The Finance sector of Long An province has made efforts through reforming administrative procedures associated with the modernization of the industry, solving difficulties for businesses, contributing to stimulating economic growth, creating a substainable revenue source for state budget, serving economic development goals.

Significant contribution to economic growth

Over the past time, the Finance sector, the Taxation Department and Customs Department (CD) of the province are the most notably, have shown political determination, overcame challenges, used resources reasonably, strived to exceed the targets. Expenditures and tasks set out in annual budget revenue. Accordingly, the revenue from both domestic and export and import has increased continuously over the years, the revenue structure has shifted positively, in accordance with the development orientation, created a solid premise for socio-economic development of the province. 

The director of the Provincial Tax Department - Nguyen Van Thuy shared that the major advantage of the taxation industry is that the socio-economic situation in the province has many positive changes, the annual economic growth was at a high level. At the same time, the economic structure has shifted clearly, in the right direction of industrialization and modernization, contributing to increasing budget revenues for the province.

The year 2017 is a remarkable milestone for the taxation industry when for the first time the domestic budget revenue exceeded 10,000 billion VND, bringing Long An officially joined the club of 10,000 billion VND of the nation. Following that, in 2018, the budget revenue in the province officially rose to the top of the Mekong River Delta provinces (domestic revenue reached 12,902 billion VND) and continues to be maintained in 2019. Estimation Domestic revenue in the past 5 years (2016-2020) assigned by the Ministry of Finance to the Tax branch of Long An province was 52,875 billion VND. The total domestic revenue in the five years was estimated at 60,506 billion VND, equal to 114.4 percent of the central estimate, an increase of 2.05 times over the previous five years; the average revenue growth rate is 10.2 percent per year. In the first 9 months of 2020, the taxation branch collected over 10,459 billion VND, reaching nearly 80 percent of the implementation estimate. To achieve the above results, the tax sector has implemented synchronously solutions in the management, collection and payment of the tax budget from relevant agencies at the provincial level as well as localities and grassroots.

Ben Luc is a developed locality in the key economic region of the province, with budget revenue from tax in the 2016-2020 period estimated at 2,995 billion VND, the growth rate of total revenue is over 16 percent per year. Director of the District Tax Department of Ben Luc district - Ngo Phuoc Nam shared that the district achieved the above revenue because of the concern and focus and direction throughout the province, District Party Committee and District People's Council. The year 2020 is considered a difficult year for the economy due to the impact of the Covid-19 epidemic globally, which has a significant impact on the district budget revenues. Facing this situation, the District Tax Department has set a high determination for the goal of budget revenue, effectively exploiting powerful sources to compensate for low income sources. In the first 9 months of 2020, the district has collected and paid over 605 billion VND, reaching over 93 percent of the ordinance estimate and as much as 115.4 percent over the same period. In which, the district has 3 taxes, the collection field completes the estimatesuch as the collection of land use fees; the revenues from state-owned enterprises, foreign-invested enterprises; and the tax collection for environmental protection.

Similarly, 2 other units are districts of Can Duoc and Can Giuoc, which have higher revenues in the following year than the previous year. In 4 years, from 2016 to 2019, the revenues of Can Duoc and Can Giuoc districts reached 1,320 billion VND and 1,540 billion VND, respectively. Particularly in 9 months of 2020, Can Duoc reaches 435 billion VND (estimated that by 2020 is 340 billion VND); Can Giuoc is 480 billion VND (2020 estimate is 515 billion VND).

Flexibility, creativeness

According to Deputy Director of Long An Customs Department - Le Nam Quoc, over the past years, the system of legal documents on customs has been increasingly completed, the focus on reform and modernization of customs has created a solid legal corridor for the professional activities of the industry. At the same time, Long An Customs Department has formalized and modernized on the basis of information technology application step by step, building a team in the direction of expertise, flexible and creative activities in cooperation and partnership with enterprises. Since then, it contributes to facilitate the export, import, production and business development of enterprises.

In particular, over the past time, with the spirit of accompanying enterprises, creating maximum favorable conditions for enterprises, at Long An Customs Department, enterprises come to carry out import and export procedures is increasing, the number of declarations has also increased. The next year's budget revenue is always higher than that of the previous year. If in 2015, there were 1,072 enterprises coming to do customs procedures, by the end of 2019, there were over 2,000 enterprises doing procedures. Accordingly, the number of customs declarations also increased, in 2015 there were 203,482 customs declarations, by the end of 2019 increased to nearly 496,500 customs declarations. With this result, in 2019, Long An Customs Department becomes the unit with the highest revenue compared to other provinces in the Mekong River Delta, ranking 15th in the industry. Accordingly, in 2019, the entire Long An Customs Department has collected and remitted to the budget reached over 3,800 billion VND, exceeding 56 percent (exceeding 1,362 billion VND) compared with the target assigned by the Ministry of Finance, reaching 103 percent of the target of the General Customs Department delivery, up 38 percent over the same period in 2018.

Mr. Le Nam Quoc added that, affected by the Covid-19 epidemic, taxable turnover of many key products fell sharply in the first months of the year. However, in recent months, especially in September, the unit's budget revenue has had a more positive change compared to the previous months. Some imported goods with taxable turnover such as iron and steel, vegetable oil, animal feed, textile materials, wood, seafood, and so on have risen again. As a result, by the end of September, the budget revenue of Long An Customs Department was over 2,046 billion VND, reaching 55.5 percent of the target assigned by the Ministry of Finance (4,000 billion VND).

To achieve the estimated revenue, Long An Customs Department is focusing on building and implementing many solutions to try to overcome difficulties and minimize the decline in budget revenue. Accordingly, following the direction of the Ministry of Finance, the General Customs Department and the provincial People's Committee in charge of the area, in parallel with the task of epidemic prevention and control, the Long An Customs Department requires its affiliated units to constantly reform the administrative procedures; be flexible and creative in the process of implementing customs procedures, well perform its role in guiding and removing difficulties and problems to speed up customs clearance. From there, it creates favorable conditions and attracts businesses to carry out customs procedures and increase state budget revenue.

According to Vice Chairman of the Provincial People's Committee - Nguyen Van Ut, the province has effectively implemented solutions to support businesses in production and business activities over the past time. The proof was that the province has become one of the areas attracting many large investors, reputable enterprises at home and abroad to invest, produce and do business. Therefore, the budget revenues in recent years have grown rapidly and sustainably and this is a solid premise for the economic development goal of the province. Facing difficulties caused by the Covid-19 epidemic, the tax industry as well as the customs should continue to aim to provide the best service to taxpayers and customs procedures through transparency of policies, simplify administrative procedures. This is also a positive solution determined to ensure the highest completion and excess revenue according to the assigned estimate, and sustainably increase the revenue for the budget./.
