Reporting to the delegation, after 10 years of implementing Resolution No. 36, the Party Committee and authorities at all levels of the province have many changes in awareness and action, clearly defining roles and responsibilities in the application and development of information technology and digital transformation associated with socio-economic development programs and plans of localities and units.
The organizational structure and the collectives of officials, civil servants and public employees performing the tasks of applying information technology and digital transformation have been consolidated and perfected, improving quality and operational efficiency. Long An's digital transformation index ranking has gradually increased over the years (compared to 63 provinces and cities nationwide, in 2020 ranked 27th; in 2021 ranked 21st; in 2022 ranked 11th).

Most of the important targets of Resolution No. 36 have been completed. Outstanding information technology infrastructure serving the building of e-government and developing smart urban services has been invested fundamentally to meet requirements. The broadband fiber optic network has been deployed to 100% of communes, wards and towns in the province and the rate of households with fiber optic broadband Internet lines has reached 88.9%. People and businesses are gradually popularizing the use of digital services, thereby improving the quality of life, creating new values, and demonstrating the main role in the development process.
Besides the achievements, the province also encounters some difficulties in digital transformation infrastructure; online public services is not sustainable; human resources specialized in information technology are lacking, especially at the commune level; deploying and evaluating the level of digital transformation of businesses is still difficult; etc.

Within the framework of the meeting, the province also proposed and recommended that the Central Government amend, supplement, replace or promulgate new Decrees and legal documents in accordance with the 2023 Law on Electronic Transactions. Ministries and branches in charge of the national database need to soon issue specific regulations on the legality and value of data to serve as a basis for localities to exploit and handle administrative procedures.
