Efforts to build digital government
Director of the Department of Information and Communications - Nguyen Ba Luan said that, on the basis of thoroughly grasping the Politburo's resolution, the programs and resolutions of the Provincial Party Committee Standing Committee, the Provincial People's Committee issued many plans and action programs to drastically deploy and carry out the task of digital transformation in the direction of the whole people, comprehensive, widespread development, with focus on key points.
On the basis of forming 7 foundations: digital institutions, digital awareness, digital infrastructure, digital data, digital platform, digital human resources, network information security, the province focused on building 3 pillars (digital government, digital economy, digital society) which have achieved many outstanding results so far.
According to the Department of Information and Communications, over the past time, the province has maintained the effective operation of the Administrative Procedure Information System, serving the reception and settlement of administrative procedure dossiers on the online network of the whole province. Dossiers resolved on time reached 99.9%. The province also completed the construction of the Electronic Data Management Strorage of organizations and individuals; connected and officially put into operation public services between the province and central ministries and branches.
The province effectively operated shared information systems in the province's state agencies, specifically: The Document Management and Operation System was deployed synchronously from the province to the commune level with more than 9,300 accounts, ensuring the sending and receiving of documents at 4 levels; issued 6,091 specialized digital signatures for agencies and units in the province; issued 5,193 email accounts for agencies and units. The exchange of electronic documents between state agencies reached 100%; 99.9% of electronic documents with digital signatures at all levels; 93% of issued email boxes are used.
At the same time, the province synchronously operates the new version of the Provincial Electronic Information Portal, expanding the construction of electronic information pages to 100% of commune-level People's Committees. The online video conferencing system meets the 2-way connection from the province to the grassroots, serving conferences well.
Spreading and attracting positive responses from the entire political system and society to the province's digital transformation
Up to now, the province has built a shared database storage, forming the Provincial Open Data Portal (https://data.longan.gov.vn) to provide data to people and businesses; the Provincial Geographic Information System (GIS) (https://gis.longan.gov.vn); is building an information page to provide data for investment promotion (https://gis.longan.gov.vn/xuctiendautu); put into use the application "Long An IOC" to serve the direction and operation.
In particular, the province's Local Government Service Platform (LGSP) has connected and interconnected data between ministries, branches and localities. Up to now, the province has officially connected with 19/23 databases/information systems, with the number of services and transactions increasing over the years, serving the work of handling administrative procedures, handling work of state agencies, operating smart urban services, sharing data between agencies and providing information and open data to people and businesses.
On September 27, 2024, in Hanoi, the Vietnam Union of Science and Technology Associations (VUSTA) chaired and coordinated with the Vietnam Automation Association (VAA), the Vietnam Innovation and Digital Transformation Institute (VIDTI) to organize the third Vietnam Top Industry 4.0 Awards Ceremony (Industrie 4.0 Awards). Accordingly, Long An is one of 6 provinces and cities (Binh Duong, Tra Vinh, Long An, Da Nang, Lang Son, Thai Nguyen) certified by the Organizing Committee as a typical locality in organizing and proactively implementing the policy of the Fourth Industrial Revolution and the National Digital Transformation Program. |
Towards a “Digital Long An”
Deputy Director of the Department of Agriculture and Rural Development - Dinh Thi Phuong Khanh said that the agricultural sector has maintained the application of digital technology (blockchain, QR code) in tracing the origin of agricultural products. Up to now, the sector has supported 2,511,000 electronic stamps tracing the origin using QR codes of 21 establishments that have been confirmed as safe food supply chains; supported stamps tracing the origin for 100% of products meeting the province's OCOP standards (168 products); deployed support for agricultural production households to bring OCOP products to the new e-commerce platform of the Post Office (https://buudien.vn),0 up to now, 63 products have been updated. In the coming time, 100% of OCOP products will be updated on this platform.
In addition, the Department of Agriculture supports farmers in applying technology in cultivation and livestock farming such as using software to monitor, supervise observation information, analyze data on crops, pests, diseases, agricultural market prices, manage electrical equipment sources in shrimp farming; use drones to spray pesticides, sow seeds; smart insect monitoring system; rent software for the Durian management and consumption system.
Deploying and piloting the Smart Traffic Safety Management System in Tan An City
Recently, the Department of Industry and Trade has coordinated with the E-commerce Development Center to maintain the software for tracing the origin of typical products of the province (https://truyxuatnguongoc.longan.gov.vn), currently 23 enterprises and cooperatives have registered to participate, confirming codes for 47 products; deploy to enterprises, cooperatives, and business establishments registered to participate in the Long An Provincial E-commerce Platform (longantrade.com) connecting with the E-commerce Platform of the Ministry of Industry and Trade (https://sanviet.vn). Up to now, the Industry and Trade sector has 68 booths with 265 products displayed on the platform; coordinate with digital technology enterprises in the province (Viettel, VNPT, etc) to pilot cashless payments at markets, shopping malls, and business establishments.
There is 1 shopping mall, 7 supermarkets, 279 convenience stores, 41 markets in the province implementing cashless payments (by credit card, ATM card, Mobile Money). The province has built an online petrol and oil business management system (https://xangdau.longan.gov.vn); deploy for businesses to register to participate in the Project to Support Long An enterprises to participate in reputable e-commerce trading platforms.
Ms. Nguyen Thi Kim Loan - owner of a grocery store in Hamlet 1, Nhut Chanh Commune, Ben Luc District, said: “Since the local authorities have encouraged online payment without using cash, my store has applied it. Retail customers can transfer money directly. For wholesale customers, I deliver the goods to their home and then the customers transfer money without having to come to the store to pay. I feel excited because of the convenience, this is a good sign of a developing society”.
Long An Digital is a prominent application of the province. Currently, the whole province has more than 383,000 users downloading the application and accessing it on all platforms, an increase of more than 174,300 compared to 2023, helping people more conveniently access and use essential services such as online public services, electricity, water, transportation, education, healthcare, employment, etc.
Mr. Vo Thanh Quang (Hamlet 2, Phuoc Tan Hung Commune, Chau Thanh District) said: “Thanks to the guidance of the Youth Union members, I know how to install the Long An Digital. There is an electricity service here that I find very convenient. I can track the power outage schedule, look up bills and transfer money on my phone to pay the monthly electricity bill. In addition, I find the Job Connection feature very convenient, helping workers easily find jobs according to their needs”.
Youth Union member mobilizes people, shop owners, and businesses to use online payment
In particular, the province has implemented a model of medical examination and treatment using biometrics, chip-embedded citizen identification cards, VNeID application or VssID application; self-service KIOSK at public medical examination and treatment facilities; promoted cashless payments in the fields of health and education, social security payments, monthly pension and social insurance allowance payments via accounts, tuition payments at vocational training institutions; etc.
To date, the whole province has 25/25 medical facilities that have implemented cashless payment of medical service; 591/591 educational facilities have implemented cashless tuition payments; 76.4% of social security policy beneficiaries have bank accounts, the rate of receiving payments via bank accounts has reached 70.9%; pension and social insurance payments in urban areas reached 71.72%; one-time social insurance payments reached 98.78%; unemployment benefits reached 99.73%.
The provincial government is determined to implement the goal of synchronous and comprehensive digital transformation across the province, covering all sectors, fields and aspects of socio-economic life. Thereby contributing to putting Long An into the group of localities with good digital transformation, becoming a province with a high index in the development of digital government, digital economy and digital society in the country./.
