Ensuring sustainable growth associated with social security

This is the requirement for a double-digit growth target under the direction of Politburo member and Prime Minister Pham Minh Chinh at a working session with the Standing Committee of Tay Ninh Provincial Party Committee on the afternoon of December 8 on the socio-economic development situation in 2025, directions and tasks in 2026. The meeting was held right after the Prime Minister and the working delegation attended the opening ceremony of the Tan Nam (Vietnam) - Meun Chey (Cambodia) International Border Gate pair.

Positive signal from economic growth

In a quick report to the Prime Minister and the working delegation, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Van Han said, "In 2025, Tay Ninh province set out 14 main targets in various fields; it is expected that by the end of the year, 14/14 targets will be achieved and exceeded."

The province's economy maintains a positive development momentum; the economic growth rate in 2025 is estimated to increase by 9.52%, ranking 2nd in the Southern region and 8th out of 34 provinces and cities nationwide, nearly approaching the double-digit economic growth target in 2025.

The economic structure is shifting towards industry and trade - services as the main driving force, agriculture plays a stable supporting role associated with new rural construction. State budget revenue has been completed and exceeded the assigned estimate, creating resources for development investment expenditure and ensuring social security. Culture and society have made progress; people's lives continue to improve. National defense and security are maintained.

Party building and political system work have been strengthened. After 5 months of operating the 2-level local government model, the provincial and commune-level apparatus has been improved and streamlined. The Provincial People's Committee has established working groups headed by the Provincial People's Committee leaders, directly monitoring and directing the handling of difficulties, problems, proposals and recommendations of localities.

Chairman of the Provincial People's Committee Le Van Han reported to the Prime Minister on the progress of a number of key national transport projects and regional linkage projects; presented a number of difficulties, obstacles and key directions and tasks in 2026 of the province.

"Tay Ninh will resolutely and synchronously implement solutions to increase growth rate, striving for GRDP growth target of 10-10.5% in 2026," Chairman of the Provincial People's Committee Le Van Han emphasized.

Many recommendations to the Prime Minister and central ministries and branches

After reviewing the local situation, Tay Ninh recommended that the Prime Minister and central ministries and branches continue to pay attention and remove a number of difficulties and obstacles. First of all, regarding mechanisms and policies, the province recommended that the Prime Minister direct central ministries and branches to promptly review, appraise, and advise the Government on a number of mechanisms and policies applicable to the Moc Bai Border Gate Economic Zone, connecting the two economies of Vietnam and Cambodia, and pay attention to resolving difficulties and obstacles for the Long An LNG Power Plant project.

To promptly overcome the serious landslide situation in the area, the province proposed that the Prime Minister consider and approve the capital from the central budget to support the locality in implementing anti-landslide projects. In the immediate future, in 2026, it is recommended that the Prime Minister allocate 1,500 billion VND for the province to invest in projects in areas with high risks of landslides and insecurity.

Regarding infrastructure investment, Tay Ninh recommends that the Government and the Ministry of National Defense pay attention to allocating investment capital from the central budget to repair and ensure traffic safety for damaged sections on the border patrol route, and at the same time, give a policy of allocating capital and investing in the construction of a closed border patrol route in Tay Ninh province.

The province also recommends that the Prime Minister pay attention to and direct the acceleration of investment progress and upgrading the Duc Hoa-My An Expressway (Expressway no. 2), especially the early investment in expanding National Highway 62. According to Chairman of the Provincial People's Committee Le Van Han, National Highway 62 has been in use for nearly 25 years; currently the road surface is small, narrow, and seriously degraded, causing many traffic accidents and hindering the province's investment attraction in the Dong Thap Muoi region.

This is an issue that voters and people in the area are very concerned about and have given opinions and recommendations on over many terms.

Also at the meeting, Tay Ninh proposed that the Prime Minister and relevant ministries and branches consider and approve additional capital for the province to invest in the construction of the traffic axis project connecting Long An and Tan Ninh; the investment project to build the Go Dau-Xa Mat expressway (phase 1); investing in the road connecting Tan Nam International Border Gate to National Highway 22B; and the project to upgrade and expand Tan Nam-Meun Chey Friendship Bridge.

The province also proposed that the Government approve the project to plan and upgrade the special National Historical Site of the Southern Central Bureau Base to become a worthy National Historical Site, a red address of the whole country, educating the young generation about the revolutionary tradition.

Sustainable economic growth associated with ensuring social security

At the meeting, Prime Minister Pham Minh Chinh and the working delegation acknowledged and highly appreciated the socio-economic development results in the first 11 months of 2025 of Tay Ninh province, notably in the disbursement of public investment capital, attracting FDI, developing industry, services, and tourism, contributing significantly to the overall achievements of the country. Prime Minister Pham Minh Chinh requested the province to well implement 9 key groups of tasks in the coming time:

Synchronously implement solutions to stabilize the economy, control inflation, and ensure sustainable double-digit growth. Closely coordinate with the Ministry of Finance to effectively implement the Provincial Masterplan for the period 2021-2030, with a vision to 2050 after adjustment, ensuring sustainable development orientation and maximizing new development space.

Strongly improve the investment and business environment, create favorable conditions for businesses to develop, encourage public-private partnerships, and develop border economic zones and border trade.

Strengthen the capacity to adapt to climate change; allocate resources to build anti-erosion embankment projects, and effectively exploit the Dau Tieng reservoir irrigation project.

Continue to synchronously implement groups of tasks and solutions to build and rectify a clean and strong Party and political system; fight against negativity, corruption, and waste.

In implementing the two-level local government, Prime Minister Pham Minh Chinh requested the province to pay attention to the arrangement of staff to meet the requirements of the tasks in the new situation, pay attention to rearranging redundant headquarters, promote digital transformation and online public services; develop science, technology, and innovation.

The Prime Minister and leaders of central ministries and branches basically agreed with the proposals and recommendations of the province; acknowledged and responded to a number of difficulties and problems at the meeting. Regarding the difficulties and problems of the Long An LNG Power Plant project, Prime Minister Pham Minh Chinh requested Deputy Prime Minister Bui Thanh Son to chair a meeting with relevant parties to resolve them in the spirit of equal access to resources and compliance with current laws to resolve them by December 2025.

Promoting the spirit of self-reliance in socio-economic development, Prime Minister Pham Minh Chinh suggested that Tay Ninh review and proactively make the most of the Central Government's policies and guidelines to strengthen the public-private partnership mechanism in investing in the construction of key projects, serving the socio-economic development of the province.

Prime Minister Pham Minh Chinh said that Tay Ninh is an important gateway of the country with countries in the Southeast Asia region; the province has a strategic position connecting important regions such as the Mekong Delta—where rice exports account for 90%, seafood exports account for 60%, and fruit exports account for 65% of the country.

Tay Ninh has all three factors of "heavenly time, favorable terrain, and harmony" to accelerate breakthroughs in the coming time, and the province's development space is still very large.

The Prime Minister suggested that Tay Ninh promote the spirit of solidarity and the revolutionary tradition of "loyalty and resilience"; effectively exploit the province's unique opportunities and potentials; effectively implement resolutions of the Politburo, the National Assembly, and the Government; and closely follow the local practical situation to strive, accelerate, and make strong breakthroughs in rapid economic development, double-digit growth associated with ensuring social security, improving the material and spiritual life of the people./.
