Director of the Department of Information and Communications - Nguyen Ba Luan said that in recent times, the department has continued to promote its role as an advisor, assisting the Provincial People's Committee in state management of information and communications, including the following areas: digital transformation, post, telecommunications, radio, press, publishing, printing, distribution, television, electronic information, foreign information, grassroots information; information technology application; network information security, electronic transactions.
According to the Department of Information and Communications, in the first 6 months of 2024, the information and communications sector has achieved many important and comprehensive results. In the postal sector, the whole province has 19 enterprises operating. Total revenue reached 241 billion VND (up 36% over the same period in 2023); budget contribution was 7.1 billion VND (up 7% over the same period in 2023).
Up to now, the whole province has 85/168 OCOP products introduced and promoted on the e-commerce platform of the Post office; there are 42 OCOP products introduced on the platform https://nongsanantoanlongan.vn and 15 OCOP products introduced on the platform http://longantrade.com. The whole province has 161/161 communes with postal service spots with staff in operation, reaching 100%.
In the field of telecommunications, the whole province currently has 9 telecommunications, Internet, and pay TV enterprises in operation. Total revenue in the first 6 months of 2024 reached 1,285 billion VND (up 4.3% over the same period in 2023); contributed 80 billion VND to the budget (an increase of 5% compared to the same period in 2023). The Department of Information and Communications coordinated with telecommunications enterprises to implement a policy to support customers using 2G devices to switch to 4G devices, helping to ensure the rights of telecommunications service users when stopping 2G technology according to the roadmap of the Ministry of Information and Communications.
In the field of information and network security, the Information and Communications sector has done a good job of ensuring information security for the Data Center, key information systems, applications and shared and specialized databases of the province; no information security incidents occurred; regularly updated security patches, system software, proactively prevented more than 270,114 system scanning attacks.
In addition, the press and media sector promptly reflected outstanding events and activities, aspects of life, economy, culture and society of the province; continue to maintain the ideological front, actively contributing to building the political and spiritual potential for both the political system and the people in the province.

Leading digital transformation
The Information and Communications sector is increasingly affirming its important role in the cause of socio-economic development, especially pioneering and leading the construction of digital government, digital economy, and digital society in the province.
Implementing the strategy to effectively approach and apply the Industrial Revolution 4.0, the Department of Information and Communications innovates comprehensive leadership methods in all aspects of work, proactively advises the Provincial Party Committee, People's Council, and Provincial People's Committee to issue policies, plans, projects, and documents on laws, directives and documents promote the development of the Information and Communications sector.

Currently, the information technology application systems used in the province’s state agencies are operating stably, and the implementation and use continue to be maintained. In the first 6 months of 2024, the rate of timely settlement of dossiers on the electronic “one-stop” system reached 99.93%. The rate of electronic document exchange between state agencies at the provincial and district levels reached 100% (102,633/102,633 outgoing documents), and at the commune level reached 99.99% (90,473 electronic documents/90,484 outgoing documents). The rate of exchanging digitally signed electronic documents at the provincial and district levels reached 99.95% (102,582/102,633 outgoing documents), and at the commune level reached 99.98% (90,473 digitally signed documents/90,484 outgoing documents).
The whole province has issued 5,034 email accounts to agencies and units (1,203 unit mailboxes and 3,831 personal mailboxes). Of which, 100% of provincial departments, branches and People's Committees at all levels have unit mailboxes and over 95% of provincial and district-level cadres and civil servants have personal mailboxes for work. The rate of using email boxes reached 92% (unit reached 94%, individual reached 92%).
In the first 6 months of 2024, the rate of timely resolved dossiers announced on the Provincial Public Service Portal reached 99.9% (272,484 dossiers resolved on time/272,708 resolved dossiers), an increase of 0.3% over the same period last year; completing the construction of an electronic data management storage for organizations and individuals to meet the requirements of Official Dispatch No. 1552, dated April 26, 2022 of the Ministry of Information and Communications.

The province maintains the operation and initially promotes the effectiveness of the Digital Citizen Platform "Long An Digital", Call Center 1022 (via the number 0272 1022), the system for receiving and handling feedback and recommendations (https://1022.longan.gov.vn). Since the beginning of 2024, the province has received 1,410 feedbacks and recommendations from people, with an on-time response rate of 89%. The "Long An Digital" application has been released on popular application stores; at the same time, the "Long An Digital" Mini App was built on the Zalo platform, helping people more conveniently access and use essential services: online public services, electricity, water, transportation, education, healthcare, employment, etc. To date, over 316,700 users have downloaded/accessed it on all platforms, an increase of more than 108,000 compared to 2023.
Currently, 25/25 medical facilities have implemented cashless payment for medical services; 591/591 educational facilities have implemented cashless payment for tuition. Long An also promotes cashless payment in social security payments. The whole province currently has 2,259,540 people aged 15 and over with bank transaction accounts; etc.
