1. According to the Provincial People's Committee, in 2023, the province reduced the time to resolve administrative procedures to 11 days/50 days (accounting for 22%) for 5 procedures: Renewal, adjustment of license for activities within the protection scope of irrigation works to build new works; establishing wharves and yards for gathering raw materials, fuel, supplies and vehicles; drilling, digging for geological surveys, exploration, mining of minerals, construction materials, underground water exploitation; construction of underground works under the licensing authority of the Provincial People's Committee; notary office registration procedures; granting confirmation of registration of awarding quality awards for products and goods of organizations and individuals; announcing the use of quantitative marks and adjusting the content of the announcement using quantitative marks. The estimated cost savings after simplifying administrative procedures is more than 7.7 billion VND, reaching 100%. At the same time, the province proposed 2 recommendations for administrative procedures that have been amended and supplemented but have not been announced by ministries and branches according to regulations.
In addition, to continue to improve the quality and efficiency of providing online public services in the area, the province organized a review and made a list of 14 administrative procedures to shorten the processing time when submitting documents by online form and approved 405 administrative procedures to pilot implementation of only accepting documents through online administrative procedures in the province (not accepting documents directly or through public postal services).
The province also proposed to simplify and reduce the components of administrative procedures that individuals and organizations do not need to submit when performing administrative procedures. Instead, State agencies proactively request the issuance of judicial record cards, without requiring relevant individuals to submit criminal record cards for 23 administrative procedures (of which, the Judiciary sector has 10 procedures, the Health sector has 3 procedures, the Home Affairs sector has 9 procedures, and the Construction sector has 1 procedure).
Recently, determining that administrative procedure control is a key, continuous work in direction and administration, the Department of Natural Resources and Environment promptly advised the Provincial People's Committee to approve the decision to announce newly issued administrative procedures of environment and land sector; announce the set of administrative procedures in the field of natural resources and environment under the jurisdiction of the district People's Committee; complete and submit to the Provincial People's Committee to amend and supplement regulations in resolving a number of administrative procedures on land registration; etc.
In 2023 alone, the Department issued 320 documents guiding businesses to carry out administrative procedures in the fields of environment, water resources and land; review and propose to reduce the time to resolve 3 administrative procedures (of which, 1 is reduced by 30 days; 1 is reduced by 9 days and 1 is reduced by 2 working days); only accept documents through online for 13 administrative procedures; submit to the Provincial People's Committee to issue 10 decisions to amend and supplement administrative procedures and develop internal processes in resolving administrative procedures; etc.

2. According to Deputy Director of the Department of Home Affairs - Tran Hai Tuan, in 2024, the province will continue to review and propose to the Government, Prime Minister and central ministries and branches to consider amending, supplementing, replacing, bolishing or canceling administrative regulations, procedures, requirements and conditions for compliance with administrative procedures that are cumbersome, complex, overlapping, and contradictory, causing difficulties and obstacles in the process of handling work for individuals, organizations, businesses.
Thereby, implementing and simplifying administrative procedures, saving time and costs for State agencies, organizations and individuals, and enhancing responsibility for receiving and resolving administrative procedures.
“In 2024, the Department will continue to strictly implement the guiding documents of the Provincial People's Committee in receiving and returning results of resolving administrative procedures for individuals and organizations; Improve the quality of handling administrative procedures according to the "one-stop" and "interconnected one-stop" mechanisms, clearly defining the responsibilities of each unit to overcome the situation of overlapping, shifting responsibilities, and overcoming late documents etc." - Director of Department of Natural Resources and Environment - Vo Minh Thanh informed.
According to Chairman of Can Giuoc District People's Committee - Nguyen Anh Duc, in the coming time, the district will continue to inspect, review, and list or amend, supplement, and delist in accordance with the decisions announcing administrative procedures of the Provincial People's Committee issued for each field of departments, divisions and branches, ensuring full publicity and transparency of administrative procedures under the jurisdiction of district and commune-level People's Committees at the "one-stops" of the district and communes./.
