with sustainable development, build an environmentally friendly business ecosystem, orient investors with awareness of environmental protection, promote many environmentally friendly green projects.

PCI has been developed and announced since 2005. This is a set of indicators made up of 10 sub-indices including market entry costs, land access and stability in land use, transparency, time costs, informal costs, local government dynamism, fair competition environment, business support policies, labor training, legal institutions, security and order. With support from the US Agency for International Development, the PCI project was implemented by a group of domestic and foreign experts of the Vietnam Confederation of Commerce and Industry./.

At the PCI announcement ceremony, Chairman of the Provincial People's Committee – Nguyen Van Ut affirmed: “In 2022, Long An province made great efforts with many specific solutions to raise the indexes of 10 components. For the low indexes, we all developed appropriate solutions to ensure the ability, meet the expectations of investors, bring the province back to Top 10 provinces with the highest PCI in the country. In 2023, Long An province is determined to make more efforts to achieve a higher rank in the PCI rankings. In particular, the province are focusing on improving indicators such as access to land, informal costs, administrative reform, especially speeding up the progress of solving difficulties and problems for businesses, attracting investment in the province".
