According to Director of the Department of Natural Resources and Environment - Vo Minh Thanh, the Department has focused on implementing administrative reform in order to shorten the time to process procedures, create convenience and satisfaction for people and businesses in the province. It often shortens the procedures; promptly remove difficulties; organize online exchanges to answer questions, contributing to saving time and costs for individuals and organizations. It also gradually strengthens the modernization of the administration in order to improve the effectiveness and efficiency of state management and meet the requirements of tasks in the new situation.
According to the representative of Ching Luh Vietnam Shoes Co., Ltd (Ben Luc district) - Pham Ngoc Huynh, administrative procedures are increasingly shortened to facilitate businesses. In particular, the procedures related to the Natural Resources and Environment sector are resolved more quickly and promptly than before. According to Director of the Department of Natural Resources and Environment - Vo Minh Thanh, the modernization of the administration is one of the key tasks of the sector. Therefore, the Department strengthens the application of information technology in work; regularly organize online exchanges; coordinate with the Ministry of Natural Resources and Environment in piloting the connection and sharing of the Land Database and the National Database on Population to serve residence services. It also uses land management software (ViLIS) in updating cadastral information and issuing land use right certificates. Currently, officers of the Land Registry Office in 15/15 localities work daily on ViLIS software, which is directly connected and updated to the provincial land database. It publicizes land use planning for each land plot on the Internet and smartphones (IOS and Android) in Tan Tru, Chau Thanh, Moc Hoa and Kien Tuong town.
At the same time, the Department has also performed online public services at level 3 for 46/94 procedures and level 4 for 44/94 procedures under its authority. It has also maintained the application of administrative document management and human resource management software to closely manage official documents; monitor the progress of work settlement and manage cadres, civil servants, public employees. It also regularly updates personnel management software, civil servants; continue to use the e-mail system in operation; maintaining the operation of the website; maintain and improve the Quality Management System according to Vietnam Standard ISO 9001:2015.
Department of Natural Resources and Environment strengthens the application of information technology in work management
On the other hand, the Department deploys VBDLIS software application for the entire system of the Land Registry Office to update the database regularly, provide quickly and accurately land information for individuals and organizations; ensure the sharing and integration of data from central to local levels; support the settlement of administrative procedures for land, exploiting, updating and editing the unified land database in the system of the Land Registry Office.
The Department is accelerating the implementation of projects on cartography and building a land database. Specifically, the Department implemented projects such as Project Technical Design - Estimation Surveying, cadastral mapping, cadastral records and building a cadastral database of 3 communes and townships in Duc Hoa district; the master project of cadastral surveying and cadastral database in the province; the strengthening land management project and the provincial land database (VILG); the project of survey and assessment of land potential in the province; the project of investigating and assessing soil pollution in the province; the project of survey and assessment of agricultural land classification in the province; the project of Information disclosure system for Natural Resources and Environment.
In addition, the Department of Natural Resources and Environment has also fully equipped facilities and equipment for civil servants and employees./.
